Now, on behalf of the tenth Committee of Ruicheng County, I will make a report to the General Assembly for your consideration. The main tasks of this party congress are: to thoroughly study and implement the spirit of the Fifth Plenary Session of the Seventeenth Central Committee of the Party, the spirit of the Eleventh National Committee of the Ninth Provincial Party Committee, the spirit of the Seventh National Committee of the Second Municipal Party Committee and the spirit of the central, provincial and municipal economic work conferences, to review and summarize the development process of the Eleventh Five-Year Plan, to scientifically plan the development plan of the Twelfth Five-Year Plan, to mobilize all levels and departments of the county and the broad masses of party member cadres to unite and lead the people of the county, emancipate their minds, seize opportunities, work hard, strive for the first place, and create.

First, sum up experience, face up to the gap, and strengthen the confidence and determination to leapfrog development in the Twelfth Five-Year Plan.

The 10th Congress of the Chinese Production Party Ruicheng County was held in June 2006. Over the past five years, under the correct leadership of the provincial party committee and the municipal party committee, the county party committee has united and led the people of the county, closely focused on the goal of creating a national-level eco-civilized county, thoroughly implemented Scientific Outlook on Development, and vigorously implemented the five major work priorities of "building roads, grasping large-scale development, greening, opening up and fairness", successfully completed the main objectives and tasks of the Eleventh Five-Year Plan, and wrote a new chapter in Ruicheng's economic and social scientific development, harmonious development and leap-forward development.

-The 11th Five-Year Plan is the fastest year for Ruicheng's economic development. In 20 10, the county's gross domestic product reached 49170,000 yuan, double that at the end of the tenth five-year plan. The fiscal revenue was 390 million yuan, which was 3. 1 times of that at the end of the Tenth Five-Year Plan. The general budget revenue is 654.38+200 million yuan, which is 3.5 times that at the end of the Tenth Five-Year Plan. The general budget expenditure at the end of the 11th Five-Year Plan was 943 million yuan, 3.7 times that at the end of the 10th Five-Year Plan. The investment in fixed assets in the Eleventh Five-Year Plan exceeded 654.38+000 billion, 6.8 times that in the Tenth Five-Year Plan period. There are 42 enterprises above designated size in the county, 7 more than at the end of the Tenth Five-Year Plan. The added value of industrial enterprises above designated size has exceeded 654.38+0 billion yuan, double that at the end of the Tenth Five-Year Plan. Large industrial enterprises have a strong driving force, and the taxes paid by Yabao and Datang account for 56% of the total fiscal revenue. The total retail sales of social consumer goods reached 654.38+370 billion yuan, 2.3 times that at the end of the Tenth Five-Year Plan. The balance of savings deposits of urban and rural residents was 4.28 billion yuan, and the total grain output reached 288 million kilograms, a record high.

-The Eleventh Five-Year Plan is the five years in which the people have benefited the most. In the past five years, we have adhered to improving people's livelihood and let the people enjoy the fruits of reform and development to the maximum. Every year, the county party Committee determines ten practical things for the people and implements them one by one. At the end of the Eleventh Five-Year Plan, the allowance for cadres and workers in the county increased by more than 80 million yuan from more than 6 million yuan at the end of the Tenth Five-Year Plan, from the penultimate place in 13 counties (cities, districts) to the fifth place in the city, and the per capita disposable income of urban residents reached13,952 yuan, nearly double that at the end of the Tenth Five-Year Plan. Farmers enjoy more than 200 million yuan of various funds to benefit farmers, such as grain subsidies, and their per capita income is more than 700 yuan. The per capita net income of farmers reached 5,222 yuan, higher than the average level of the whole province (4,736 yuan) and the whole city (4,685 yuan), and 80% higher than that at the end of the Tenth Five-Year Plan. There are 40,636 students in compulsory education in the county, all of whom are enrolled except 8 mentally retarded students. The number of people participating in the new rural cooperative medical system accounts for 98% of the total rural population; Urban and rural subsistence allowances reached more than 20,000 people, basically achieving all the insurance coverage; The county carried out the pilot work of rural social endowment insurance for 2 1 village, with more than 20,000 people insured and 7.43 million yuan paid as insurance premium. Since 2007, the "government pays, people go to the theatre" activity, which is popular among the masses, has been carried out in the county, and 527 plays have been sent to the countryside. Great progress has been made in science and technology, culture, health, sports and family planning.

