Yuan Shao is definitely not a good person or even a bad person, and his later performance can especially illustrate this point. It is not necessarily that they lack a real sense of responsibility and the courage to risk their lives. It's just that the historical and cultural tradition of respecting the monarch in China is almost blind, and it doesn't give them an open and clear legitimate reason to overthrow the monarch.
