The Provincial Department of Culture has seven internal organs, and the Fujian Provincial Bureau of Cultural Relics is the administrative organ directly under the Provincial Department of Culture:

(1) office

Comprehensively coordinate the work of office organs and directly affiliated units, and urge the implementation of major issues; Responsible for office messages, meetings, confidential, files, information, confidentiality, letters and visits, security, administrative affairs, government affairs disclosure, press release, etc. ; Responsible for the construction of internal rules and regulations of the office and the annual work plan. (2) Planning and Finance Department

Responsible for preparing the budget and final accounts of the department; Managing cultural administrative funds and special funds; Responsible for the statistical work of the cultural system; Responsible for office work, guiding and supervising the capital construction, state-owned assets management, government procurement, internal audit and financial work of directly affiliated units; Guide the construction of provincial key cultural facilities and grassroots cultural facilities.

(3) Art Department

To study, formulate and organize the implementation of literary and artistic development plans; Guide artistic creation and production, support representative, demonstrative and experimental literary and artistic varieties, support literary and artistic works that embody the socialist core value system and literary and artistic groups that represent provincial standards and local characteristics, and promote the development of various arts; To guide and coordinate the business construction of sex art exhibitions, major cultural activities, art performances and research units directly under the province, and be responsible for guiding the art business work of private art groups; Organizing, guiding and coordinating scientific research on culture and art; Guide and promote the reform of institutional mechanisms in the field of culture and art.

(4) market and industry division

To formulate plans and policies for the development of cultural markets and cultural industries, and draft relevant laws and regulations; Guide the comprehensive law enforcement in the cultural market; Industry supervision of business activities in the cultural field, supervision of cultural performances, cultural entertainment and cultural and artistic markets; Responsible for the supervision of online music, art entertainment, online animation (excluding animation programs in online audio-visual programs), online performance dramas (festivals), online performance business and mobile music; Responsible for the supervision of animation game market and the content supervision of animation and online game products according to law; Review the contents of imported online literature products in the use link; Responsible for the business license management of Internet cafes and other Internet service sites according to law, and responsible for the content supervision of the production, import and operation of electronic game machines; Supervise online game services (excluding pre-approval of online publishing of online games); Guide and supervise private institutions engaged in performing arts activities. Undertake to support and promote the construction and development of cultural industries, promote the informatization construction of cultural industries, promote the docking of cultural industries between Fujian and Taiwan, and urge the implementation of major cultural industry projects.

(5) Social and Cultural Department (Intangible Cultural Heritage Department)

To formulate plans and policies for the development of social and cultural undertakings and the protection of intangible cultural heritage, and draft relevant laws and regulations; To guide the work of mass culture, minority culture, minor culture and elderly culture, and to guide the cultural activities of grassroots people; Guide the construction of cultural activity centers in township communities and villages; To guide the cause of libraries and cultural centers (stations); Guide the construction of cultural information resources and the protection of ancient books. Take the lead in organizing the protection of intangible cultural heritage in the province; Organize the review of provincial intangible cultural heritage list and representative inheritors of provincial intangible cultural heritage projects, and organize the declaration and recommendation of national intangible cultural heritage projects and representative inheritors; Organize and implement the popularization and inheritance of outstanding ethnic and folk cultures in our province, and guide and promote the construction of related cultural and ecological protection zones in our province.

(6) Department of Foreign Culture

To guide and manage cultural exchanges with foreign countries, Hong Kong, Macao and Taiwan; Responsible for the examination and approval of cultural exchange projects with foreign countries, Hong Kong, Macao and Taiwan according to law, organize and implement large-scale cultural exchange activities with foreign countries, Hong Kong, Macao and Taiwan, and undertake the relevant work of the Sino-foreign cultural cooperation agreement signed by the Ministry of Culture; Guide and coordinate cultural enterprises and cultural products to "go global" and be responsible for promoting cultural industry exchanges and cooperation with foreign countries, Hong Kong, Macao and Taiwan.

(7) Department of Personnel Education

Responsible for the organization and personnel work of organs and directly affiliated units; To formulate and organize the implementation of the talent construction plan for cultural and artistic industries; Responsible for the relevant work of the professional and technical qualification evaluation of the cultural system in the province according to the regulations; To guide the management of professional qualifications of employees in the cultural industry in conjunction with relevant departments; Guide the art vocational education in the cultural industry; Organize and guide cultural, scientific and technological work; Guide, supervise, coordinate and manage the art grading examination, and undertake the examination and approval of the art grading examination institutions.

Provincial bureau of cultural relics

Responsible for drafting the development plan of cultural relics and museums, and drafting local laws and regulations for the protection of cultural relics; Responsible for the province's cultural relics protection (underwater cultural relics), coordinate and solve major problems in cultural relics protection; To examine and approve, guide and supervise archaeological excavations, cultural relics protection and maintenance projects, development and utilization, etc. ; Responsible for supervising the protection and management of world cultural heritage; Responsible for promoting the improvement of the public service system of cultural relics museums and guiding the business work of cultural relics museums (memorial halls); Supervise and guide the administrative law enforcement and safety management of cultural relics, and undertake relevant administrative reconsideration, administrative litigation cases and administrative licensing of cultural relics; Manage the circulation of cultural relics and the work of cultural relics scattered in society according to law; Organize and guide the protection of cultural relics and the scientific research work of museums.
