Interim Provisions on the Administration of Publishing in Hainan Province
Chapter I General Provisions Article 1 In order to strengthen the management of the publishing industry in our province and promote the prosperity and development of the publishing industry, these Provisions are formulated in accordance with the relevant laws, regulations and policies of the state and combined with the actual situation of this province. Article 2 The publishing industry mentioned in these Provisions refers to the editing, publishing, printing, reproduction, distribution and sales of books, newspapers, periodicals and audio-visual products.

Books include books, maps, picture albums, calendars, calendars, pictures, desk calendars, etc.

Newspapers and periodicals include official newspapers and periodicals that receive unified domestic serial numbers and unofficial newspapers and periodicals that receive quasi-confirmation from newspapers and periodicals in the province.

Audio-visual products include magnetic carriers and their supporting text carriers. Article 3 Publishing work must adhere to the direction of serving the people and socialism; We must adhere to the highest standard of social benefits and serve the construction of socialist spiritual civilization and material civilization; We must persist in serving the reform and opening up. Article 4 The press and publication bureau of Hainan Province is the administrative department of press and publication in the whole province, and the municipal and county cultural bureaus (cultural, radio, film and sports bureaus) are responsible for the administration of press and publication in their respective regions.

Departments of culture, industry and commerce, public security, posts and telecommunications, taxation, price and customs shall cooperate with the administrative departments of press and publication to perform their respective duties of press and publication management according to law. Chapter II Publication Article 5 The establishment of books, newspapers, periodicals and audio-visual publishing units in this province must meet the following conditions:

(1) Having the purpose of serving the construction of socialist spiritual civilization and material civilization in line with the provisions of the Constitution;

(two) there are clear organizers and superior departments in charge of leadership. The organizer and the competent department shall be the units in Hainan Province.

(3) Having a clear professional division of labor and editorial policy consistent with the work and business of the organizer and the competent department;

(4) It has a clear name, and the newspapers and periodicals have a clear layout, column content, date of issue, opening remarks, number of pages, scope and mode of issue;

(5) Having a sound editorial department, full-time chief editors (editors), editors (reporters) and publishing, business and management personnel who meet professional requirements;

(6) Having a fixed workplace and necessary material, technical conditions and funds;

(seven) other conditions stipulated by national laws, regulations and rules. Article 6 General procedures for applying for publishing units;

(a) to bid for books, newspapers, social science periodicals and audio-visual publishing units, the organizer shall submit a report to the competent department, and the competent department shall submit a written application to the provincial press and publication department, which shall report it to the General Administration of Press and Publication for examination and approval.

(II) To bid for natural science journals, the competent department shall submit a written application to the Provincial Science and Technology Department and the Provincial Press and Publication Department, and the Provincial Science and Technology Department shall report it to the State Science and Technology Commission, and within the quota agreed by the State Press and Publication Administration and the State Science and Technology Commission, it shall be examined and approved by the State Science and Technology Commission and reported to the State Press and Publication Administration for the record.

(3) To bid for informal newspapers and periodicals, the organizer shall submit a written application, which shall be submitted to the provincial press and publication department for examination and approval after being signed by the competent department (natural science must also be approved by the provincial science and technology department), and the informal newspapers and periodicals in the province shall be certified.

(four) two or more units jointly published units, must determine a main organizer and the higher authorities, by the main organizer to declare.

(five) the bid for a Chinese-foreign joint publishing entity or a joint publishing entity with Hong Kong, Macao and Taiwan shall be handled in accordance with the relevant laws, regulations and rules of the state.

(6) After the publication (periodical or edition) number is approved, it shall be registered with the provincial press and publication administration with the approval document of the State Press and Publication Administration, and then the business license shall be obtained with the provincial administrative department for industry and commerce. Article 7 If a book, audio-visual publishing entity changes its name, publishing scope and sponsor, and if a newspaper or periodical changes its name, sponsor, publishing date, edition, language and publishing scope, or suspends its business or publication, it must re-submit for approval in accordance with the relevant provisions of Articles 5 and 6 of this chapter.

Changes in other registered items shall be examined and approved by the provincial press and publication department, reported to the State Press and Publication Administration for the record, and registered with the provincial administrative department for industry and commerce.

It is forbidden to change the registered items without authorization. Eighth books, audio-visual publishing subject management.

(a) books, audio-visual publishing units shall, in accordance with the scope of professional division of labor approved by the General Administration of Press and Publication, formulate an annual publishing topic selection plan, and report it to the provincial press and publication authorities for approval before the end of last year (the fourth quarter); The revision and supplement of the topic selection plan should be submitted to the provincial press and publication administration for approval on a regular basis.

(two) the topic of special provisions of the state must be submitted for approval in strict accordance with the provisions, and printed and distributed according to the approved print run and distribution scope.

Topics that are not included in the topic selection plan and are not approved shall not be arranged for publication. Article 9 Newspapers and periodicals agencies must publish newspapers and periodicals in strict accordance with their aims and editorial policies, and may not change their aims and editorial policies without authorization. Article 10 The picture books and supplements published by newspapers and periodicals (including picture books, selected works, essence books, etc.) shall be submitted to the provincial press and publication administration for examination and approval after being examined and approved by the competent department.

Informal newspapers and periodicals are not allowed to publish supplements.
