1982 graduated from the Department of Mathematics of Central University for Nationalities with a bachelor's degree in mathematics. 1982- 1985 teaches at Ganzi ethnic cadre school in Sichuan province.

1985- 1987 studied in the graduate class of socio-economic system engineering jointly organized by China and the United States in Shanghai Institute of Machinery.

From May 65438 to May 0987, he was engaged in social and economic research in Tibet and Tibetan areas at the Social and Economic Research Institute of China Tibetology Research Center.

In the process of presiding over this project, I boldly hired external talents to tackle key problems together by "borrowing brains". At the end of 2003, at the request of the Xizang Autonomous Region government, I presided over the newly established central key project "The Impact of Regional Cost Differences on Tibet's Economic and Social Development". At the same time, I also undertook the research work of a sub-topic of the national key topic "Study on Anti-poverty Strategy in Tibet".

After serving for five years, while presiding over and undertaking key scientific research projects, he has long insisted on going deep into farmers' homes, eating and living with farmers and herdsmen, and always paying attention to major practical problems in Tibet. Through in-depth investigation and scientific research, I also published some influential articles.

Li China's Frontier Report on Humanities (1999) commented on my article Solar Energy and the Sustainable Development of Tibet, which "represents the high-level research achievements in this field (the sustainable development of Tibet's economy)".

From June 5th to1October, 2002, the paper "Population, Resources, Labor Supply in Tibet and Population Policy in Xizang Autonomous Region" read at the Tibetan Studies Seminar held at Harvard University in the United States was well received by foreign counterparts attending the meeting. On the day of reading the paper, famous scholars from Harvard University and Columbia University invited me to be a visiting scholar in these universities.

In addition, some outstanding problems found in the field investigation in Tibet were reported to the state in the form of research reports and received positive responses.

In 2002, an article published in the first issue of Exploration of Tibet Affairs, "A journey of a thousand miles begins with a single step-increasing the income of Tibetan farmers and herdsmen can start with rubber shoes", was included in the "reference sample" of Xinhua News Agency for senior leaders' reference, and soon attracted the attention of six ministries and commissions of the country. The compilation mentioned in this paper has all been adopted by the state, which has solved the problem of wearing shoes for Tibetan farmers and herdsmen. This achievement won the first prize of scientific research achievement of Tibet Research Center in 2002.

Another internal reference report entitled "Relative Poverty in Farming and Pastoral Areas: Outstanding Problems in Tibet's Strong Development" was published in the second issue of Tibet Affairs Exploration, an internal publication of Tibet Research Center in 2002, which attracted the attention of the main leaders of the United Front Work Department of the Central Committee, presented it to the top leaders of the Central Committee, and subsequently attracted the attention of the main leaders of the Central Committee. General Secretary Hu Jintao and many other members of the Politburo Standing Committee gave instructions on this article. Some of these suggestions have been transformed into important policies and means to promote rural economic development and increase the income of farmers and herdsmen in Tibet under the instructions of the central authorities, and have done a practical thing for farmers and herdsmen in Tibet. This achievement won the first prize of scientific research achievement of Tibet Research Center in 2002.
