Major topics involving national security, social stability and other aspects, topics involving major revolutionary themes and major historical themes, shall be filed in accordance with the Provisions of the General Administration of Press and Publication on the Administration of Topic Filing. Major topics that have not been filed shall not be published.

Book publishing implements the annual publishing plan filing system. The annual publishing plan of a book publishing entity shall be audited by the administrative departments of press and publication of provinces, autonomous regions and municipalities directly under the Central Government and reported to the General Administration of Press and Publication for the record. Book publishing units implement management systems such as topic selection argumentation system, book manuscript three-trial responsibility system, responsibility editing system, responsibility proofreading system, book review system before republishing, manuscript and book data archiving system to ensure the quality of book publishing.

The establishment of a book publishing entity shall meet the following conditions:

(1) Having the name and articles of association of the book publishing entity;

(2) Having organizers and competent business units that meet the requirements recognized by the General Administration of Press and Publication;

(3) Having a definite business scope of book publishing;

(4) The registered capital is more than 300,000 yuan;

(5) Having an organization meeting the needs of book publishing and editing and publishing professionals meeting the qualifications prescribed by the state;

(six) a clear legal representative or principal responsible person, and must be a China citizen with full capacity who has lived in China for a long time;

(7) Having a fixed workplace in the same provincial administrative area as the organizer.
