When the new campus was first opened, the library had not been built. The project was designed by Shaanxi Institute of Modern Architectural Design and Research, supervised by Shaanxi Changan Engineering Construction Supervision Co., Ltd., supervised by Shaanxi Construction Engineering Quality and Safety Supervision Station, and contracted by Jiangsu Jiangdu Construction Engineering Co., Ltd. The project started on July 18, 2003 and was completed on August 26, 2005, with a total construction period of 770 days.

It should not be donated by others, but by the school itself. Because during the construction period, everyone heard that the library budget, like a bottomless pit, cost the school a lot of money. Those walls are load-bearing walls specially designed for libraries, ventilation and fire fighting, which makes its cost much higher than that of ordinary buildings.