-The Eleventh Five-Year Plan is the five years with the greatest efforts in ecological construction and environmental protection. During the Eleventh Five-Year Plan period, the county vigorously implemented greening and beautification projects around the four green battlefields, namely, passages, scenic spots, villages and towns and "three wastes", which increased the forest coverage rate from 27% at the end of the Tenth Five-Year Plan to 38.8% at present. At the same time, the "five small" enterprises 15 with high energy consumption and heavy pollution, such as small paper making and small cement, have been banned and shut down one after another, and politely declined to invest more than 100 million yuan in phosphate rock powder processing projects and magnesium metal preparation projects, so that the days of air quality above Grade II reached 363 days, including 238 days of Grade I, and all indicators of energy conservation, emission reduction and environmental protection reached the standards of provincial ecological civilized counties.

-The Eleventh Five-Year Plan is a five-year historic breakthrough in transportation construction. In the past five years, according to the "four horizontal and twenty vertical" road traffic network system planning, the county party Committee has always attached great importance to solving traffic bottlenecks. At present, four horizontal, ten vertical and ten village roads 1.430 kilometers have been built, and the mileage per 100 square kilometers 1.2 1.2 kilometers are higher than the average levels of the whole province and the whole city, respectively, with an increase of 20.9% compared with the end of the Tenth Five-Year Plan. In particular, the construction of Zhongtiaoshan Tunnel on Bao Yun Expressway has fulfilled the century-old dream of Ruicheng people, and the traffic bottleneck restricting Ruicheng's economic development will be completely broken.

-The Eleventh Five-Year Plan is a five-year period in which urban and rural areas are changing with each passing day. Over the past five years, we have always followed the general goal of building a historical city, a cultural city and a livable county. Since 2007, we have successively completed the northward expansion and demolition of Fu Qian Square, Chenghuang Temple, Xikuang Road, Stadium and Yongle Square. There are 363 relocated households with an area of 1.36 million square meters. All of them have been dismantled according to law, which is harmonious and safe. People's Stadium, Convention and Exhibition Center, Fu Qian Square, East Garden, and sewage treatment plant are built to a high standard, and central heating is gradually covered. The built-up area and population distribution increased from 70,000 people in 8 square kilometers in 2005 to 83,000 people in 9 square kilometers, and the grades of historical cities, cultural cities and livable counties were further improved. At the same time, we are also paying attention to the construction of new countryside. By the end of the 11th Five-Year Plan, the county had built 8 towns and villages with beautiful provincial environment and 8 villages with ecological civilization, and completed 93 new villages with "four modernizations, four reforms" and "five ones".

-The Eleventh Five-Year Plan is a five-year period of rapid development of tourism and cultural industries. Relying on Ruicheng's advantages of long history, unique location and proximity to mountains and waters, the county committee has studied and formulated the overall plan to speed up the tourism construction of "Dong Bin's hometown, Yellow River customs and ecological Ruicheng" and "the first tour of the Yellow River in Wan Li", and successively built high-standard secondary tourist highways leading to Dayu, Shengtian Lake, Jiufeng Mountain and Baiti Mountain. Through attracting investment, all scenic spots are undergoing first-class design, transformation and upgrading, and at the same time, they are all upgraded. China Calligraphy Association and China Artists Association jointly held the China Yongle Palace International Painting and Calligraphy Art Festival. In the past three years, contestants have spread all over 3/kloc-0 provinces, municipalities and autonomous regions in China and 7 countries including Japan, France and Indonesia, with more than 20,000 famous works and various award-winning works, further expanding Ruicheng's openness and popularity.

-The Eleventh Five-Year Plan is a five-year period in which the party style, political style and folk customs have gradually improved. In the past five years, the county party Committee has armed itself with theory, improved the credibility of cadre selection, strengthened the construction of party style and clean government, and established a good image among the people; Through administration according to law, we will continue to strengthen the construction of a service-oriented government and further optimize the development environment; Through the construction of a safe and harmonious Ruicheng, the number of criminal offences and letters and visits has continued to decline, maintaining social stability.

