Chapter I General Provisions Article 1 In order to strengthen the management of animal clinics, standardize animal clinics and ensure public health and safety, these Regulations are formulated in accordance with relevant laws and regulations and combined with the actual situation of this Municipality. Article 2 These Regulations shall apply to institutions engaged in animal diagnosis and treatment activities within the administrative area of this Municipality. Article 3 The term "animal clinics" as mentioned in these Regulations refers to animal hospitals and animal clinics engaged in business activities such as prevention, diagnosis, treatment, disinfection and health care of animal diseases.

Licensed veterinarians as mentioned in these Regulations refer to licensed veterinarians and licensed assistant veterinarians. Article 4 The animal husbandry and veterinary departments of cities, counties (cities), Shuangyang District and Jiutai District shall be responsible for the management of animal clinics within their respective jurisdictions.

Other relevant departments shall, in accordance with their respective responsibilities, do a good job in the management of animal clinics according to law.

City, county (city), Shuangyang District and Jiutai District animal health supervision institutions shall be responsible for the supervision, management and law enforcement of animal clinics within their respective jurisdictions. Fifth encourage animal clinics to establish trade associations, promote the construction of industry credit system, strengthen industry self-discipline and improve service level. Chapter II Establishment of Institutions Article 6 Institutions engaged in animal diagnosis and treatment activities shall obtain animal diagnosis and treatment licenses and carry out animal diagnosis and treatment activities within the prescribed scope of diagnosis and treatment activities. Article 7 The establishment of an animal clinic shall meet the following conditions:

(a) the animal clinic has more than one registered veterinary practitioner, and the animal hospital has more than three registered veterinary practitioners;

(2) Having a fixed animal clinic with an area of not less than 60 square meters and an animal hospital of not less than 120 square meters;

(three) the location of the animal clinic is not less than 200 meters away from the livestock and poultry farms, slaughter and processing plants and animal trading places;

(4) Having independent entrances and exits, which shall not be located in residential buildings or hospitals or shared with other users of the same building;

(five) with reasonable layout of outpatient service, operating room, pharmacy and other facilities;

(six) with diagnosis, surgery, disinfection, refrigeration, routine inspection, sewage treatment and other equipment;

(seven) engaged in animal cranial cavity, thoracic cavity and abdominal cavity surgery, with operating table, X-ray machine or B-ultrasound equipment and more than three registered veterinarians. Article 8 To apply for the establishment of an animal clinic, the following materials shall be submitted to the local animal husbandry and veterinary department:

(a) the geographical orientation map, indoor plan and layout of each functional area of the animal clinic;

(two) the identity certificate of the legal representative (person in charge);

(3) Qualification certificate for practicing veterinary medicine;

(4) list of diagnosis and treatment equipment;

(5) Health certificates of practicing veterinarians and service personnel.

If the application materials are incomplete or do not meet the prescribed conditions, the animal husbandry and veterinary administrative department shall inform the applicant of the contents that need to be corrected on the spot. Article 9 After accepting the application, the animal husbandry and veterinary administrative department shall complete the examination of the application materials and the on-site inspection of the animal clinic within ten working days. In line with the prescribed conditions, the animal husbandry and veterinary administrative department shall issue an animal diagnosis and treatment license to the applicant; If it does not meet the requirements, it shall notify the applicant and explain the reasons in writing. Article 10 Where an animal clinic changes its name or legal representative (person in charge), it shall apply to the local animal husbandry and veterinary department for change.

Where an animal clinic changes its business premises and the scope of medical activities, it shall reapply for an animal clinic license in accordance with the provisions of these Regulations. Chapter III Practice Activities Article 11 Animal clinic institutions shall publicize the animal clinic license and registered veterinary qualification certificate, basic information of practitioners, price list of clinic fees, supervision telephone number, etc. In a prominent position. Article 12 An animal clinic shall apply to the local animal husbandry and veterinary department for registration when hiring a practicing veterinarian who has obtained the qualification certificate of practicing veterinarian; Animal clinics employ practicing assistant veterinarians who have obtained the qualification certificate of practicing assistant veterinarians, and shall file with the local animal husbandry and veterinary authorities.

Veterinarians engaged in animal diagnosis and treatment activities shall wear signs containing their names, photos, practice places, practice grades and other contents. Thirteenth animal clinics should establish medical records, prescriptions, drugs, surgery, hospitalization, medical waste disposal, iatrogenic infection control and file management management system. Fourteenth animal clinics should use standardized medical records and prescription notes, which should be diagnosed and signed by practicing veterinarians. The storage period of medical records, prescription notes and charging documents shall not be less than three years. Fifteenth animal clinics should use veterinary drugs in accordance with the provisions of the state veterinary drug administration department, and shall not use fake and inferior veterinary drugs and drugs and other compounds prohibited by the state; Fake and inferior medical devices and sanitary materials shall not be used. Sixteenth animal clinics should undertake the monitoring, safety protection, disinfection, isolation and animal epidemic report of the risk factors related to iatrogenic infection of animal diseases in medical activities. Seventeenth animal clinics shall carry out animal immunization work under the organization, guidance and supervision of the local people's government, and shall not engage in immunization and clinic activities of the national compulsory immunization plan without authorization.
