2 out of 9 people, * * * has the possibility of 8+7+ ... +2+ 1 = 36;

Two people of the same age may be 10 years old: there are 1 cases.

1 1 year: 2+ 1=3 cases.

12 years old: there are 3+2+ 1=6 cases.

So the probability is (1+3+6)/36=5/ 18.
