Article 1 These Provisions are formulated in accordance with the Law of People's Republic of China (PRC) on Animal Epidemic Prevention, the Regulations on the Administration of City Appearance and Environmental Sanitation and other laws and regulations, combined with the actual situation of this Municipality, in order to standardize the dog-raising behavior in cities, maintain the city appearance and environmental sanitation and public order, safeguard the health and personal safety of citizens, and promote the construction of civilized cities. Article 2 These Provisions shall apply to the breeding, operation and management of dogs in the central city of this Municipality.

The term "dog owners" as mentioned in these Provisions refers to the units and individuals that raise dogs.

The scope of the central city of this Municipality shall be determined in accordance with the relevant provisions of the Municipal People's Government. Article 3 Dog management shall follow the principles of supervision by government departments, participation by grass-roots organizations, self-discipline by dog owners and public supervision. Article 4 The Municipal People's Government shall lead the dog management in the central city and establish a dog management coordination mechanism.

Yiyang High-tech Development Zone Management Committee, Heshan District People's Government and Ziyang District People's Government shall be responsible for organizing the implementation of these Provisions in accordance with the principle of territorial management. Fifth urban management and comprehensive law enforcement departments are responsible for handling dogs that affect the city appearance and environmental sanitation; According to the entrustment of the public security organs, responsible for dog registration and other work.

Public security organs are responsible for handling public security disputes and cases caused by raising dogs and killing rabies.

The agricultural and rural departments are responsible for dog compulsory immunization supervision, rabies epidemic monitoring and epidemic prevention conditions review.

The health department is responsible for the education of rabies prevention knowledge, the monitoring and control of human rabies epidemic, the management of human rabies vaccine injection and the diagnosis and treatment of rabies patients.

The market supervision and management department is responsible for the supervision and management of dog business activities. Sixth street offices, neighborhood (village) committees to help do a good job in dog management, and guide residents to raise dogs according to law and civilization. Article 7 Encourage trade associations, animal hospitals, animal protection organizations and volunteers related to dog management to carry out publicity and education, formulate industry norms and participate in dog management activities. Article 8 Dog owners shall keep dogs in accordance with the law and in a civilized manner, and shall not harm the public interests or the legitimate rights and interests of others.

If dogs interfere with the work and life of others, citizens, legal persons and other organizations can report complaints to urban management and comprehensive law enforcement departments. The department that receives the report or complaint shall handle it in time. Ninth non-operating dogs in urban areas, each household is limited to one, not allowed to carry dangerous dogs; If two dogs have been raised and need to be raised, they shall abide by the relevant conventions of their communities or residential areas, and issue a certificate that the residents' committee or the owners' committee agrees to raise them.

When a dog gives birth to a puppy, the dog owner shall hand over the over-limit dog to others or send it to the dog detention place within 60 days. Tenth the following areas prohibit the breeding and management of dogs:

(a) the office area of the organs and organizations;

(2) Hospitals, schools and kindergartens;

(3) Gymnasiums, museums, libraries, waiting rooms, theaters;

(4) Other areas prohibited by law. Eleventh dog owners should fulfill the obligation of compulsory immunization against animal diseases according to law, and regularly take their dogs to the immune points designated by the animal disease prevention and control institutions for compulsory immunization against rabies. Animal disease prevention and control institutions shall establish dog immunization files and incorporate dog immunization records into the information management system.

Newborn puppies are immunized for the first time when they are three months old, for the second time when they are twelve months old, and then every twelve months. Article 12 Dog owners shall, within the validity period of dog immunization, carry dogs, proof of immunization, valid identity documents and proof of residence, and go through the dog registration at the place designated by the comprehensive law enforcement department of urban management in the district where they are located. Those who bring foreign dogs to stay in the central city for more than three months shall apply for dog registration.

In line with the conditions of dog registration, urban management and comprehensive law enforcement departments shall complete the dog registration within two working days, implant the dog electronic logo, and issue the smart dog license. The cost of electronic dog identification and smart dog tags shall be borne by the dog owners.

If the dog registration items change, the dog owner shall apply for change or cancellation of registration in time. Thirteenth urban management comprehensive law enforcement departments, agricultural and rural departments to establish an electronic information platform for dog management, input dog management information, and realize the information sharing of dog management departments. Fourteenth organs, schools, hospitals and other dog-free areas and other crowded public places with signs prohibiting dogs from entering are prohibited.

The municipal and district people's governments (administrative committees) may, according to the needs of maintaining social public order and urban management, announce the area and time when dogs are prohibited from entering. Fifteenth disabled people carrying guide dogs and seeing dogs into public places shall abide by the relevant provisions of the state. Article 16 Units and individuals other than those specified in Article 14 of these Provisions may decide whether to allow dogs to enter their own or managed places. Dogs are not allowed to enter, and obvious signs of no entry are set up. Seventeenth dog owners shall abide by the following provisions:

(a) to apply for dog registration;

(two) large dogs are only kept in captivity or tied to a fixed place;

(3) Dogs are not allowed to bark continuously, which will affect the work and life of others;

(4) Other circumstances stipulated by laws and regulations.
