The "Opinions" put forward that to establish a qualification system for examination proposers, proposers should be familiar with the curriculum standards, teaching materials, teaching practice and school enrollment requirements of primary and secondary schools, and give full play to the role of curriculum standard setters in the proposition of the college entrance examination.

At the same time, students' physical education class and art learning should be included in the examination enrollment and evaluation system, so as to promote the improvement of students' physical and mental health and aesthetic quality, and guide the transformation of education and teaching evaluation from simply examining students' basic knowledge and skills to examining students' comprehensive quality.
