The Notice stipulates that primary and secondary schools are not allowed to charge fees for independent projects, raise standard fees, expand the scope of fees, force fees against the voluntary principle of students, and are not allowed to use illegal bills to charge fees. It is strictly forbidden to include matters within the scope of education and teaching activities and teaching management into service charges and agency charges. It is strictly forbidden to set up charging items without authorization, charge without approval or break through the approved charging standards.

According to the outstanding problems reflected by the public in recent years, the Notice clearly stipulates that all primary and secondary schools are not allowed to include the fees such as lecture notes, test papers, electronic reading, computer use, library inquiry and electronic reading, lunch break management services, after-school custody, bicycle care, heating, cooling, drinking water, campus safety, etc. into service charges and agency charges.

At the same time, student safety insurance is voluntarily insured by students or parents to insurance institutions, and it is strictly forbidden for schools at all levels to charge commercial insurance premiums.

The school did not publicize the details of the charges, and parents could refuse to pay.

It should be reminded that schools should set up fixed public signs (columns) in eye-catching positions according to regulations, and actively accept the supervision of students, parents and society. Students have the right to refuse to pay the undisclosed fees, and the collected fees should be returned to the students.
