The off-campus training institutions for primary and secondary school students (hereinafter referred to as off-campus training institutions) carry out non-academic education and training, which is a supplement to school education and plays an active role in meeting the selective learning needs of primary and secondary school students, cultivating their interests and developing their comprehensive quality.

However, in recent years, some off-campus training institutions have carried out "exam-oriented" training in violation of the laws of education and the growth and development of teenagers, which has caused excessive extracurricular burden on primary and secondary school students, increased the family's economic burden, destroyed the good educational ecology, and aroused strong social reaction.

Standardize training behavior

1. Refine the training arrangement. The contents, shifts, enrollment targets, progress and class hours of off-campus training institutions such as Chinese, mathematics, English, physics, chemistry and biology shall be filed with the local county-level education department and announced to the public.

The training content shall not exceed the corresponding national curriculum standards, the training frequency must match the grade of enrollment, and the training progress shall not exceed the same level of primary and secondary schools in the county (district).

The training time of off-campus training institutions shall not conflict with the teaching time of local primary and secondary schools, and the end time of training shall not be later than 20: 30, and no homework shall be left; It is strictly forbidden to organize and hold subject level examinations, competitions and rankings for primary and secondary school students.

2. Practice honesty and trustworthiness. Off-campus training institutions should formulate enrollment brochures realistically, make enrollment advertisements, file with the examination and approval authorities and publicize them to the public, and consciously accept supervision. We should conscientiously fulfill our service commitments and put an end to improper use of words in training content. Students shall not be forced to receive training by violence or threats. We should constantly improve education and teaching, improve the quality of training, and strive to improve students' satisfaction.

3. Standardize charge management. Strictly implement the state regulations on financial and asset management, and the charging period should be coordinated with the teaching arrangement, and it is not allowed to charge for more than three months at a time. Local education departments should strengthen cooperation with financial departments, and explore ways to strengthen the supervision of training institutions' funds by establishing special accounts for tuition and miscellaneous fees, strictly controlling the minimum balance of accounts and the flow of large amounts of funds.

The charging items and standards of training institutions shall be publicized to the public and subject to the supervision of relevant departments. No other fees shall be charged outside the publicized items and standards, and no fees shall be apportioned to students or compulsory fund-raising shall be conducted in any name. For the unfinished training courses, the refund of fees shall be handled in strict accordance with the contractual agreement of both parties and relevant laws and regulations.
