In strict accordance with the organizational norms of chain operation, chain internet cafes implement unified management policies, unified service norms, unified brand image, unified business place style, unified online homepage and computer remote management, and provide internet services to the public. All Internet cafes use the brand name of "free space" chain Internet cafes to engage in business activities, explore new profit models, and create a large-scale, chained, professional and branded Internet cafe development path.

Article 2 In order to maintain the market order of free space chain Internet cafes, improve the operating level of chain Internet cafes and promote the business growth of chain Internet cafes, Shanxi Mobile has formulated these measures in accordance with the Regulations on the Administration of Internet Service Sites and the network culture management system of Shanxi Province.

Article 3 These Measures stipulate the responsibilities and obligations of both parties in all aspects of cooperation, and are the guiding principles and cooperation rules that Shanxi Mobile and its franchisees must abide by.

Second, the principle of cooperation.

Article 5 Cooperation Direction of Shanxi Mobile

5. 1 Shanxi Mobile will selectively establish strategic cooperative relations with the proposed franchisees in the Internet cafes focusing on the same target market, and * * * build a franchise system of "free space chain Internet cafes".

5.2 Shanxi Mobile encourages joining Internet cafes to compete in many aspects, promoting business innovation and improving service quality. At the same time, Shanxi Mobile will standardize the market, plan rationally and avoid excessive competition. It will standardize the management or terminate the cooperation of the Internet cafes that compete by illegal means such as low price, malicious slander and cheating customers.

5.3 Shanxi Mobile will provide selective support to the newly-joined Internet cafes in various ways, so as to maintain the innovative vitality of the free space chain Internet cafes joining system and promote the active and standardized market.

Article 6 Access Conditions

6. 1 Franchisees must have the necessary resources (funds, venues, equipment, personnel, etc. ) To operate Internet cafes, he has certain experience and ability in Internet cafe management, agrees with the business philosophy of "free space chain Internet cafes", and is willing to abide by relevant management systems and assessment methods.

6.2 Abide by the provisions of Article 9 of the Regulations on the Administration of Internet Service Sites, "Internet service sites shall not be established within 200 meters around the campus of middle schools and primary schools or in residential buildings (hospitals)".

6.3 The use area of the business premises owned or leased by the proposed franchisee shall meet the requirements of A (flagship store), B (standard store), C (ordinary store) and the number of computers specified in the Decoration Standard for Free Space Chain Internet Cafes. Join an Internet cafe. There are not less than 80 terminals in the urban area where the general city is located, and there are more than 30 Internet cafes in counties (cities) and townships (towns). 7.3 Original and photocopy of the identity card of the owner or legal representative;

7.4 The proposed franchisee who has obtained the right to operate the Internet cafe shall provide a report on the operating conditions of the Internet cafe business activities in the past three months and a business plan for the development of the Internet cafe. Fourth, the joining mode

Article 8 "Free Space Internet Cafe Chain" joining cooperation: Shanxi Mobile provides brand authorization, broadband resources, cultural authorization and value-added solutions to the joining Internet cafes, and provides timely publicity, unified activities, technical support and business guidance to the joining Internet cafes by using the chain management system. Joined Internet cafes operate legally under the chain management system of free space Internet cafes, and pay relevant fees to Shanxi Mobile on time.

Article 9 Description of joining fee

The charging items of "free space Internet cafe chain" are composed of four parts: joining fee, management fee, broadband access fee and performance bond.

9. 1 joining fee: 50 yuan/Taiwan/three years, with a minimum of 3,000 yuan/Internet cafe/three years, which shall be paid in one lump sum when signing the joining agreement; After joining for three years, you need to apply again. Those who meet the standards can continue to join.

9.2 Management fee: Management fee is calculated according to the number of computers. Internet cafes with a scale of less than 200 people, the management fee is 50 yuan -80 yuan/Taiwan/year; For more than 200 Internet cafes, the management fee is 80 yuan-100 yuan/set/year. The settlement time is paid in advance every year (including * * * publicity fee, unified activity fee, technical support fee, business guidance fee, etc.). );

9.3 Broadband access fee: Enjoy different preferential prices according to different bandwidths, and pay in advance before 5th of the first month of each quarter. (The guiding price in the province is 2M bandwidth 1000 yuan/month, 100M bandwidth is 5000 yuan/month, 100 m bandwidth 15000 yuan/month. Appropriate discounts can be given according to the local market price). At present, Internet cafes with less than 200 units are generally connected to 10M, and Internet cafes with more than 200 units are generally connected to 100 M. ..

9.4 Performance bond: The performance bond is the bond paid by joining the Internet cafe to ensure the performance of the agreement. 20,000 yuan for prefecture-level cities, 0/10,000 yuan for county-level cities and 5,000 yuan for villages and towns. When signing the franchise agreement, it will be delivered in one lump sum. When joining an Internet cafe, the foreign exchange shall be deducted first, and then it shall be ordered to make up, otherwise the joining agreement will be terminated and the deposit will not be refunded. If the joining agreement is not renewed due to normal expiration, or the joining agreement is dissolved due to the mobile company, the performance bond can be returned.

Article 16 In the process of using the brand of "Free Space Chain Internet Cafe", affiliated Internet cafes must conduct business activities in strict accordance with national laws and industry regulations, and shall not engage in illegal business activities such as reaction, pornography and gambling. Otherwise, you will be disqualified immediately and bear all legal responsibilities and economic penalties arising therefrom.

Article 17: The brand name, related image and logo of "Free Space Chain Internet Cafe" can only be used after the joining Internet Cafe signs the corresponding joining agreement with the mobile company and puts it on record.

Article 19 The ownership, final interpretation and modification of these Measures belong to Shanxi Mobile Communications Co., Ltd. Without the permission of Shanxi Mobile Communications Co., Ltd., no enterprise or individual may disclose the contents of these Measures in part or in whole to a third party.
