According to the relevant requirements of the Ministry of Education and the Provincial Department of Education on the enrollment of secondary vocational schools, the enrollment of secondary vocational schools in our city in 2022 is hereby notified as follows:

I. Guiding ideology

In accordance with the requirements of Opinions of the General Office of the State Council and the General Office of the Central Committee on Promoting the High-quality Development of Modern Vocational Education and Opinions of the Shandong Provincial People's Government of the Ministry of Education on Promoting the Innovation and Development of Vocational Education in Shandong Province, we will fully implement the construction and deployment of vocational education highland in our city, adhere to the promotion of the whole city, improve quality and efficiency, take the initiative to dock the vocational college entrance examination, deepen the integration of general and vocational education, and broaden the channels for students to enter higher schools. Actively connect with the development of agricultural modernization, high-end manufacturing, modern service industry and strategic emerging industries, and scientifically adjust majors to serve the city's economic and social development.

Second, the enrollment plan

In 2022, there will be about 95,000 junior high school graduates in the city, and * * * plans to recruit 39,900 secondary vocational students. The enrollment forms of secondary vocational schools include "3+4" counterpart training between secondary vocational schools and undergraduate courses (hereinafter referred to as "3+4" undergraduate courses), higher normal education (hereinafter referred to as "five-year teachers' college"), five-year higher vocational education (including five-year consistent and three-year continuous higher vocational colleges, hereinafter referred to as "five-year higher vocational colleges"), secondary vocational schools (including general vocational integration experimental classes)

Schools should reasonably determine the annual enrollment plan according to the basic conditions of teaching, accommodation, teachers and so on, so as to prevent the problem that the number of students enrolled exceeds the school's affordability. The Municipal Education Bureau will strictly examine and issue the enrollment plans of each school according to the conditions of running a school. According to the needs of the adjustment of the professional layout of vocational schools, this year, the Municipal Education Bureau will integrate the automobile maintenance related majors of vocational schools and concentrate high-quality resources on Qingdao Communications Vocational School.

Third, the enrollment policy

(1) "3+4" undergraduate enrollment. Continue to carry out the "3+4" undergraduate enrollment (attachment 1), and "3+4" to train fresh junior high school graduates to take the junior high school proficiency test in our city. The registration place is our city, and the scores of the junior high school proficiency test rank among the top 55% of the students who apply for high school in our city, and the scores of non-test subjects are above the standard. In 2022, Qingdao Economic Vocational School will no longer cooperate with Qingdao Agricultural University to recruit students majoring in product design (undergraduate major). The mechanical design, manufacturing and automation major (undergraduate major) originally cooperated with Qingdao University of Technology in vocational secondary school of West Coast New Area was changed to the digital media technology major (undergraduate major) cooperated with Weifang College. The hotel management major of Qingdao Tourism School, which was originally cooperated with Qingdao University, was changed to the tourism management major (undergraduate major) which cooperated with Qingdao University. This year, we will continue to list "3+4" undergraduate courses as early batches and implement unified admission in the city. Candidates admitted to the "3+4" undergraduate course are no longer admitted to other schools. Candidates who apply for "3+4" undergraduate courses in various districts and cities are allowed to apply to ordinary high schools and vocational schools in the city. The "3+4" undergraduate job-transfer test was not carried out by the "3+4" according to the relevant requirements of the Opinions of the Provincial Department of Education on Doing a Good Job in Job-transfer Training Test in Vocational Colleges (Lu Jiao Zi [2065438+03] No.24) and the Implementation Plan of Job-transfer Training in Shandong Vocational Colleges (Lu Jiao Fa [2065438+05] No.3).

(2) Comprehensive high school pilot. In order to build a modern vocational education system with Qingdao characteristics, promote the horizontal integration of different types of education, and build an overpass for the diversified growth of students, the Municipal Education Bureau will continue to carry out the pilot enrollment of comprehensive high schools in 2022. The admission method and student status of experimental classes in comprehensive high schools are the same as those in ordinary high schools. Support all districts and cities to learn from the comprehensive high school running model and carry out comprehensive high school pilot projects within their respective administrative areas.

(3) Five-year pilot training. Strive for the support of the Provincial Department of Education, adjust some five-year through-training cooperation professional points, and reasonably determine the pilot scope of five-year through-training Pilot colleges and enrollment plans are issued by the Provincial Department of Education. The pilot will continue to adopt the "three-two-in-one study" plan, implement five-year through training in the pilot secondary vocational schools, and arrange the admission in batches in the five-year higher vocational schools. In order to ensure the quality of the pilot project, the pilot project will be led by higher vocational colleges to formulate a five-year integrated talent training program, curriculum system and assessment standards.

