The Outline of the Action Plan for National Scientific Literacy (2006-20 10-2020) adopted by the State Council in 2006 pointed out that the low level of citizens' scientific literacy has become one of the bottlenecks restricting China's economic development and social progress. The "Outline" requires all publishing units to "focus on publicizing and implementing Scientific Outlook on Development, create and edit a number of excellent works that are closely related to the development of the times, meet the market demand and are loved by the public, and push them to the international market to change the status quo of" one-way introduction "of popular science works. To this end, editing and publishing a brand-new set of "100,000 Why's" adapted to the requirements of the times, so that it can play a "banner" role in the process of prospering China's popular science creation, which is not only the requirement of the country, the call of the times, but also the ardent expectation of readers. Since June, 2008, Children's Publishing House has conducted a lot of investigation and study on the editing and publishing of the new edition of "100,000 Why". On this basis, after careful discussion, Children's Society decided to launch a brand-new sixth edition of "100,000 Why" (hereinafter referred to as "New 100,000 Why") on the occasion of the 60th anniversary of Children's Publishing House. This publishing project was listed as the "Twelfth Five-Year Plan" major publishing project of Shanghai and Shanghai Century Publishing Group, and then reported to the State Press and Publication Administration. After strict argumentation, New 100,000 was listed as the national key book publishing project in the Twelfth Five-Year Plan.
