This is the goal set by the State Council to promote triple play, to establish a new market subject for cable TV networks to participate in triple play, and to upgrade the national cable TV networks to promote the integration of cable TV networks scattered all over the country. However, due to the slow integration process of provincial radio and television network (60083 1, Guba), the establishment of the State Grid has been hindered. In the past, some people thought that triple play was that one network unified other networks, which was incorrect. There is a view in the industry that State Grid will become the fourth largest telecom operator in China. Because it has the right to broadcast and control the content of radio and television and a unified national network, it can also become the first comprehensive operator in China that can provide data (transmission)+content. The newly established State Grid can break the telecom monopoly and promote market competition by participating in the operator competition. However, the best way to build triple play in China is not to ask one company to provide all services, but to enter in two directions on the basis of existing resources to jointly provide services, expand the market of triple play, and realize the transformation of China from an information power to a real information power. In fact, the national grid can be established at any time. However, what can be done and how to do it after its establishment need deep thinking. When a new company is established, the first problems to be solved include financing, construction, operation and how to compete with other companies. At present, the total assets of the national cable network are about 654.38+05 billion yuan and the net assets are more than 70 billion yuan. If the assets of listed companies are added, the total assets of cable network will be about 654.38+080 billion yuan. Compared with the three major operators, the assets of State Grid Corporation of China are only 4.5 billion, which obviously cannot complete the integration of local radio and television companies, and it is far from enough to form the fourth largest operator in China. Why is the national grid difficult to deliver? From the initial proposal to the drafting of the plan, the plan has not been approved. The dystocia of the State Grid is not only affected by the reform of ministries and commissions, but also by the merger of the State Administration of Radio, Film and Television. Three other reasons are worthy of attention. First, it is difficult to integrate radio and television networks between provinces and cities. According to the outline of National Cable Network Corporation, Radio and Television will start a separate backup network different from the existing Internet to control broadband export. However, from the investment point of view, the construction investment of the project will be huge, and it is necessary to interconnect the existing radio and television networks in various provinces and cities across the country. However, the integration standard of physical network is not uniform, which is considered as a big obstacle. At present, the cable TV network is divided into four levels, which varies greatly from province to province. The integration between provinces is relatively independent, and the standards are different. In order to form a national network, it is necessary to have the same access standards for backbone networks in all provinces, so as to realize interconnection. The current integration basically does not involve this level. If it meets the national standard of wired network, not only the existing network but also some local networks need to be transformed. Such a project is equivalent to rebuilding a network. Such a large-scale investment not only leads to the repeated construction of the network, but also does not meet the purpose of triple play in China. Second, the asset structure of radio and television network is complex and it is difficult to integrate. According to the Opinions on Accelerating the Development of Radio and Television Cable Networks issued by the State Administration of Radio, Film and Television in 2009, all provinces must complete the provincial network integration before the end of 20 10, but the fact is that the current provincial network integration is not ideal. Especially in recent one or two years, a few cable TV network operators including gehuayouxian (600037, Share Bar), China Digital Group, Radio and Television Media (0009 17, Share Bar) and Tianwei Video (002238, Share Bar) have completed cross-regional integration. But the investor structure of these wired assets is different. How to collect assets from these listed companies will be a great integration difficulty at present and in the future. Third, the ownership of the State Grid is unknown. The ownership of the national grid also makes it easy to draft its formation plan. The original plan was to set up a state-owned enterprise department at the deputy ministerial level, which was later replaced by a large-scale state-owned cultural enterprise plan managed by SASAC in the State Council, and operated purely as a company. Finally, the State Administration of Radio, Film and Television is responsible for the establishment and management on its behalf. However, at present, after the merger of SARFT and General Administration of Press and Publication, ownership management and whether it is necessary to reorganize will become a new topic. Among them, IPTV is regarded as a key business by radio and television and telecommunications, and all of them are involved. However, because both sides are sticking to their positions and refusing to let go of their core business, IPTV has been stagnant despite various models and pilots, and users expect telecom IPTV and radio and television cable TV to provide rich and colorful program content through competition. According to the overall promotion plan of triple play, from 20 10 to 20 12, broadcasting and telecommunications services entered the pilot stage in both directions. At the same time, cable TV network operators in relevant pilot cities can apply for some basic telecommunications services, value-added telecommunications services and basic telecommunications services managed by value-added telecommunications services. Telecom operators can cross IPTV transmission and mobile TV distribution services. Judging from the current progress, neither side has liberalized its core business, and the progress is slow. At the same time, radio and television are mainly keen on IPTV broadcast control platform and developing the next generation radio and television network NGB. Telecom is also making every effort to develop FTTH and expand its advantages in network hardware. It should be said that both sides are doing business around their own advantages. The basic way of triple play is cooperation rather than competition. The integration of the three networks should strengthen the healthy competition between the two industries, help the two departments learn from each other and promote the virtuous circle of the market. In the process of triple play, the two departments should give priority to cooperation, abandon differences and give full play to the advantages of different networks, so that you have me and I have you, instead of grabbing territory with competitive thinking.