Delegates and comrades, the development process in the past five years has been extraordinary, the hardships in the past five years are unforgettable and the development achievements in the past five years are encouraging. These achievements are the result of the correct leadership of the Party committees at higher levels, the solid foundation laid by the previous county committees, the sincere unity and joint efforts of the county committees, county people's congresses, county governments and county CPPCC, the hard work of party organizations at all levels in the county and cadres and workers in party member, the United struggle of the people in the county, and the high concern and support from all walks of life. Looking back on the achievements made in the Eleventh Five-Year Plan, our main practices and experiences are as follows: First, our thinking is clear and conforms to the county situation. According to the requirements of Scientific Outlook on Development, combined with Ruicheng's four advantages (reasonable industrial structure, good ecological environment, rich tourism resources and developed culture and education) and two disadvantages, after careful investigation, extensive solicitation of opinions and full argumentation by experts, the county party Committee determined the development strategy of "taking the creation of a national-level ecological civilization county as the starting point and taking the road of ecological civilization development", and took the lead in formulating the construction plan of ecological civilization county from 2006 to 2020 in the province. The content covers 67 indicators in six aspects: economic development, democratic politics, scientific and technological progress, environmental protection, ecological culture and social progress. The overall goal is to build a provincial-level ecological civilization county in the Eleventh Five-Year Plan and a national-level ecological civilization county in the Twelfth Five-Year Plan, and to improve and consolidate it in five years until a well-off society is fully built. After the 11th Five-Year Plan, the provincial goals have been basically achieved. Five years' practice has fully proved that this development strategy not only meets the requirements of Scientific Outlook on Development, but also gives full play to the unique advantages of Ruicheng County, which is the Scientific Outlook on Development of Ruicheng. Second, key breakthroughs have achieved remarkable results. In order to turn the grand blueprint of building an ecological and civilized county into a beautiful reality, we have chosen five paths, which are also the five major work priorities, namely, building roads, grasping large enterprises, industries and towns, greening, openness and fairness (education, medical care, social security, justice and employing people). Road construction is to completely solve the traffic bottleneck problem that restricts Ruicheng's economic and social development; Grasping the big is to grasp the new industrialized large enterprises, agricultural modernization large industries and characteristic urbanization big towns, trinity, coordinated development, enriching the people and strengthening the county; Greening is to strengthen ecological construction and environmental protection around the four green battlefields; Opening-up is to make use of Ruicheng's profound cultural heritage and rich tourism resources to further expand the openness and popularity of Ruicheng. Fairness means letting people enjoy the fruits of reform and development, maintaining social fairness, justice and stability, and constantly improving the party's work style, political style and folk customs. Around the five major work priorities, every year, the county party committee should determine ten economic construction projects and ten practical things for the people, and regard the "Double Ten Projects" as the bull's nose of economic and social development, which not only makes the masses see the hope of building an ecological and civilized county, but also strengthens the confidence and determination of the cadres and masses in the county to create an ecological and civilized county. The third is strict assessment and implementation. Since 2006, the county party committee has implemented the "five-package" responsibility system for the leadership of four major teams, and accepted comments from the masses at the end of the year. According to the work responsibilities, the county party committee has established the annual target commitment responsibility system for township and county bureaus by adopting the methods of "upper evaluation, lower evaluation, civilian evaluation officials and grass-roots evaluation organs". Especially for the top ten key projects, we insist on quarterly supervision, semi-annual summary and general ledger at the end of the year, which has played a powerful role in ensuring the full completion of the annual tasks arranged by the county party Committee and the government. Fourth, teamwork and Qi Xin's cooperation. Taking the spirit of Youyu as the driving force, striving for Excellence as the carrier, striving to be the "five models" as the starting point, fully safeguarding the unity of the team and comprehensively strengthening the construction of the party's grassroots organizations have provided a strong political and organizational guarantee for economic and social development. Especially in the selection and appointment of cadres, the county party Committee has always adhered to the "three directions", that is, leaning to the grassroots, leaning to the cadres with outstanding performance in assessment, leaning to the honest people who are not hard to run, further correcting the orientation of employing people and improving the credibility of the use of cadres. At the same time, through the in-depth development of labor competition activities in eco-civilized counties, the enthusiasm, initiative and consciousness of all walks of life in the county to participate in economic, social and cultural construction have been fully mobilized, and a strong atmosphere of being an officer if you want to be an officer has basically formed throughout the county. It is generally believed in the county that the unity and cooperation of the county party committee, people's congress, government, CPPCC team, bureau-level team at township (town) and county level, and the cooperation of Qi Xin, is one of the best periods in Ruicheng history.

