At the end of 2006, the press and publication bureau of Zhangjiakou received a report, which reflected that Zhangjiakou No.1 Middle School, a private school in Zhangbei County, distributed pirated teaching AIDS to students. The city bureau attaches great importance to this situation. Deputy Director Zhang Baogui led a team to Zhangbei County for investigation and evidence collection three times, and visited the publishing house's agent in Zhangjiakou City. It has been verified that there is illegal distribution and use of pirated teaching AIDS in Zhangjiakou Private No.1 Middle School.

After investigation, Zhangjiakou Private No.1 Middle School organized our students to order a large number of pirated teaching AIDS such as Optimized Design from a bookstore in a city. And pirated third-grade textbooks such as geography, chemistry, physics, history and mathematics. According to the Copyright Law of People's Republic of China (PRC), Regulations on the Implementation of Copyright Law of People's Republic of China (PRC), Regulations on the Administration of Publishing and Measures for the Administration of Teaching Aids in Primary and Secondary Schools of the General Administration of Press and Publication and the Ministry of Education, Zhangjiakou Press and Publication Bureau punished the school according to law and fined 75,000 yuan.