(4) General vocational integration experimental class. Improve the relevant system of the comprehensive vocational integration experimental class and carry out a new comprehensive vocational integration pilot. This year, Qingdao Finance and Economics Vocational School and Qingdao No.68 Middle School, Qingdao Huaxia Vocational School and Qingdao No.66 Middle School, Qingdao Tourism School and Qingdao No.67 Middle School launched a new pilot program of general vocational integration classes, that is, students registered as secondary vocational students and enrolled in counterpart ordinary high schools (Annex 2). When the newly-established experimental class of general vocational integration is admitted, it is first included in the admission with scores, and junior high school graduates are recruited for the four districts and high-tech zones. After the scores are accepted, the vacancies will be transferred to five-year normal schools and three-year general vocational integration batch vocational schools to recruit students for junior high school graduates in the city. Other general vocational integration classes continue to be piloted by secondary vocational schools and ordinary high schools, and the experimental classes are studied in secondary vocational schools. Students in the experimental class are registered as students in secondary vocational schools, with a schooling period of three years (Annex 3). The experimental class was jointly organized by secondary vocational schools and ordinary senior high schools. The two sides signed a framework agreement on talent training and worked out a talent training plan. According to the professional characteristics and the actual situation of students, the admission of experimental classes is mainly oriented to the college entrance examination of vocational education, providing excellent technical and technical talents for applied universities.

(5) "Love Fund Zhi Ding Class" enrollment. Continue to hold "Zhi Ding Class of Love Fund" (hereinafter referred to as "Zhi Ding Class") in Qingdao Cuisine Vocational School, with an enrollment plan of 35 students (see Annex 4 for recommended places in various districts and cities). "Zhi Ding Class" recruits junior high school graduates whose family living standards are below the local poverty line. Students from four districts and high-tech zones directly submit audit materials and registration (by mail or express delivery) to Qingdao Cuisine Vocational School. Chengyang District, West Coast New District, Jimo District, jiaozhou city, pingdu city and Laixi City are recommended by the Municipal Education and Sports Bureau, and Qingdao Cuisine Vocational School organizes the implementation. Classes implement the policy of "five exemptions and two subsidies", that is, students are exempted from tuition, books, uniforms, accommodation and internship materials; The annual living expenses of senior one and senior two students are subsidized by 2000 yuan, giving priority to state grants. "Zhi Ding Class" enrollment plan is listed separately and is not included in the voluntary reporting plan of the city enrollment platform. The enrollment of "Zhi Ding Class" is based on the results of the junior high school level examination, and the minimum admission score is 100.

(6) Enrollment of special football students and special education schools. Vocational schools that have been approved to recruit football reserve talents can recruit a certain number of football reserve talents and register in their related majors. Football reserve talents enrollment should strictly implement the Notice on Promulgating the Enrollment Plan for Sports Art Students and Football Reserve Talents in Schools Directly under the Municipal Education Bureau in 2022 (No.202213 of the Youth Education Office). The enrollment at the secondary school level in special education schools is organized by the school itself.

(7) Enrollment scope of vocational schools. First, the enrollment targets of "3+4" undergraduate, five-year normal college and five-year vocational and general vocational integration experimental class are junior high school graduates. Secondary schools and technical schools recruit students for junior high school graduates. Two is not to recruit junior high school graduates in this city (except special education schools, "Zhi Ding class" and football reserve talents). Previous junior high school graduates and foreign students can only apply for secondary schools and technical schools, and can enroll (except schools or majors with special regulations). Third, all districts and cities implement the policy that ordinary high schools and vocational schools can report. The enrollment work of all vocational schools in the city is incorporated into the city enrollment platform for overall management. Continue to co-ordinate the enrollment of technical schools, and incorporate the enrollment of technical schools into the unified enrollment platform management of the city.

(eight) each batch of voluntary orders. The order of volunteer setting is "3+4" undergraduate batch, ordinary high school batch (including comprehensive high school), score admission (new general vocational integration class), five-year normal school and three-year vocational school general vocational integration experimental class batch, five-year vocational school batch (including five-year through-training pilot class jointly carried out with some vocational colleges) and three-year vocational school batch, with a total of six batches. Vocational schools (including technical schools) once enrolled students, the remaining enrollment plans shall be organized by the enrollment schools themselves.