While affirming the achievements, we should also be soberly aware that during the Twelfth Five-Year Plan period, we should fully fulfill the grand goal of rebuilding a new Shanxi proposed by the provincial party committee and the requirements of the municipal party committee to build a bridgehead with large access and a "four bases and one center" and realize the goal of doubling the number of people in the Twelfth Five-Year Plan period. First, because the traffic bottleneck has not been completely broken and various mineral resources are very scarce, it is relatively difficult to introduce large industrial projects and good projects for production and operation through attracting investment, and financial support will be given. Second, the agricultural infrastructure is fragile, which is greatly influenced by uncertain factors such as natural conditions and market changes, making it difficult for farmers to increase their income; Third, it needs a process of publicity and development to truly transform the advantages of tourism cultural resources into industrial advantages and economic advantages; Fourth, there is still a big gap between the level of ideological emancipation, the ability of administration according to law and the work style of cadres and the requirements of the provincial party Committee and the municipal party Committee on building a high-quality cadre team, which needs further rectification and improvement in future work.

Second, based on the county situation, seize the opportunity, climb high and look far, and plan the "Twelfth Five-Year Plan" development of Ruicheng.

Transformation and leap-forward development is the essence and connotation of scientific development, the requirement of provincial party Committee and municipal party Committee, and the realistic need of Ruicheng development. After five years' unremitting efforts in the Eleventh Five-Year Plan, although the average growth rate of major economic indicators such as GDP and fiscal revenue ranks seventh and second respectively in the city, there is still a big gap between the total amount and the development potential compared with the counties (cities, districts) with rapid development. Therefore, in order to achieve leap-forward development in the Twelfth Five-Year Plan, we must face the reality that mineral resources will not be regenerated, and there is no inherent advantage of exchanging resources for capital, technology and capital. We should seize the favorable opportunity to completely break the traffic bottleneck and make efforts to find a way out by strengthening tourism, attracting investment and scientific and technological innovation (that is, out of nothing).

Therefore, the overall guiding ideology of Ruicheng's Twelfth Five-Year Plan is: guided by Deng Xiaoping Theory and Theory of Three Represents, with scientific development as the theme, with transformation and leapfrog development as the goal, with investment attraction as the starting point, with building a strong cultural tourism county as the breakthrough point, with emancipating the mind, scientific and technological innovation and making good use of cadres as the driving force, vigorously promote the construction of "five modernizations", comprehensively strengthen social management and maintain social stability. We should be the vanguard of building a large passageway and bridgehead, strive to build Ruicheng into the back garden of prosperity, prosperity and clouds and the best leisure and tourism destination in China, and build a national-level ecological civilization county in an all-round way.

The overall goal is to double the main economic indicators, and all the binding indicators of energy conservation, emission reduction and environmental protection meet the national standards of ecological civilized counties. That is, by the end of the Twelfth Five-Year Plan, the county's GDP will reach more than10 billion, with an average annual growth of 14.7%, fiscal revenue will reach more than 800 million, with an average annual growth of 15%, and the per capita disposable income of urban residents will reach more than 28,000 yuan, with an average annual growth of 14.9%. The added value of industrial enterprises above designated size reached 2 1 100 million yuan, with an average annual growth of14.9%; The increase in the overall level of consumer prices should be controlled within 4%; The total grain output is stable at an average annual rate of1.800 million kg or more. The main binding indicators such as sulfur dioxide, chemical oxygen demand, dust emission, comprehensive energy consumption per 10,000 yuan of GDP and water consumption per 10,000 yuan of industrial added value decreased by 7.7%, 10.5%, 10.5%, 18.8% and 27.6% respectively in five years.

