The document stipulates that ordinary high schools must enroll students in the prescribed areas. Public schools are not allowed to participate in the enrollment publicity of private schools in the name of "helping", "organizing groups" and "running schools jointly". Private schools are not allowed to enroll students in the name of public schools, and they are not allowed to transfer to public ordinary high schools after enrolling students in different places in the name of private schools.
Except for the independent test in advance issued by the official documents of the administrative department of education, no school may organize enrollment in advance before the junior high school level examination, or enroll students in advance in disguised form by means of pre-recorded classes, or deceive candidates into enrolling students in advance with false information.

Enrollment violations will be recorded in the reputation files of principals and teachers. If there are serious irregularities in the enrollment process of private schools, the education authorities will cut the enrollment plan for the next year. Districts and counties (cities) with illegal enrollment behaviors and ineffective supervision and rectification shall not be appraised in the annual assessment of educational objectives.
