Legal analysis: party member files are safe in the town, as long as the party dues are paid on time. If it is in the county, it is usually placed in the personnel bureau or the talent service center. Villages and towns have no right to keep personnel files. Township Party committees can keep party member materials in party member, but they cannot keep personnel files.

Legal basis: Article 12 of the Archives Law of People's Republic of China (PRC). Cultural relics, books and materials kept by museums, libraries, memorial halls and other units are archives at the same time, which can be managed by the above-mentioned units in accordance with the provisions of laws and administrative regulations. The archives and the above-mentioned units shall cooperate with each other in the utilization of archives.

Article 17 It is forbidden to sell state-owned archives. When the assets of state-owned enterprises and institutions are transferred, the specific measures for the transfer of relevant files shall be formulated by the state archives administration department. The exchange, transfer and sale of copies of archives shall be handled in accordance with state regulations.