To achieve the above grand goals, opportunities and challenges coexist, and hopes and difficulties coexist. A comprehensive analysis of the current international, domestic, provincial and municipal development trends and various macro policies has provided a rare opportunity to promote and accelerate the transformation and leapfrog development of our county: 1. The introduction of the national macro-policy of expanding consumption has provided a broad space for the development of tourism and cultural industries; 2. The state has increased investment in agricultural infrastructure such as water conservancy, which has provided unprecedented policy support for us to give full play to the irrigation function of the Yellow River, improve the basic conditions of agricultural production and develop modern agriculture; 3. Due to the constraints of land, environment, electricity, labor resources and other factors, the gradient transfer of some industries and industries to the central and western regions is in the ascendant, which provides a good industrial environment for the accelerated development of our county; 4. The approval of Shanxi Comprehensive Reform Experimental Zone and Yellow River Golden Triangle Experimental Zone, and a series of measures to support the development of county economy issued by the provincial party committee and government have provided new powerful policy support for the leap-forward development of county economy from the aspects of policy, industry and mechanism. 5. After five years' catch-up development in the 11th Five-Year Plan, the comprehensive strength of the county has greatly jumped, and its economic vitality has been increasingly enhanced. Ruicheng's economic and social development has stood at a new starting point, especially during the Twelfth Five-Year Plan period, Bao Yun Expressway will be fully completed and opened to traffic, and Ruicheng's location advantage as a bridgehead and passageway for Yuncheng's construction will be more prominent, and the gateway to the east, west, north and south will be fully opened. It will become a bridge and link between East and West, connecting North and South, and a gathering place for people flow, logistics and information flow, which will not only create more favorable conditions for economy, society, culture, tourism and attracting investment, but also bring greater influence on people's concepts and ways of thinking, give Ruicheng wings to take off and inject strong vitality into its "Twelfth Five-Year Plan" and even longer-term development. At the same time, we are also facing severe challenges, that is, in the face of the important period of strategic opportunities for development, the whole country is seizing development opportunities, and the competition will become more intense. However, our economic aggregate is small, and there are few large enterprises producing and operating, so it is very difficult to achieve overtaking in corners. In addition, our cadres are not emancipated enough and the development environment is not optimized enough. These problems seriously hinder and restrict the development of Ruicheng. Facing the new situation and new tasks, the county party committee believes that as long as we keep the courage to stand on the forefront and challenge the leap, and keep the spirit of pioneering, innovating and striving for the first place, as long as every cadre in party member can consciously take seeking development and benefiting people's livelihood as their unshirkable responsibility and tireless pursuit, set great goals, do great things and create great undertakings, our goals will certainly be realized!

Third, focus on project construction and investment attraction, and focus on the construction of "five modernizations" to comprehensively promote the transformation and leap-forward development of Ruicheng.

Industrial innovation, agricultural modernization, urban urbanization, urban-rural ecologicalization, and the scale of tertiary industry are the new characteristics of provincial party committees and municipal committees in the new international and domestic period. According to the requirements of Scientific Outlook on Development, based on the reality of Shanxi and Yuncheng, this paper puts forward the five-in-one important decision to realize the transformation, leapfrog development and coordinated and sustainable development. It is also an inevitable choice for Ruicheng to realize the transformation and leap-forward development, rebuild a new Ruicheng and build a national ecological civilization county in an all-round way. To realize the "five modernizations", we must take project construction as the support, and we must make tangible contributions to attracting investment and see actual results. Because project construction is the most direct and effective way to promote investment and accelerate development, it is necessary to ensure that there are large projects every year, and high-quality and sophisticated good projects are constantly settled in Ruicheng, which will promote great development and promote rapid development with good projects. To this end, we have designated this year and even the next five years as the year of project construction and investment attraction.

