The relevant departments of the local people's governments at or above the county level responsible for the supervision of industries and systems shall guide and inspect the internal security work of industries and system units within their administrative areas, study and formulate the internal security work norms of industries and system units in conjunction with the public security organs, and timely solve the outstanding problems in the internal security work of units. Article 6 Local people's governments, public security organs and relevant departments shall give awards to units and individuals that have implemented public security preventive measures and implemented public security work system and made remarkable achievements in public security work. Chapter II Key Points of Public Security Article 7 Key units of public security shall be proposed by the public security organs of local people's governments at or above the county level according to the following scope and submitted to the people's governments at the corresponding levels for determination:
(a) radio stations, television stations, news agencies, key news newspapers, key news websites and other important news units, radio and television transmitting stations;
(two) airports, ports, railway stations, car ferries, river-crossing bridges, river-crossing tunnels and other important traffic facilities operating units, subways, light rail, buses, long-distance passenger transport and other public transport enterprises;
(3) scientific research, production and storage units of important products of national defense science, technology and industry;
(four) communication operators, postal enterprises, express delivery enterprises, banks, securities, insurance and other financial institutions, large data center operators;
(five) large-scale energy and power facilities, water conservancy facilities operating units, water, electricity, oil, gas, heat and other production, transportation and supply enterprises;
(six) large material reserve units and large commercial centers;
(seven) education, scientific research, medical institutions and large cultural and sports venues;
(eight) museums, archives, libraries, art galleries and key cultural relics protection units;
(9) Units that develop, produce, experiment, sell, transport and store inflammable and explosive materials, dangerous chemicals, radioactive materials and other dangerous goods, and units that experiment and preserve infectious strains and viruses;
(ten) national and provincial key construction units;
(eleven) large-scale productive industrial enterprises and food, medicine and other production and processing enterprises related to the national economy and people's livelihood;
(twelve) other units related to the national economy and people's livelihood, national security and public safety, and have an important impact on the economic development, social stability and people's lives of the country or region.
The public security organ of the local people's government at or above the county level shall inform the key public security units in writing within ten working days from the date of determining the key public security units.
Key units of public security shall, within 30 days from the date of receiving the notice, identify the parts, entrances and exits and crowded places that play a key role in the work of the unit as important parts of public security and report them to the competent public security organ for the record. Eighth other units that are not listed as key units of public security (hereinafter referred to as non-key units of public security) shall determine the following parts and places as key parts of public security:
(a) the part involving state secrets;
(2) Command and dispatch center, computer network center and monitoring center;
(three) the accounting room for the storage and custody of cash, bills, seals, securities and other important items;
(4) Selling, using and storing inflammable and explosive articles, dangerous chemicals, radioactive articles and other dangerous goods;
(five) the production, storage, management or display of gold, silver, jewelry, precious cultural relics, precious works of art and other valuables;
(six) crowded places. Chapter III Security Measures Article 9 Units shall establish and implement the responsibility system for internal security. The legal representative or principal responsible person of the unit is the person responsible for the internal security work of the unit.
Because of contracting, employment, etc. The person in charge is actually responsible for the work of the unit, and the person in charge is the same person as the person in charge of the internal security work of the unit. Article 10 Units shall incorporate the internal public security work into their management objectives, and ensure the funds and equipment needed for the public security work.
