City, county (city, district) spiritual civilization construction steering committee to co-ordinate the promotion of civilized behavior within their respective administrative areas, and incorporated into the overall layout of the work of creating a civilized city, the establishment of a joint meeting system, research, coordination and solution of major issues.
City, county (city, district) spiritual civilization construction institutions are specifically responsible for the planning and implementation, guidance and coordination, supervision and inspection and evaluation of the promotion of civilized behavior within their respective administrative areas. Fifth city and county (city, district) people's government departments, township (town) people's government, street offices should do a good job in the publicity of civilized behavior in accordance with their respective responsibilities.
Residents' committees and villagers' committees shall assist in advocating civilized behavior.
Enterprises, institutions, social organizations and citizens should actively support and participate in the propaganda of civilized behavior.
State functionaries, deputies to the National People's Congress, CPPCC members, public figures and educators should play an exemplary role in advocating civilized behavior. Chapter II Encouraging and Regulating Article 6 Citizens shall abide by laws and regulations, consciously abide by citizens' conventions, village rules and regulations, student codes and industry norms, and respect public order and good customs. Seventh to encourage the following civilized behavior:
(a) care for the public environment and facilities, consciously safeguard public health, carry out garbage sorting, and care for flowers and trees planted in urban parks, squares and public green spaces;
(2) Abide by public order, dress neatly in public places, behave in a civilized manner, queue up in turn when buying goods or waiting for services, use the elevator to enter first and then exit, and participate in public activities such as cultural performances, sports competitions and exhibitions subject to on-site management;
(three) civilized travel, take urban and rural public transport consciously queue up to get on and off, give priority to get off, take the initiative to give up your seat for those in need, and take care of public transport facilities; Drive vehicles to give way to pedestrians, park vehicles in a standardized and orderly manner, help the injured and those in need in time when traffic accidents occur, and resolve traffic disputes through friendly negotiation; Pay attention to avoid pedestrians when riding non-motor vehicles, and enjoy orderly parking of bicycles in designated areas;
(four) civilized tourism, care for the environment and facilities of scenic spots, protect important historical and cultural heritage such as places of interest, precious cultural relics and ancient and famous trees, and respect local customs and cultural traditions;
(five) civilized medical care, follow the laws of medicine, cooperate with diagnosis and treatment, maintain normal medical order, and handle medical disputes through proper channels;
(six) civilized construction, scientific and standardized management of the construction site, maintenance of city appearance and environmental sanitation, to avoid the impact on the normal production and life around;
(seven) civilized management, honest management, civilized service, fulfill the agreement and legal obligations, ensure the quality of goods and services, and protect the legitimate rights and interests of consumers;
(eight) civilized internet access, advocate a positive and healthy network culture, abide by social ethics, respect the legitimate rights of others, do not believe in rumors, do not spread rumors, do not make rumors;
(nine) family civilization, respect for elders, harmony between husband and wife, care for the healthy growth of minors, and cultivate and inherit a good family style;
(10) The community is civilized, the neighbors unite and help each other, live in harmony, do not interfere with the normal life of others, maintain public space, care for public facilities, handle conflicts and disputes in a civilized manner, and park in an orderly manner in designated areas;
(eleven) campus civilization, adhere to moral education, cultivate students' civilized behavior, carry out various forms of campus cultural activities, and cultivate excellent school spirit, teaching style, study style and healthy campus culture;
(12) Civilized rural customs, participating in the construction of beautiful countryside, advocating a civilized, healthy and active lifestyle, changing customs, abandoning bad habits, keeping weddings simple and making civilized sacrifices;
(thirteen) to protect the ecological environment of mountains and rivers, forests, lakes and grasses, keep rivers, lakes and reservoirs clean and tidy, and participate in activities such as Dianchi Lake protection, voluntary tree planting, forest fire prevention and greening;
(fourteen) respect for heroic martyrs, respect for moral models, organs, groups, villages, communities, schools, enterprises and institutions according to the actual situation, organize commemorative learning activities. Article 8 The following uncivilized behaviors are prohibited:
(a) spitting, urinating, littering cigarette butts, scraps of paper, plastic bags, food residues and other garbage, setting up stalls in non-designated places, arbitrarily discharging or dumping sewage, dirt and burning garbage;
(two) smoking in public places with no smoking signs;
(three) in public places such as libraries, memorial halls, museums, theaters, stations, airports, parks, etc., shouting loudly, quarreling and swearing, lying in public seats;
(four) throwing items from inside or outside the house or vehicle;
(five) climbing flowers and trees in public green space, damaging flower beds and lawns, and carving trees;
(6) scribbling on municipal facilities such as buildings, corridors, stairs and sidewalks, trees, telephone poles and outdoor pipelines under construction, or illegally posting, hanging or distributing commercial advertisements;
(seven) take the dog out without leashing the dog chain, do not clean up the dog feces in time, and take dogs other than guide dogs into schools, hospitals, theaters, libraries, exhibition halls, restaurants and other public places;
(8) Parking vehicles or placing other articles occupy, block or close evacuation passages and fire exits, and illegally occupy public corridors, sidewalks, blind roads, non-motor vehicle lanes and motor vehicle lanes;
(nine) pedestrians crossing the road do not take crosswalks, crossing facilities, jaywalking, running red lights, crossing traffic isolation facilities;
(ten) driving a non-motor vehicle on sidewalks, crosswalks, crossings, squares, pedestrian streets and other sections; Driving a non-motor vehicle through a red light, retrograde, or driving in a motor vehicle lane in violation of regulations;
(eleven) driving a motor vehicle to overtake, change lanes at will, make a sharp turn and make an emergency stop, do not slow down when crossing the crosswalk, and do not stop to make way when pedestrians who obey traffic signals pass the crosswalk;
(twelve) in urban areas, squares, parks and other public places to carry out square dance, commercial promotion and other activities, the use of audio equipment to make too much volume, interfere with the normal work, life and study of others;
(thirteen) in violation of regulations in lakes and rivers engaged in aquaculture, swimming, fishing, sewage, washing and other uncivilized activities;
(14) injuring, catching, hunting, trading in wild animals such as red-billed gulls, or feeding toxic, harmful and other foods and articles that are not conducive to their health;
(fifteen) other uncivilized acts as prescribed by laws and regulations.