(9) Admission methods for vocational schools. Vocational school admission scores include Chinese, mathematics, English total score and policy score. When enrolling students in secondary vocational schools, the students are selected according to the admission scores from high to low. Candidates with the same scores are admitted, and they are ranked from high to low according to the total score of Chinese mathematics, the single score of Chinese or mathematics, and the single score of English (including oral and listening). Among them, the higher normal education at the starting point of junior high school should be the candidates who took the junior high school proficiency test that year, and their scores should reach 60% of the full marks in the junior high school proficiency test in principle. Considering the difficulty of the examination questions, the admission score can be appropriately floated, but the floating ratio generally does not exceed 10%. Before admission, students majoring in normal universities must pass an interview (the interview method and time schedule can be found in the enrollment brochures of each school), mainly to examine their Putonghua and expressive ability, and to conduct psychological tests to ensure that students have the basic qualities and development potential needed to engage in the teaching profession. The interview is conducted by the admissions school. For other schools or majors that need interviews or additional exams, candidates should participate in interviews or additional exams according to the requirements of the school enrollment brochure and obtain certificates.

(ten) vocational schools are not allowed to drop out and change their records without authorization. Continue to implement the relevant policies of vocational schools that do not withdraw gears or shift gears. By expanding publicity, adding registration notices on the enrollment platform, and publicizing relevant charging policies, we will continue to expand awareness, protect the rights and interests of students applying for the exam, and standardize the enrollment order of vocational schools. Allow students to adjust their application for vocational schools when filling in their volunteers.

Four. Related requirements

(a) appropriately increase the number and proportion of foreign students enrolled in vocational schools in our city.

First, to implement the requirements of the state to "actively recruit students, retired soldiers, retired athletes, laid-off workers and returning migrant workers who have not entered higher education after graduating from junior and senior high schools to receive secondary vocational education", expand the number of urban and rural workers enrolled, so that urban and rural workers who are willing to receive secondary vocational education can receive appropriate secondary vocational education.

Second, actively carry out joint enrollment and cooperative education between the east and the west, and appropriately increase the number and proportion of foreign students enrolled in vocational schools in our city.

The third is to encourage secondary vocational schools to arrange special enrollment plans for Longnan, Dingxi and Heze, determine the training methods, and do a good job in secondary vocational education for schools to accept the "second kindergarten" of poor families in our city.

Fourth, on the premise of meeting the conditions for running a school and the quality of teaching, vocational schools are allowed to increase the enrollment plan for foreign students upon application on the premise of completing the enrollment plan.

(two) to strengthen publicity and guidance, and earnestly do a good job in enrollment services.

The education and sports bureaus of all districts and cities should continue to publicize the enrollment policies such as the vocational college entrance examination, the new experimental class of general vocational integration, the "3+4" undergraduate course, the experimental class of comprehensive high school, the five-year through training, the tuition-free vocational education, and the application for general vocational education in various forms, so that candidates and parents can understand and master the policy changes.

All junior high schools should further strengthen the guidance for graduates to enter higher schools, guide graduates to fill in their volunteers correctly, and rationally plan their career development direction. All units should promptly announce enrollment policies, enrollment plans and enrollment information to senior high school students and the society. All districts, municipal education and sports bureaus, junior high schools and secondary vocational schools should promptly publish the enrollment policies and plans of ordinary senior high schools and vocational schools in the city this year on the portal website, further strengthen the guidance and services for junior high school graduates, and let all students interested in applying for vocational schools obtain relevant information in time.

(3) Standardize the enrollment order and implement the enrollment discipline.

All districts and municipal education and sports bureaus should strictly review the qualifications of secondary vocational schools under their jurisdiction, and review the enrollment plan, enrollment specialty and enrollment brochure. And announce the list of schools with enrollment qualifications to the public. Schools that do not have the qualifications for running secondary vocational education and secondary vocational schools that have not been approved by the municipal education administrative department are resolutely prohibited from enrolling students. All districts, municipal education and sports bureaus and secondary vocational schools should strictly implement the announced enrollment plan and shall not break through without authorization. For those who break through the enrollment plan without approval, the over-planned part will not be registered. It is strictly forbidden to block students and protect places in the enrollment process, and it is strictly forbidden for teachers to intervene or fill in volunteers instead of students. It is necessary to strictly implement the provisions of the Municipal Education Bureau on regulating the enrollment order and carry out enrollment work in accordance with the principles of openness, fairness and impartiality. Enrollment propaganda should be objective and true, and the development environment of vocational education should be maintained. Those who publish false advertisements and make false propaganda will be given to informed criticism once they are verified, until their enrollment qualification is cancelled. Admissions officers at all levels should act impartially and strictly observe discipline. It is strictly forbidden for any institution or individual to ask for or accept funds or objects from secondary vocational schools or students in any name during the enrollment process. It is necessary to strengthen accountability for discipline and seriously investigate and deal with false enrollment propaganda and illegal charges. Units and individuals who violate the enrollment regulations should be dealt with severely and investigated for responsibility according to discipline and regulations. For schools that enroll students in violation of regulations in vocational education and do not quit their files or change their enrollment, the enrollment plan for the next year will be reduced.
