It's better to say it in person. What a teacher wants is nothing more than an attitude. It's much better to talk to the teacher directly than to write a letter. If you wrote an apology letter to the teacher, wouldn't it be more tangled if the teacher didn't answer? So say "I'm sorry" to your face and be sincere. I believe the teacher will laugh it off.
