In the seat allocation model, the proportional allocation method has great defects. D'Hondt method can't solve the problem of unfair size, and Q-value method can't solve the problem of "allocation qualification". Based on this, the concept of "allocation qualification" is put forward, and the seat allocation model of D'Hondt+Q value method is established by combining D' Hondt method with Q value method. The example shows that the allocation model makes the seat allocation more reasonable.

Abstract: Through the study of the seat allocation model, it is found that there are some defects in the proportional allocation method. D'Hondt can't solve the problem of inequality and Q value can't solve the problem of "allocation qualification". On this basis, the concept of "distribution qualification" is put forward. Combining these two methods, a D'Hondt -Q-valued seat model is established. The case study shows that it is reasonable to use this model to allocate seats.
