I. Evaluation object and scope

Individuals apply, and after the employer's review and recommendation, the competent department at a higher level with corresponding personnel management authority shall issue a "Letter of Entrustment Evaluation" to the Municipal Vocational Reform Office before participating in the qualification evaluation of professional and technical positions in our city.
(4) Jianghan University, Wuhan Business School, College of Arts and Sciences of Jianghan University, wuhan vocational college of software and engineering and other four universities with independent accreditation rights. The identification of "university teachers" and "experimental technology" is arranged by the school itself. Two, declare the evaluation level and professional setting
(1) See the Catalogue of Vocational Qualification Assessment for Senior (Intermediate) Professional and Technical Positions in Wuhan 20 17 (attachment 1) for the vocational qualification assessment setup and professional jury qualification of our city. Personnel of enterprises and institutions can declare according to their professional and technical work.
(two) the following professional (series) senior post qualifications need to be reviewed by the corresponding professional jury in our city:
1, qualifications for deputy senior positions in culture and art, broadcasting, auditing, statistics, lawyers, notaries, party school teachers, building decoration materials, water conservancy and hydropower engineering and arts and crafts (series);
2, the professional (series) senior post qualifications (except primary and secondary school teachers, health professional and technical series).
(III) The qualification examination for junior post majors (series) shall be arranged by the human resources (social security) bureaus of all districts, units directly under the municipal government and personnel (vocational reform) departments of large enterprises and institutions.
Third, the declaration time.
(1) The overall arrangement of socialization evaluation cycle in our city this year is as follows: the Municipal Vocational Reform Office will arrange for centralized acceptance of evaluation materials from August 1 to August 3 1, organize the completion of professional and technical post level ability test before the end of September, conduct evaluation from June 10 to February 12, and complete the publicity and subsequent identification of evaluation results before the end of next year. The reporting time of reporting personnel and units should be arranged reasonably in advance according to this review cycle.
(two) to apply for the qualification examination of senior accountants in our city, and to hold the qualified results of the national accounting professional advanced qualification examination in previous years and within the validity period, it can be declared in August; Those who take the 20 17 exam will not declare until the qualified results are issued. Fourth, the reporting conditions
(a) the professional (series) evaluation and reporting conditions are generally in accordance with the relevant provisions of Hubei Province since 20 13 revised and released "Qualification Evaluation and Reporting Conditions for Relevant Professional and Technical Positions (Trial)". For details, please refer to the column of "Special Column" → "Evaluation of Professional and Technical Personnel in Hubei Province" in official website of Hubei Provincial Department of Human Resources and Social Security. Literature creation, arts and crafts and other two majors continue to use the declaration and evaluation conditions promulgated by Hubei Province in 2000. Foreign languages with professional titles (ancient medical literature, ancient Chinese), computer application ability test scores and continuing education certificates are no longer the necessary conditions for our city to declare professional titles.
(II) Mobile professional and technical personnel who have worked in non-public economic organizations and have not yet recognized the qualifications for junior professional and technical positions can directly declare to participate in the qualification evaluation of intermediate professional and technical positions in our city by comparing with professional and technical personnel with the same education and work experience in enterprises and institutions. If a full-time doctor has worked in a non-public-owned unit for three years after graduation and has not yet recognized the qualifications for intermediate professional and technical positions, he can directly declare the qualifications for deputy senior professional and technical positions according to the prescribed procedures, except for the series (majors) that implement the national unified examination in primary and secondary schools.
(three) to encourage staff of party and government organs, demobilized military personnel to enterprises and institutions to innovate and start businesses. Personnel who have been transferred from government organs or transferred from the army to enterprises and institutions to engage in professional and technical work, have worked in professional and technical posts for more than 1 year, and have applied for corresponding professional and technical posts within three years with the approval of the unit assessment and the government people's agency (vocational reform) department, but are not limited by basic titles.
(4) Those who have been registered in the administrative department for industry and commerce of our city for more than 3 years, engaged in production and business activities in various enterprises according to law, and meet the requirements of the document "E 'renshefa [2065438+07] No.21"can directly declare to participate in the qualification evaluation of senior economists in our city. Other personnel to declare and evaluate senior economists, still according to the "Hubei zhigai office [2015] No.98" file execution.
Verb (abbreviation for verb) application procedure
(1) I apply. Professional and technical personnel who meet the application conditions shall apply within the specified time, truthfully fill in the relevant forms for applying for participation, submit the original and photocopy of the performance materials reflecting their professional and technical level and the corresponding certification materials, and sign the "Integrity Commitment Letter for Professional and Technical Title Applicants" (Annex 2).
