(2) Calculation of professional and technical qualifications (professional age)

The "length of service" of professional and technical personnel is calculated from the date of signing the employment contract and employment. The years of any post at a certain level mentioned in the qualification conditions of the Trial Regulations on Professional and Technical Qualification (technical qualification assessment conditions) refer to the actual service years. Therefore, the deadline for calculating the service life this year is 65438+February 3, 20071.

Second, the effectiveness of the title evaluation materials

According to the provisions of the office documents of the Municipal Professional Title Leading Group, the effective materials for this year's professional title evaluation should be the professional and technical post appointment materials as of the end of last year.

Three, the basic conditions for reporting teachers' professional and technical qualifications

(A) the basic conditions for reporting the professional and technical qualifications of senior middle school teachers

1. Length of service and education:

(a) after obtaining a doctorate, he has obtained the qualification of a middle school teacher or a senior primary school teacher and has been performing his duties for more than 2 years;

(2) obtain a master's degree, obtain the qualification of a middle school teacher or a senior primary school teacher and perform their duties for more than 4 years;

(3) graduated from university and engaged in teaching work, obtained the qualification of middle school teacher or senior primary school teacher and performed his duties for more than 5 years;

(4) Persons who are engaged in primary school teaching and apply for the qualification of senior middle school teachers (hereinafter referred to as "junior middle school teachers"), engaged in teaching before the end of 1979, have been engaged in primary school teaching for a total of 12 years, have obtained the qualification of senior primary school teachers and have been employed as senior primary school teachers for more than 6 years.

2. At the same time, when the service years and academic qualifications meet the qualifications of senior middle school teachers, in principle, they must adhere to the front line of teaching and be recognized as the backbone of teaching by the school, which basically meets the requirements of the Regulations. Engaged in the work of class teacher for more than 5 years since teaching (or responsible for team work, education and teaching management) (among them, engaged in the work of class teacher for not less than 2 years since taking office), or engaged in the work of class teacher for more than 3 years since taking office, and have one of the following basic conditions:

(1) Teachers who have been working as teachers since teaching 1 cycle or 2 cycles, or teachers who have graduated for three consecutive years;

(2) During his tenure as a middle school teacher, he won the honorary title of outstanding educator or outstanding class teacher at or above the city (county) and district level;

(3) He is the backbone of teaching above the head of teaching and research group, or has made achievements in guiding students' extracurricular interest groups and sports teams, and his students have won prizes in city (county) and district-level competitions or in discipline appraisal activities above the city (county) and district level;

(4) School leaders or middle-level cadres insist on taking part-time courses and reach the prescribed teaching workload, with good teaching effect and remarkable achievements in their responsible management work.

(two) the basic conditions for reporting the professional and technical qualifications of middle school teachers.

1. Length of service and education:

(1) Obtained a double bachelor's degree, qualified as a middle school teacher and performed his duties for more than 3 years;

(2) Having a bachelor's degree or a junior college degree, having obtained the qualification of a middle school teacher and having performed his duties for more than 4 years;

(3)1engaged in teaching before the end of 979,1obtained the vocational qualification certificate of middle school teachers before the end of 995, and obtained the qualification of middle school teachers and performed their duties for more than 6 years after teaching for 20 years.

2. At the same time, the working years and academic qualifications meet the requirements for applying for the qualification of middle school teachers, and they must also meet the workload stipulated by the school, and have been engaged in the work of class teachers (or responsible for team work, education and teaching management) for more than 3 years, and meet one of the following basic conditions:

(1) During his tenure as a secondary teacher in any middle school, he has taught in the graduating class for more than 2 years or served as a round of circulating teaching;

(2) Actively carry out extracurricular activities to guide students to win prizes in competitions organized by municipal (county) and district-level education administrative departments, or in academic evaluation activities at or above the city (county) and district level;

(3) During his tenure as a middle school teacher, he won the honorary title of excellent educator and excellent class teacher at or above the city (county) level, or was rated as an advanced worker, excellent class teacher twice or was awarded as excellent or rewarded in the annual assessment.

(three) the basic conditions for applying for the professional and technical qualifications of senior primary school teachers.

1. Length of service and education:

(1) with secondary school education, engaged in teaching for 9 years, qualified as a primary school teacher and performed his duties for more than 5 years;

(two) college degree, primary school teacher qualification, perform their duties for more than 5 years;

(3) A bachelor's degree, having obtained the qualification of a primary school teacher and having performed his duties for more than 3 years;

(4) Engaged in teaching before the end of1979, obtained the professional qualification certificate of primary school teachers before the end of 1995, and obtained the qualification of primary school teachers and performed their duties for more than 6 years after teaching for 20 years;

2. In terms of service years and academic qualifications, you must meet the conditions for applying for the qualification of senior primary school teachers, and at the same time you must have one of the basic conditions equal to that of middle school teachers.

