Chapter I General Principles

Article 1 In order to ensure the normal issuance of Shenzhen Cai Feng computer welfare lottery (hereinafter referred to as Shenzhen Cai Feng) and safeguard the legitimate rights and interests of bettors, these underwriting rules are formulated according to the Trial Rules for Cai Feng Series Computer China Welfare Lottery issued by China Welfare Lottery Distribution Center.

Article 2 Shenzhen Cai Feng computer welfare lottery is issued and sold by computer network system. Authorized by China Welfare Lottery Distribution Center, Shenzhen Welfare Lottery Distribution Center underwrites within its jurisdiction.

Article 3 Shenzhen Welfare Lottery Distribution Center shall establish a sales system according to the unified requirements of China Welfare Lottery Distribution Center, run the software approved by China Welfare Lottery Distribution Center, accept the unified supervision of China Welfare Lottery Distribution Center, and manage and sell according to the standards formulated by China Welfare Lottery Distribution Center.

Article 4 All bettors are deemed to agree and abide by these rules.

Chapter II Injection

Article 5 Shenzhen style is played in combination, that is, seven of the 35 Shenzhen style patterns (each pattern is represented by a numerical number) are selected for betting, and the combination of a group of seven pattern numbers is called a bet.

Article 6. Shenzhen style will be on sale as scheduled, each 2 yuan, once a week. The sales cycle number is defined by the drawing date and arranged according to the calendar year.

Article 7 Shenzhen Welfare Lottery Distribution Center shall set up betting stations in Shenzhen area and issue sales licenses. Betting stations are built according to unified standards, display sales licenses and accept social supervision.

Article 8 A bettor may place a bet at any betting station set up by Shenzhen Welfare Lottery Distribution Center. The betting number can be randomly generated by the betting machine, or the combination number selected by the player can be determined by inputting the betting slip into the betting machine.

Article 9 The betting machine confirms the betting number, prints the winning certificate and submits it to the bettor for preservation. This award certificate is the style of Shenzhen.

Article 10 The Shenzhen-style betting slip is printed with the number array that can be recognized by the betting machine as the number to be selected, and the betting instructions are printed on the back. The betting slip is designed and supervised by China Welfare Lottery Distribution Center.

Article 11 A bettor may make a bet by telephone. When placing a telephone bet, follow the telephone betting procedure, and the winning number reported by voice is confirmed by the ticket purchaser, which constitutes an effective bet (no ticket recorded by the computer). The bettor can inquire about the record of the purchase prize number by telephone or fax.

Article 12 Shenzhen-style betting methods are divided into current betting or multi-period betting, single betting, double betting or base combination betting.

Article 13 Shenzhen-style multiple betting refers to selecting at least 8 numbers and at most 15 numbers from 35 types for multiple betting.

Article 14 Shenzhen-style base combination betting is to select at least 1 and at most 6 numbers from 35 style numbers as the base of each bet, and then select other different numbers to combine into betting numbers for base combination betting. The maximum amount of betting shall not exceed the maximum amount of double betting.

Fifteenth minors are not allowed to participate in betting.

Chapter III Capital

Article 16 The total amount of lottery sales in Shenzhen is called lottery funds, which consists of bonuses, welfare expenses and distribution expenses. The distribution principle is as follows: the bonus accounts for 55% of the lottery funds (including: the current bonus accounts for 52% of the lottery funds; Reserved bonus accounts for 3% of lottery funds), welfare funds account for 30% of lottery funds, and distribution expenses account for 15% of lottery funds.

Article 17 Within 3 days after each lottery, Shenzhen Style will hand over the required funds to China Welfare Lottery Distribution Center.

Chapter IV Establishment of Awards

Eighteenth bonuses are divided into two parts: reserve bonus and current bonus. Among them, the reserved bonus enters the prize pool fund, and the current bonus is used for the current bonus.

Article 19 A prize pool fund shall be established for Shenzhen Culture and Sports. The prize pool fund is used to accumulate high bonuses, set up special prizes, adjust the bonus structure, and pay bonus losses caused by unexpected reasons such as force majeure.

Twentieth prize pool funds are composed of retained prizes, abandoned prizes, unsuccessful prizes and the balance after the single-note bonus is capped.

Twenty-first prize pool fund balance once every six months to the public, accept social supervision.

Article 22 There are 8 prizes for the current Shenzhen Style Award, with the first, second and third prizes as high prizes and the fourth, fifth, sixth, seventh and eighth prizes as low prizes. The low prize is fixed. The balance of the current bonus after deducting the total bonus such as the current low prize is the total bonus such as the current high prize, and the prize amount of each prize is as follows: First prize: the prize amount is 70% of the total prize such as the high prize; Second prize: the bonus amount is 65438+ 05% of the total bonus; Third prize: the bonus amount is 65438+ 05% of the total bonus; Fourth prize: the single-note bonus amount is fixed as 300 yuan; Fifth prize: the single-note bonus amount is fixed as 50 yuan; Sixth prize: the single-note bonus amount is fixed as 20 yuan; Seventh prize: the single-note bonus amount is fixed at 10 yuan. Eighth prize: the single-note bonus amount is fixed at 2 yuan.

Twenty-third high bonuses and other bonuses are not capped, and the maximum amount of single-note bonuses is 5 million yuan. The excess will be included in the first prize of the next prize pool fund.

Twenty-fourth when the current high prize is not won, all the prizes will enter the prize pool fund and be included in the next first prize.

