In order to implement the Implementation Opinions of the State Council on Deepening the Reform of the Examination Enrollment System (Guo Fa [2014] No.35) and the Implementation Plan of the People's Government of Hebei Province on Deepening the Reform of the Examination Enrollment System (Ji (2016) No.5), To promote students' all-round development and healthy growth, these measures are formulated in accordance with the requirements of the Implementation Opinions of the Ministry of Education on the Examination of Academic Proficiency in Ordinary Senior High Schools (J.J. II [20 14] 10) and the Implementation Plan for the Reform of Examination Enrollment System in Ordinary Colleges and Universities in Hebei Province (J.J.F. (2019) No.2).

First, the nature of the examination.

Ordinary high school academic level examination (hereinafter referred to as academic level examination) is an examination organized and implemented by the provincial education administrative department according to the national ordinary high school curriculum standards and educational examination regulations, which mainly measures the degree to which students meet the learning requirements stipulated by the state and is an important system to ensure the quality of education and teaching. Examination results are an important basis for students to graduate and further their studies.

Second, the significance

The implementation of the academic proficiency test is conducive to promoting students to study each course carefully and avoiding serious partiality; It is helpful for schools to accurately grasp students' learning situation and improve teaching management; It is conducive to making a scientific evaluation of the education and teaching level of ordinary high schools and regional ordinary high schools, and promoting the improvement of education quality; It is conducive to the scientific selection of students suitable for school characteristics and professional requirements in colleges and universities, and promotes the effective connection between high school and college personnel training.

Third, the basic principles

Adhere to the comprehensive assessment, and every course prescribed by the state should be assessed to promote students to complete all kinds of courses prescribed by the state. Adhere to independent choice, create conditions to provide more choices for each student, and promote students' academic interest and personality development. Adhere to overall consideration, promote the improvement of teaching level in ordinary high schools, serve colleges and universities to select students, and reduce students' excessive academic burden and pressure.

Fourth, the examination subjects

All the subjects set in "Ordinary Senior High School Curriculum Plan" are included in the scope of academic level examination. Including: Chinese, mathematics, foreign languages, ideology and politics, history, geography, physics, chemistry, biology, information technology, general technology, sports and health, music, art 14 subjects. Academic proficiency tests are divided into qualified tests and selective tests. Only eight subjects, such as Chinese, mathematics, foreign languages, information technology, general technology, physical education and health, music and fine arts, passed the examination, and six subjects, such as ideological and political, history, geography, physics, chemistry and biology, passed the examination, and there were optional examinations. Candidates who take part in the unified college entrance examination can choose three subjects from six examination subjects, such as ideology and politics, history, geography, physics, chemistry and biology, according to the enrollment requirements of colleges and universities and their own majors.

Verb (abbreviation of verb) test method

Chinese, mathematics, foreign languages, ideology and politics, history, geography, physics, chemistry and biology are written by the unified organization of the whole province; Information technology adopts the network examination method organized by the whole province; Other subjects adopt provincial standards and are uniformly organized and implemented by districts and cities.

Ordinary high school students should apply for elective examination subjects on the basis of passing the corresponding qualification examination results. The full marks of the qualification examination and the elective examination are 100.

Sixth, the examination content

The academic level examination is based on the curriculum plan of ordinary high schools and the subject curriculum standards promulgated by the state. The scope of qualification examination is the compulsory content determined by the curriculum standards of various disciplines (the examination scope of students in grades 20 18 and 20 19 is the compulsory credit content of the curriculum standards of 2003 edition). The scope of the examination is the compulsory content and part of the elective content determined by the national curriculum standards. The experimental operation of related subjects and the content of foreign language listening are included in the examination proposition.

Seven, the examination object and time

Students in ordinary high schools have to take the academic proficiency test. Students and social workers from other high schools can also sign up.

The unified written qualification examination is organized twice a year, in May and 65438+February respectively, and each examination covers all examination subjects. The examination is organized once a year and arranged after the national unified college entrance examination in June. Ordinary high school students can only take one elective exam during their school days. The results of the selected exams are included in the total score of the candidates' college entrance examination, which is valid in that year.

Schools should disperse the subjects of three-year qualified examinations in senior high schools. In principle, there are four subjects in grade one, four subjects in grade two and six subjects in grade three. The time to take the qualification examination for the first time is not earlier than the end of the first semester of senior one (the time for students in grades 20 18 and 20 19 to take the qualification examination for the first time is not earlier than the end of the second semester of senior two, in principle, there are 8 subjects in senior one and 6 subjects in senior two); The qualification examination time for music, fine arts, physical education and health subjects is at the end of the last semester of senior three and April of the next semester; Qualification examinations for other subjects provide multiple examination opportunities.