Fourth, exception report.

Any teacher who fails to meet the required academic qualifications or service years to declare a higher-level teacher qualification shall be regarded as an exceptional declaration. Exceptional applicants are in strict accordance with the exceptional conditions stipulated in "Qualification Assessment Conditions for Primary and Secondary School Teachers in Jiangsu Province (Trial)" (Su Title [2003] No.9). In principle, seniority is no exception.

Teachers born after 1957 (inclusive) will not be promoted to academic qualifications in principle (except those filed by provincial functional departments with professional titles).

Middle school teachers born after (1)19665438+February 3 1 should, in principle, obtain a bachelor's degree or a double degree, and primary school teachers should, in principle, obtain a college degree.

(2) Four-star high school teachers under the age of 40 and other high school teachers under the age of 35 must obtain a master's degree (or degree) in principle before they can declare their qualifications as high school teachers. As the last year of the transition period, those who do not meet the academic requirements must be studying for a master's degree in education or have made remarkable achievements in education, teaching and scientific research.

(3) Teachers from rural middle schools and weak schools born before 1956 (inclusive) and other junior middle school teachers born before 195 1 (inclusive), who have been teaching for more than 15, have obtained double professional degrees, and have made remarkable achievements in education, teaching and scientific research through examination, and have reached the post qualification of senior middle school teachers.

Other personnel, who have obtained a double professional degree recognized by the Provincial Department of Education (must have the same professional degree as the declared major), can be treated as one of the conditions that have met the exception when applying for promotion of professional and technical titles. However, those born after 1957 (inclusive) must have a bachelor's degree or meet the relevant requirements for promotion to senior titles.

(4) Junior high school teachers born before the end of1956, who have joined the work after graduating from high school (secondary school), have been engaged in teaching for 20 years, have held the post of first-class teacher in secondary school and performed their duties for more than 6 years, and have obtained college education 15. Those who have made remarkable achievements in education, teaching and scientific research after examination and have reached the post qualification of senior middle school teachers shall not be regarded as academic qualifications if they pass the comprehensive examination during their tenure. Other personnel must have one of the necessary conditions for violating the rules.

(five) for those who work first and then have academic qualifications, they have obtained the required academic qualifications and their majors are the same or similar to those they are engaged in. When applying for the evaluation of professional titles, they will be mastered according to the normal promotion conditions; Do not meet the above requirements, according to the exception.

1979 Teachers who join the work after the end must obtain the required academic qualifications before they can be evaluated and hired with corresponding professional and technical qualifications. According to document No.2 [2000] of Tin Vocational Office, professional and technical personnel who have joined the work after 1979, graduated from technical secondary school and worked for 15 years or more, meet the corresponding exceptional conditions stipulated in the application series, and those who pass the examination are allowed to be exceptional in assessing their intermediate qualification.

Sixth, the annual assessment

Only those who have passed the annual assessment since taking office can declare the post of a teacher at the next higher level. Exceptional promotion personnel must have more than two "excellent" or one "excellent" annual assessment during their tenure, and they will receive various awards from their own units (including) in that year. The annual assessment is basically qualified or undecided once, and the length of service is extended 1 year; If the annual assessment is unqualified, it must be qualified for three consecutive years (inclusive) before it can be declared.

To apply for the qualification of senior middle school teachers, three or more papers with certain quality related to the actual education and teaching should be provided, of which at least two papers have been appraised by experts organized by the municipal education administrative department (at least 1 paper is the same as the applied subject). To apply for the qualification of senior teachers in primary and secondary schools, at least 2 papers must be provided (of which 1 paper must be published or won prizes at or above the county level), and all of them must be recognized by the school. In principle, the content of the paper should be related to the application major.

Eight, the introduction or transfer of personnel review

(a) where the introduction of senior teachers from other places to teach in the same series of schools, when the qualification is confirmed, they can provide personal files and related materials, and report to the municipal title office for review in a timely manner, and go through the unified confirmation procedures according to the regulations. Teachers who fail to pass the examination shall not be employed.

(II) Those who have the qualifications for professional and technical posts at the same level of non-education series, have been engaged in education and teaching in primary and secondary schools for more than 1 year, and are now engaged in teaching in the same or related majors, and who have the qualifications for professional and technical posts at the same level of teachers after examination can declare and evaluate the qualifications for professional and technical posts of corresponding primary and secondary school teachers.

(3) Demobilized military personnel transferred to the education system are now working in professional and technical posts, and those who have the corresponding academic qualifications and professional and technical work experience for the declared professional and technical qualifications can directly declare and evaluate the corresponding professional and technical qualifications.

Nine, computer assessment requirements

In accordance with the relevant provisions of the municipal title department, those who declare senior titles must pass the computer operation examination of the corresponding titles.