Twenty-fifth when the single-note bonus amount of the current grand prize does not reach the cap limit, it should be at least twice the single-note bonus amount of the next grand prize, and the insufficient part should be made up by the prize pool fund.

Twenty-sixth current first prize accumulated to more than 20 million yuan did not win, 50% of the accumulated prize money will be included in the next first prize pool fund, and the other 50% will be used to increase the remaining high prize money in the current period. The specific settings are as follows:

For the second prize, 50% of the accumulated prize amount of the first prize in the current period is allocated to the second prize, and the single-note bonus amount does not exceed 5 million yuan. If there is any balance in the bonus allocated according to the actual winning bet, it will be transferred to the prize pool fund and included in the next first prize.

If only the third prize is won, 50% of the accumulated amount of the first prize and the second prize in the current period will be allocated to the third prize, and the single-note bonus amount will not exceed 5 million yuan. If there is any bonus balance after allocation according to the actual winning bets, it will be transferred to the prize pool fund and included in the next first prize.

Twenty-seventh according to the lottery market to set up a grand prize, the grand prize single note bonus amount shall not exceed 5 million yuan. The setting of the grand prize shall be stipulated by Shenzhen Welfare Lottery Distribution Center and announced in advance before the current sales.

Chapter V Bid Opening

The winning number consists of a basic number and a special number, and is shaken out by a special lottery machine designated by China Welfare Lottery Distribution Center. There are 35 numbered balls marked with numbers (0 1-35) in the special lottery machine, representing 35 elegant patterns. During the lottery, eight numbered balls are shaken out successively, the numbers on the first seven numbered balls are basic numbers, and the numbers on the last 1 numbered balls are special numbers. Please refer to the "Shenzhen Style Computer Welfare Lottery Yaohao Measures" for the lottery procedures.

Thirtieth all betting data must be summarized by the computer welfare lottery data center before the lottery, and input into the erasable CD-ROM, sealed for future reference. The valid betting data of the current period shall be subject to the data recorded on the CD.

Article 31 After the winning number is shaken out, the computer welfare lottery data center will immediately process the lottery data, retrieve the winning bets of each prize in the current period, calculate the prize amounts of each prize, and announce the lottery results after confirming that the data involved in lottery processing are completely consistent with the effective bet data recorded on the CD.

Article 32 The current total sales amount, winning number, winning bet amount and prize amount of various prizes shall be announced to the public in a timely manner through the news media, and the lottery announcement shall be posted at the betting station.

Chapter VI Awards

Article 33 According to the number (in no particular order) that the Shenzhen-style betting number held by the bettor matches the winning number, the corresponding winning qualification is determined: first prize: the single betting number matches all seven basic numbers in the winning number (in no particular order, the same below); Second prize: the single note number matches any 6 basic numbers and special numbers in the winning number; Third prize: the single note number matches any 6 basic numbers in the winning number; Fourth prize: the single note number matches any five basic numbers and special numbers in the winning number; Fifth prize: the single note number matches any five basic numbers in the winning number; Sixth prize: the single note number matches any four basic numbers and special numbers in the winning number; Seventh prize: the single note number matches any four basic numbers in the winning number; Eighth prize: the single note number matches any three basic numbers and special numbers in the winning number.

Thirty-fourth winners of high bonuses and other bonuses shall be divided equally according to the winning bets of each bonus and other bonuses; Winners with low bonuses receive bonuses according to the fixed amount of each award.

Article 35 Each betting number in the current period has only one chance to win the prize, and you can't have both.

Chapter VII Cash of Prizes

Article 36 Shenzhen style redemption is valid in the current period. The winning lottery ticket is a redemption voucher, which is verified by the original data recorded by the betting system. If the winning lottery ticket cannot be correctly identified due to defacement, damage or other reasons, it cannot be redeemed.

Article 37 The day after each lottery is the redemption period. Those who fail to receive the prize within the time limit will be deemed to have abandoned the prize, and their prize money will enter the prize pool fund.

Article 38 The winners of the first prize and the second prize must declare the winning grade, the name, address and ID number of the ticket holder by telephone, telegram, fax or face-to-face with the distribution center within 48 hours after the lottery (telephone bettors must declare the telephone betting card number).

Thirty-ninth winners, if they win the grand prize, must hold the winning lottery ticket and their valid identity documents and go through the redemption registration at the place designated by the underwriting institution within the redemption period. The high bonus of more than 2 million yuan will be paid in installments, and the bonus will be distributed within three months.

Fortieth the winner of the middle and low prize will present the winning lottery ticket to the betting station where the lottery ticket was originally purchased.

Article 41 The winner of 1 10,000 yuan or more shall pay personal income tax according to law, which shall be withheld and remitted by Shenzhen Welfare Lottery Distribution Center according to law.

Forty-second distribution centers have the right to check the winning vouchers and valid identity documents of the winners, and the winners should cooperate. Anyone who forges or alters the winning lottery ticket or impersonates the prize money shall be sent to judicial organs for legal responsibility.

Article 43 If the winner dies within the validity period of the prize money, the prize money shall be redeemed by his legal heir.

Chapter VIII Director-General

Forty-fourth Shenzhen style distribution and sales activities should follow the principles of openness, fairness and justice, and accept social supervision.

Article 45 The financial and tax management of Shenzhen Stock Exchange sales shall be subject to the supervision of the state finance, taxation and auditing departments.

Chapter IX Supplementary Provisions

Article 46 The Shenzhen Welfare Lottery Distribution Center shall be responsible for the interpretation of these Rules.

Article 47 These Rules shall come into force as of the date of promulgation.
