All relevant departments should strengthen their responsibilities and promote and implement them efficiently. Informed criticism for units that delay or fail to complete tasks on schedule, and deduct points in the comprehensive assessment and appraisal of talent work of provincial departments.
(2) continue to promote the reform of "decentralization, combination of decentralization and management, and improvement of services"
1. Further decentralize the right to evaluate professional titles. Further implement the employer's autonomy in evaluation and employment, and delegate the unified evaluation and employment authority of the deputy senior titles of primary and secondary school teachers in Haidong City. 2. Continue to promote the collection of information and data on the evaluation of professional titles over the years. Municipal Human Resources and Social Security Bureaus, relevant departments and provincial directly affiliated units should strengthen their responsibilities in accordance with the requirements for reporting historical data of evaluation information in the Notice on Doing a Good Job in Collecting and Reporting Professional and Technical Personnel's Professional Title Evaluation Information (Guangdong Ministry of Human Resources and Social Security [202 1] 109No.), designate a special person to take charge of this work, and promptly urge and guide professional and technical personnel to complete information reporting on time relying on the professional title evaluation system of our province. For our province to promote the collection and collation of data over the years, and get through the "last mile" of professional title evaluation information and inter-provincial interconnection.
(3) Consolidate and expand the results of poverty alleviation and effectively link up with rural revitalization.
1. Regularly carry out the "double orientation" review of grassroots titles. Regularly carry out "double orientation" evaluation work at the grassroots level, and report the evaluation results and employment situation to the Provincial Department of Human Resources and Social Security for the record. Farmers and herdsmen, technical experts, local experts and rich leaders who are directly engaged in planting, breeding, processing of agricultural and sideline products, agricultural machinery, agricultural management, rural energy, agricultural environmental protection, national handicrafts and other professional and technical work in rural and pastoral areas of this province are not limited by academic qualifications and qualifications, and can directly declare the corresponding series (professional) titles according to their own ability level and work performance. The professional title grades and evaluation conditions of farmers and herdsmen shall be implemented in accordance with the Implementation Plan for Professional Title Evaluation of Farmers and herdsmen in Qinghai Province and the Administrative Measures for Professional Title Evaluation of Farmers and herdsmen in Qinghai Province (Nongrenfa [2022] No.264). Professional title evaluation of agricultural and sideline products planting, breeding and processing shall be organized and implemented by the Provincial Department of Agriculture and Rural Affairs, and the title evaluation of national handicrafts shall be organized and implemented by the Provincial Department of Culture and Tourism. Relevant arrangements shall be notified by the Provincial Department of Agriculture and Rural Affairs and the Provincial Department of Culture and Tourism.

4. Do a good job in the evaluation of rural doctors' titles. Implement the "Implementation Opinions on Consolidating and Expanding the Achievements of Poverty Alleviation through Health and Rural Revitalization" issued by the National Health and Health Commission and other 13 departments, and continue to organize the evaluation of rural doctors' titles, which will be organized and implemented by people's organizations and health departments in various cities and counties. The office of the title evaluation committee of health professionals and technicians at the middle and grass-roots level in each city and state is responsible for the evaluation. Eligible on-the-job personnel engaged in health professional and technical work in village clinics can declare, and all aspects of the declaration and evaluation work are implemented in accordance with the Interim Measures for the Qualification Evaluation of Health Professional and Technical Positions of Village Health Professional and Technical Personnel in Qinghai Province (Qing Wei Fa [2007] No.403). 5. Increase the tilt of talents in Tibet-related counties. 2. Individual industrial and commercial households engaged in professional and technical work, professional and technical personnel of freelancing, according to the principle of territoriality, the human resources and social security bureau of the county (city, district, administrative committee) where they are located is responsible for establishing personal accounts and reporting their titles directly to the human resources and social security bureau of the county (city, district, administrative committee).

For the existing institutions with prominent contradictions in the evaluation and employment of senior and intermediate professional and technical positions, the following transitional policies shall be implemented: if the ratio of the number of qualified personnel (including those who have been hired and those who have not been hired) to the number of approved positions at the same level is less than 1.30%, the method of "returning two into one" shall be adopted, and the number of applicants for senior and intermediate professional titles of institutions in this year shall be reviewed and filed by the human resources department at the same level; If the proportion exceeds 130%, the declaration and review shall be suspended. In the method of "retreat from two to one", the number of employees in senior and middle-level positions in public institutions decreased this year due to retirement, transfer and other reasons, and the statistical time was from 2022 1 October 1 to February 20221.
For institutions that are not included in the post setting management due to the classification reform of institutions or fail to adjust the post setting scheme according to the regulations due to special circumstances, the human resources and social departments at the same level shall reasonably determine the number of declared professional titles according to the above basic policies and actual conditions. The regions and departments that have established a mechanism for coordinating the use of professional and technical senior posts within the county can uniformly audit the number of senior posts.

1. Strengthen the standardized management of the whole process of professional title declaration and evaluation. 3. Increase the punishment for academic misconduct. The construction of work style and style of study is related to the overall situation of talent work and the credibility of professional title evaluation. All kinds of enterprises and institutions, research institutes, universities, etc. It is the first responsible subject for the construction of party style, style of study and clean government, and an important force for building a good style of study. It is necessary to effectively raise awareness, do a good job in implementing the main responsibility, and stick to the bottom line. It is strictly forbidden to conceal, cover up or assist professional and technical personnel of this unit to provide false information, forge signatures, plagiarize other people's works and academic and technological achievements, and other academic misconduct. If the applicant or recommendation unit practices fraud in the evaluation of title declaration, one case will be found, and one case will be investigated and dealt with, and it will not be tolerated, so as to earnestly safeguard the seriousness and impartiality of title evaluation.
(five) youth aid workers and highly skilled personnel title declaration.

2. Qualified high-skilled talents can apply for the corresponding titles of engineering technology, technical colleges, secondary vocational schools, higher vocational schools, agriculture and animal husbandry, cultural relics and natural history, arts and crafts, fine arts, sports, blind massage and other series (majors). Graduation from intermediate class, advanced class and preparatory technician (technician) class in technical colleges shall be declared according to the equivalent secondary school, junior college and undergraduate degree respectively.

4. Continue to promote mutual recognition of professional and technical qualifications. The Ministry of Human Resources and Social Security will not recognize the evaluation results that fail to fulfill the publicity procedures.