Eight. Display and use of examination results

(1) Examination results display. In the qualification examination, four subjects, such as general technology, physical education and health, music and fine arts, scored "qualified" or "unqualified", while Chinese, mathematics, foreign languages, ideology and politics, history, geography, physics, chemistry, biology, information technology and other subjects 10 scored "A.B, c, D.E".

(2) Use of test scores. Passing the academic proficiency test is the main basis for ordinary high school students to graduate and recognize the equivalent academic ability of high school. It is necessary to provide students' academic proficiency test scores to enrollment institutions, and the specific requirements and methods of use shall be determined separately.

The administrative department of education shall guide the examination, teaching research and other relevant institutions, strengthen the analysis and research on the results of the academic level examination, do a good job in teaching feedback and guidance, and continuously improve the quality of teaching. No unit or individual may line up students according to their academic level test scores, and may not only take the test scores as the basis for evaluating schools and teachers.

Students transferred from our province to ordinary high schools in other provinces (autonomous regions and municipalities) shall be certified by the academic level examination institutions in our province; Students transferred from other provinces (autonomous regions and municipalities) to ordinary high schools in our province must hold the academic level examination results issued by the academic level examination institutions transferred to the provinces (autonomous regions and municipalities) and confirm the results at the academic level examination institutions in our province. The scores of elective subjects used for college enrollment must be retaken in the academic level examination in our province.

Nine. Organizational guarantee

(1) Strengthen organizational leadership. The Provincial Department of Education conducts unified management of the academic level examination in our province, and is responsible for policy formulation, work guidance and overall coordination. Provincial academic level examination departments should ensure that the proposition, marking, examination funds and staffing. The education administrative departments of districts and cities should clarify the division of responsibilities of all relevant departments and strengthen coordination and cooperation. It is necessary to ensure the funding and staffing required for the examination. The education administrative department of a city divided into districts shall report to the local people's government, coordinate with relevant departments such as finance, public security, transportation, electric power, communication, and internet communication, and create a good environment for the smooth implementation of the academic proficiency test.

(2) ensure the quality of the proposition. At the provincial level, establish the qualification standards and expert database of proposers, and strengthen the training of proposers. Establish and gradually improve the examination question bank of academic level examination, and effectively improve the scientific and professional level of proposition.

(3) Strict examination management. Coordinate the allocation of educational examination resources, set up examination sites and examination rooms in accordance with the standards and requirements of national educational examinations, standardize the layout of examination rooms, implement procedures, and strictly supervise examinations. Unified marking (assessment) procedures, standards and methods to ensure accurate scoring. The examination of general technology, music, art, physical education and health should be standardized and strictly controlled to ensure that it does not become a mere formality. Strengthen security and confidentiality, establish and improve a clean government mechanism, seriously review work style and discipline, and establish a responsibility system and accountability system. Violations such as * * shall be dealt with in strict accordance with the Criminal Law of People's Republic of China (PRC), Measures for Handling Violations in National Education Examinations and other laws and relevant regulations, and the violations and handling results shall be recorded in the electronic files of candidates.

To establish a research system of academic level examination, educational examination institutions and educational research institutions should give full play to their respective advantages, cooperate with each other, share information resources of academic level examination, actively carry out analysis and research on examination functions, examination methods, examination paper evaluation and application of examination data, and give full play to the measurement, feedback and evaluation functions of academic level examination.

(5) Strengthen teaching management. Strict implementation of ordinary senior high school curriculum plan, reasonable arrangement of teaching progress, it is strictly forbidden to shorten the course teaching time, and offer courses such as comprehensive practical activities, information technology, general technology, music, art, physical education and health. After students complete the required content and take the qualification examination, the school should offer corresponding elective courses for students in need to choose to study. Ordinary senior high schools should assess the completion of students' comprehensive practical activity courses to ensure the completion of compulsory credits. It is necessary to strengthen student development guidance. Adjust the teaching organization to meet the needs of students' learning choices, and implement class teaching. Strengthen the training of principals and teachers, change the concept of talent training and innovate the mode of talent training. Strengthen the guarantee of facilities, equipment and teachers to meet the teaching needs. Educational administrative departments and educational supervision institutions should regularly conduct teaching inspection and supervision, and the Provincial Department of Education will regularly evaluate and monitor the curriculum implementation and teaching quality of ordinary high schools around the country.

This method has been implemented since the ordinary high school freshmen who entered school in the autumn of 20 18. Students from ethnic classes in the Mainland, students from special education schools (including students in regular classes), students from Hong Kong, Macao and Taiwan and foreign students shall refer to the implementation.