In terms of project construction, according to the requirements of the scale of the tertiary industry, Ruicheng must firmly seize the favorable opportunity of the opening of Bao Yun Expressway during the Twelfth Five-Year Plan period, conform to the national macro-policy of expanding consumption, give full play to Ruicheng's unique location advantages and rich advantages of tourism and cultural resources, and make every effort to build the brands of "Dong Bin's hometown, Yellow River customs, ecological Ruicheng" and "Wan Li's first tour of the Yellow River". Accelerate the construction of scenic spots such as Shengtian Lake, Dayudu, Baitishan, Jiufeng Mountain and Fenghuangzui. In order to integrate Ruicheng into Xi, Lintong, Huashan, Luoyang, Zhengzhou, Yuncheng and Beijing as soon as possible, and truly build Ruicheng into the back garden of Yuncheng, Luoyang and Xi 'an, and become the best leisure tourism destination in China, the tourism culture industry has been transformed and developed by leaps and bounds. We should make industrial innovation, agricultural modernization, urban urbanization and urban-rural ecological construction all move in the direction of strengthening the county and enriching the people with tourism culture.

According to the requirements of industrial modernization, we will focus on building industrial clusters with a total planning of 1.35 million mu (including 4500 mu in the first phase). By the end of the Twelfth Five-Year Plan period, the investment in fixed assets in the cluster will reach 5 billion yuan, the annual sales revenue will reach10 billion yuan, the tax will be turned over to 600 million yuan, and10 million people will be created. This year, we will focus on the construction of key projects that have been started, such as Yabao, Foster, Zhao Xin and Jinfengrui, and strive to achieve an annual sales income of 5 billion yuan by the end of the Twelfth Five-Year Plan and become one of the top 50 pharmaceutical industries in China. Foster (various phenolic products) has an annual output of 40,000 tons, and its annual sales income is 1 100 million yuan. Polyphenylene ether should compete with the United States and Japan in the world market. Zhao Xin will build the largest domestic base with an annual output of 750,000 live chicken coccidiosis vaccines; Jin Fengrui wants to build the largest production base of electronic components with an annual output of 6 billion in Shanxi Province and fill the gap in the industry in the province.

According to the requirements of agricultural modernization, we should give full play to Ruicheng's unique advantages in light, heat, water and gas resources, and focus on the construction of dried fruit economic forest belt along the mountain, grain and fruit economic forest belt along the Pingping line and high-efficiency agricultural economic crop belt along the river, mainly greenhouse vegetables and asparagus. By the end of the Twelfth Five-Year Plan, the area of wheat and apples in the county should be stabilized at 300,000 mu. The area of Zanthoxylum bungeanum has grown to 65,438+10,000 mu, the area of red dates has grown to 65,438+10,000 mu, and the area of greenhouse vegetables has grown to 50,000 mu. Focusing on the construction of leading industries, we will make every effort to build three agricultural sightseeing and tourism circular circles: Nanwei high-efficiency agriculture, fenglingdu pepper and Yangcheng jujube. This year, the total grain output should be stabilized at about 200 million kilograms, 20,000 mu of apples will be added, 4,000 mu of high-quality apple demonstration gardens will be transformed, and 4,000 mu of greenhouse vegetables will be added. At the same time, it is necessary to give full play to Ruicheng's advantage of having the largest number of large and medium-sized electric irrigation stations to divert water from the Yellow River, seize the opportunity of the state and our province to increase investment in water conservancy infrastructure, vigorously develop and improve the irrigation capacity of diverting water from the Yellow River, and strive to expand the irrigation area of the county to 700,000 mu by the end of the Twelfth Five-Year Plan, of which Dayudu irrigation area should reach more than 550,000 mu, and the other four irrigation areas should reach 6.5438+0.5 million mu, and gradually reduce or even cancel the well irrigation area, thus effectively protecting

According to the requirements of urbanization, we will focus on the construction of "one city and two towns", that is, the construction of county towns, fenglingdu and Monan towns. By the end of the "Twelfth Five-Year Plan", the built-up area of the county should reach more than 20 square kilometers, and the population should reach more than 654.38+200,000, making every effort to build a historical city, a cultural city and a livable county; Fenglingdu Town will build a big town of industry, trade, tourism and logistics together with the Development Zone, with a built-up area of 10 square kilometer and a population of more than 50,000. Monong Town will resume the construction of an important town in Han and Tang Dynasties and a strong tourist town, with a built-up area of 3 square kilometers and a population of more than 30,000. The county's urbanization rate reached more than 55%. This year, we should focus on the construction of museums, libraries, garbage disposal plants, natural gas projects and the planning of Monan Town.
