Liu Xinmin graduated from the Mathematics Department of Shandong Normal University with a master's degree in basic mathematics and a doctorate in management science and engineering from the School of Management of Xi Jiaotong University. He used to be an associate professor and professor at Qingdao University of Science and Technology (formerly Qingdao Institute of Chemical Technology), deputy director of personnel department and director of student affairs office. From 2003. 12 to present, he has served as the Standing Committee Member and Vice President of the Party Committee of Shandong University of Science and Technology. He is also a member of the Standing Committee of Shandong Youth Federation and the leading group of "653 Project" in the national coal industry.

Professor Liu Xinmin has been engaged in the research of entrepreneur theory, enterprise innovation theory, strategic management theory, non-profit organization management and applied mathematics for a long time, presided over more than 20 provincial and ministerial scientific research projects, and published more than 60 papers on mathematics and management.
