The first is to improve the academic level examination system of ordinary high schools.

1, which defines the type and basis of the exam. Academic proficiency tests are divided into qualified tests and selective tests. The results of qualification examination are the main basis for ordinary senior high school students to graduate and identify the equivalent academic ability of senior high school, and also one of the basis for the enrollment of classified examinations in higher vocational colleges. Examination results are an important basis for colleges and universities to enroll unified college entrance examination candidates.

2, clear test objects and subjects. Students in ordinary high schools should take the qualification examination, and students from other schools and social workers in high school education can also take the qualification examination. The qualified examination subjects include 14 subjects set by the national ordinary high school curriculum plan. The elective subjects include six subjects, including ideology and politics, history, geography, physics, chemistry and biology.

Second, improve the comprehensive quality evaluation system of ordinary senior high school students.

The "Implementation Plan" puts forward clear requirements for further standardizing the comprehensive quality evaluation of ordinary senior high school students, mainly including five aspects: ideological and moral character, academic level, physical and mental health, artistic accomplishment, labor and social practice. Relying on the electronic platform, ordinary senior high schools objectively and fairly record students' comprehensive quality development and personality traits, providing reference for college enrollment.

Third, deepen the reform of college entrance examination.

1, clearly unify the college entrance examination subjects. Our province implements the "3+ 1+2" model, and "3" means unifying college entrance examination subjects: Chinese, mathematics and foreign languages. "1" and "2" are optional subjects, where "1" refers to the optional subject of 1 selected from physics or history subjects, and "2" refers to the selection of two re-examination subjects from ideological politics, geography, chemistry and biology.

2. Make clear the total score of candidates. The total score of candidates consists of three unified college entrance examination results and three ordinary high school academic level selection test results, with a full score of 750 points.

3. Clear enrollment methods. Since 2025, in addition to early batches, it will be admitted in two batches: undergraduate and specialist. The enrollment of ordinary colleges and universities is divided into enrollment plans, underlined and filed separately according to the combination of physics subjects and history subjects, and parallel volunteer adopts the mode of "professional group of colleges and universities".

Fourth, further improve the enrollment of classified examinations in higher vocational colleges.

The examination enrollment of higher vocational colleges is relatively separated from that of ordinary colleges, and the evaluation method of "cultural quality+vocational skills" is implemented. Clarify the evaluation and admission methods of ordinary high school graduates, secondary vocational school graduates and high school social workers with the same educational level, improve the training mode of connecting secondary vocational education with higher vocational education for recruiting five-year junior high school graduates, and build a modern vocational education system connecting secondary vocational education with specialist vocational education.