(two) the unit audit, merit recommendation. On the basis of reviewing the applicant's professional ethics, the employer shall review the relevant forms and corresponding supporting materials submitted by the applicant against the original, make recommendations based on the assessment of the applicant's term of office and the completion of professional and technical tasks, publicize them according to the regulations, and issue the Certificate of Publicity for the Application Materials of Participating Personnel (Annex 3).
(3) Recommend and report step by step. The employing unit shall recommend it to the corresponding department according to the administrative subordination of the unit or the management channel of the applicant's personnel files.
1, the public economic organizations in our city recommend their applicants to the personnel (vocational reform) department of the superior competent unit, and the personnel (vocational reform) department of the competent unit will review, summarize and input the data before reporting.

The list of materials to declare the qualifications of high (middle) primary and secondary school teachers and technical secondary school teachers shall be released separately by the Municipal Education Bureau; The list of materials for applying for the qualification assessment of senior posts in health technology shall be released separately by the Municipal Health Planning Commission.
Seven, the declaration and recommendation requirements and responsibilities
(a) the applicant should fill in the report carefully, promise in good faith, and bear the main responsibility for the authenticity of the materials provided by me.
(II) As the first person responsible for professional ethics assessment, the employing unit shall comprehensively examine the professional ethics and professional behaviors of professional and technical personnel through personal debriefing, assessment and public opinion surveys in accordance with industry norms, and implement the "one-vote veto system" for professional ethics and personal integrity. On this basis, review the materials provided by the applicants one by one, and supplement the original vouchers or supporting explanations related to the applicants' performance. Publicize the applicant's comprehensive evaluation list and main performance in this unit for more than one week (including at least 5 working days), and issue the publicity certificate of the application materials of the participants.
The employer is responsible for the preliminary examination of the overall authenticity of the application materials. The academic qualifications, papers, performance materials, award certificates and other materials submitted by applicants should be verified and confirmed by "file comparison", "online certification" and other means: academic qualifications can be certified by Xuexin.com (website:/), the electronic registration form of academic qualifications certification of the Ministry of Education or the certification report of higher education in China; Academic papers can be verified by Wanfang Data Resource System (/) and Tsinghua Tongfang China Knowledge Network (ki.net/).
(three) the competent department is responsible for the guidance and supervision of the application and recommendation work of each unit, taking the second responsibility for the overall authenticity of the application materials and the first responsibility for the authenticity of the professional title certificate. The main person in charge of major responsibilities and technical accidents shall not be recommended upward within the time limit. Any unit that fails to publicize as required shall not be recommended.
(four) the district human resources (social security) bureau, municipal units, large enterprises and institutions personnel (zhigai) department summary recommended to the city. Responsible for the integrity of the application materials recommended to our city, the accuracy of the data submitted and the quality of the application and recommendation work within our jurisdiction, and bear the corresponding audit responsibility for the overall authenticity of the application materials.
(five) departments and personnel under centralized audit should be carefully checked and directly responsible for the quality of the accepted materials. The applicant's materials that do not meet the application conditions will not be accepted, and the application materials that have not been audited (sealed) by the competent department of the unit or the district personnel reform department and the municipal talent service center and have not been audited (sealed) by the special trial organ will be returned for rectification, and can only be accepted after rectification within the specified time.
(six) the Municipal Vocational Reform Office is responsible for formulating the policies for the work of professional titles in the city, and is mainly responsible for the overall arrangement and management of the evaluation of professional titles in the city. Strengthen post-event supervision, and hold accountable those who have lost their trust, units, departments, judges and staff according to laws and regulations.
Eight. Other related matters.
(A) relax the requirements of foreign language and computer application ability. From May, 20 17 and 1 year, foreign languages (ancient Chinese, medical literature) with professional titles, computer application ability test scores and continuing education certificates are no longer the necessary conditions for the declaration of professional titles in our city. The series (majors) that need to evaluate the level of foreign languages or computers shall be included in the evaluation index by the jury. There are no foreign language and computer requirements for professional and technical personnel working in the front line of agriculture, forestry and water and non-governmental places in new urban areas.
(II) Personnel of public institutions who implement post management shall, in principle, declare within the proportion of post structure of their own units, and the number of annual recommendations shall be strictly controlled by the district post reform offices and the competent departments of various industries.
(3) Strictly implement the policy that doctors in urban hospitals, disease prevention and control, and maternal and child health care institutions should serve at the grass-roots level for more than 1 year before being promoted to senior titles.
(4) After the control of the number of primary and secondary school teachers and senior teachers is uniformly distributed at the provincial level, the control of the number of primary school (kindergarten) teachers applying for senior teachers is implemented according to the 20 15 plan.
(five) continue to implement the exception reporting system. For professional and technical personnel who do not have the required academic qualifications, the application and recommendation for exceptions are strictly controlled. Those who are truly talented, have outstanding ability, have special achievements and remarkable achievements must go through special examination procedures before they can be admitted.
