On July 7, Nanhai District, Foshan City announced the Measures for the Administration of Parking Charges for Motor Vehicles in Nanhai District, Foshan City (hereinafter referred to as the Measures). The Measures stipulate that Nanhai will appropriately widen the gap between on-street and off-street parking facilities and guide more use of off-street parking facilities. For transportation stations and other places and surrounding supporting parking facilities, encourage the implementation of progressive fare increase fees according to parking time.

Five kinds of parking facilities are charged according to the government guidance price.

According to the Measures, parking facilities on roads, supporting parking facilities at urban public transport hubs and interchange stations, and parking facilities of party and government organs, institutions, non-profit medical institutions, public schools, museums, libraries, youth palaces, cultural palaces, gymnasiums and other social public (public welfare) units with natural monopoly and public welfare nature will be charged by the government.

Except for parking facilities and motor vehicle parking service charges, which are subject to government guidance and government pricing management, other legally established parking facilities and motor vehicle parking service charges are subject to market-regulated price management. Among them, the vehicle parking service charges of parking facilities fully invested by social capital shall be independently formulated by the operators according to laws, regulations and relevant regulations, and according to market supply and demand and competition. The charging standards for parking facilities and motor vehicle parking services jointly built by the government and social capital shall be determined by agreement between government investors and social investors.

In terms of charging amount, the Measures stipulates that, in combination with the actual situation in Nanhai District, differentiated charging policies should be formulated for parking services in different regions, different locations, different modes and different time periods according to the principle of "roads are higher than roads, the ground is higher than underground, outdoor is higher than indoor, daytime is higher than night, downtown is higher than surrounding, peak hours are higher than off-peak hours, and non-residential parking is higher than residential parking". Among them, areas with large gap and prominent contradiction between supply and demand can charge higher fees, while areas with small gap and prominent contradiction can charge lower fees. Higher fees are charged for downtown areas and frequently congested road sections, and lower fees are charged for public transportation hubs and logistics centers outside the city.

Among them, free access to parking facilities (excluding automatic parking facilities) subject to government guidance and government pricing management, parking does not exceed the prescribed free parking time limit; Military and police vehicles and law enforcement vehicles performing official duties, hospital ambulances carrying out rescue, and special motor vehicles parked by disabled persons holding the People's Republic of China (PRC) Disabled Persons' Card are free of charge.

The Measures also encourage parking facilities that implement market-regulated price management to provide convenience and preferential treatment for people with disabilities and other difficult groups, encourage short-term parking with free or low fees, and encourage appropriate preferential treatment for new energy vehicles. Under the premise of ensuring smooth traffic, not affecting the social security environment, not affecting other reasonable public spaces in public places, and not affecting the legitimate rights and interests of relevant stakeholders, encourage conditional parking facilities to take temporary free measures, and encourage public places to provide paid motor vehicle parking services at wrong times.
