Measures of Guizhou Province on Implementing the Regulations on Hygiene Management in Public Places
Chapter I General Provisions Article 1 In order to create good sanitary conditions in public places, prevent diseases and protect human health, these measures are formulated in accordance with the Regulations on Hygiene Management in Public Places promulgated by the State Council (hereinafter referred to as the Regulations) and the Detailed Rules for the Implementation of the Regulations on Hygiene Management in Public Places promulgated by the Ministry of Health, combined with the actual situation in our province. Article 2 These Measures shall apply to the following public places in this province:

(a) hotels, restaurants (dining places, banquet halls), hotels, guest houses, chariots and horses shops, cafes, bars and teahouses;

(2) Public bathrooms, barber shops and beauty salons;

(three) theaters, video halls (rooms), entertainment halls (rooms), dance halls, music cafes, and various activity centers;

(four) stadiums (gymnasiums), swimming pools (gymnasiums) and parks (cultural and entertainment places with enclosure structures in parks);

(5) Exhibition halls, museums, art galleries and libraries;

(6) Shopping malls (shops) and bookstores;

(seven) waiting room, waiting room (plane, ship), public transport (train, plane, ship). Article 3 The following items in public places meet the national hygiene standards and requirements:

(1) air and microclimate (temperature, air temperature, wind speed);

(2) water quality;

(3) daylighting and lighting;

(4) noise;

(5) Customer utensils and sanitary facilities. Fourth public places to implement health supervision system. Provincial environmental health monitoring stations and health and epidemic prevention stations at all levels are health supervision institutions in public places, responsible for the supervision and monitoring of public places within their respective jurisdictions.

Implement a "health permit" system for public places; For the new construction, reconstruction and expansion of public places, the "health permit system for construction projects" shall be implemented. Article 5 In order to ensure the implementation of the regulations, the functional departments of industry and commerce, urban construction planning, public security, news and so on should perform their respective duties, actively cooperate with the law enforcement work of the health department, and put forward the following requirements:

(1) The administrative department for industry and commerce shall examine the hygiene license before handling the business license;

(two) the urban construction planning department and the Construction Bank must first check the health permit of the construction project before they can allocate funds and apply for the construction permit;

(three) the public security department should cooperate with and support the law enforcement work of the health supervision department;

(four) the news department should actively publicize the "Regulations" and these measures. Article 6 The administrative department of health shall strengthen the leadership of the supervision institutions, improve the institutions, enrich the technical personnel, provide necessary equipment for the supervision and monitoring of public places, meet the needs of implementing the Regulations, and supervise and inspect the implementation of these Measures. Seventh health supervision institutions at all levels to carry out supervision and monitoring business, should be in accordance with the the State Council [1985]62 document "health and epidemic prevention, health supervision and monitoring, health examination, health examination, etc ... To charge a certain amount of labor and cost ". Chapter II Health Management Article 8 The competent departments of public places shall establish and improve the health management system, and be equipped with full-time or part-time health management personnel to be responsible for the health management of this system, and supervise and inspect the implementation of the Regulations and these Measures; Provide necessary conditions for improving the sanitary conditions of the operating units of this system. Ninth business units shall be responsible for the health management of public places, organize health examination, health knowledge training and apply for health permits.

(a) the person in charge and employees of public * * * places must complete the contents and class hours specified in the Training Program for Health Management in Public * * * places, and master the relevant health laws and regulations, basic health knowledge and health operation skills specified in the training program;

(two) employees should be trained in health knowledge before taking up their posts. Article 10 All personnel engaged in service in public places shall have regular health check-ups every year by health supervision institutions or medical institutions designated by the supervision institutions, and those who directly serve customers in business units (including temporary workers, contract workers, seasonal workers and new employees) must hold Health Certificates; Suffering from dysentery, typhoid fever, viral hepatitis, active tuberculosis, suppurative or exudative dermatosis and other diseases that hinder public health, they shall not engage in direct customer service before being cured. Eleventh public * * * business units must obtain a "health permit" before they can apply to the administrative department for industry and commerce for registration and apply for a business license, and issue a "health permit" to multi-functional public * * * places according to the health requirements of various public * * * places. Before the promulgation of these measures, those that have already started business shall be renewed after passing the inspection by health supervision institutions, and the Health Permit shall be reviewed once every two years.

Construction units that build, rebuild or expand public places must submit investment plan documents, project approval documents, design task books (with health seals) approved by relevant departments or health evaluation reports of construction projects and related drawings (consistent with those submitted by government departments) and other materials to the health administrative department; After the examination by the health supervision institution, the construction project can meet the national health standards and requirements before applying for the "Health Permit for Construction Projects in Public Places".

"Hygiene Permit" and "Hygiene Permit for Construction Projects in Public Places" are uniformly printed by provincial health supervision institutions, and no localities may copy or reprint them themselves.
