What is an illegal publication?
A: According to Article 65 of the Measures for the Implementation of Administrative Penalties for Publishing Management and the Notice on Several Issues Concerning the Identification and Banning of Illegal Publications ([9 1] No.98) issued by the General Administration of Press and Publication, newspapers, periodicals, books, audio-visual products and electronic publications printed by publishing units that are not approved by the state and publicly distributed in the society, as well as publications that violate the relevant state publishing management or involve publishing management, mainly include (2) Forging or altering the name of a publishing entity that does not exist at all, or counterfeiting or embezzling the name of a legitimate publishing entity or even the book number or serial number for publication and distribution; (3) publications produced by piracy, pirated printing or unauthorized printing of legal publications by printing houses; (4) Members of a publishing unit that has been explicitly dissolved or banned reprint or publish publications in the name of the original publishing unit without authorization; (5) buying and selling publications with book numbers, serial numbers and edition numbers; (six) all kinds of smuggled publications (such as smuggling, entrainment, deception and other acts); (7) Publications produced by various illegal publishing activities, such as publications with overseas serial numbers and book numbers but actually published and distributed in China, publications printed in China but not sold back as required, but directly distributed in China, etc.
