The agency of the Municipal People's Government with administrative functions shall be responsible for the relevant work in the management area according to the authorization. Article 5 The public security organs shall be responsible for the management of the application, acceptance, production, issuance, renewal, replacement and endorsement of residence permits.
The relevant departments of the municipal and district (city) county people's governments shall, in accordance with their respective responsibilities, do a good job in the protection, service and management of the rights and interests of residence permit holders.
Neighborhood (village) committees, employers, schools and lessors shall assist in accepting and issuing residence permits. Article 6 The relevant departments of the municipal, district (city) and county people's governments shall establish and improve the population information database, classify and integrate information on labor and employment, social security, real estate, industry and commerce, credit, health and family planning, strengthen exchanges with education, civil affairs, justice and other departments, realize the information sharing of residence permit holders among departments, cities, districts (cities) and counties, promote the transfer and connection system of social insurance and housing provident fund, and realize the following contents. Article 7 The citizens specified in Article 2 of these Measures shall, within seven days from the date of arrival at their current residence, report to the public security (frontier) police station of their current residence for temporary residence registration with their resident identity cards and proof of residence address.
The proof of domicile and address mentioned in the preceding paragraph includes the house lease contract, the house property certificate, the house purchase contract, and the accommodation certificate issued by the employer and the school. Article 8 The public security (frontier defense) police station shall collect the applicant's name, gender, nationality, education level, recent bareheaded photos, ID number, household registration address, birth address, current residence address, contact information, marital status, employment status, unit, children living together and other information. Article 9 Citizens specified in Article 2 of these Measures who meet the following conditions may apply to the local public security (frontier defense) police station or community service agencies entrusted by public security organs for residence permits:
(1) Having lived in this city and registered for temporary residence for half a year;
(2) meeting one of the conditions of legally stable employment, legally stable residence and continuous study.
For those who meet the conditions for applying for a residence permit, the public security organ shall make and issue a residence permit within fifteen days from the date of acceptance; In remote areas, inaccessible areas or due to special circumstances, the time limit for making and issuing the system may be extended by fifteen days. Article 10 Where the residence address of a residence permit holder changes, it shall go to the local public security (frontier) police station for the change of residence address within seven days from the date of change. After examination, the public security organ shall change the information for it.
If the holder of the residence permit finds that the information specified in the residence permit is wrong, he may apply to the local public security (frontier) police station for correction with relevant supporting materials. If there is any mistake after verification, the public security organ shall correct it, make and issue a new residence permit, and recover the original certificate at the same time. Article 11 The residence permit shall be endorsed once a year. If the holder of the residence permit lives continuously in his place of residence, he shall apply for an endorsement to the local public security (frontier defense) police station or the community service agency entrusted by the public security organ one month before each year of residence.
If the endorsement formalities are not completed within the time limit, the use function of residence permit will be suspended; If the endorsement formalities are completed, the use function of the residence permit will be restored, and the residence period of the residence permit holder will be continuously calculated from the date of the endorsement formalities. Twelfth in the process of temporary residence registration, application for residence permit, residence permit endorsement, change of residence address, the applicant shall be responsible for the authenticity and legality of the submitted materials. Thirteenth minors under the age of sixteen, the elderly and the disabled. Their guardians or close relatives can apply for temporary residence registration, apply for residence permit, apply for residence permit endorsement and change their residence address.
If the guardian or close relative handles it on his behalf, he shall provide the legal and valid identity documents of the applicant and agent, as well as the proof materials of guardianship and entrustment relationship. Fourteenth city and district (city) county people's government and its relevant departments shall provide the following basic public services for residence permit holders:
(a) basic public employment services, apply for employment and entrepreneurship certificates, apply for employment and unemployment registration, participate in social insurance, and enjoy relevant social security benefits;
(two) children living with * * * can participate in compulsory education, high school education, senior high school entrance examination and college entrance examination in our city according to regulations;
(3) Basic public health services and family planning services;
(4) Public cultural and sports services;
(five) in accordance with the relevant policies to apply for affordable housing, deposit, withdrawal and use of housing provident fund;
(six) to participate in the community organizations in the place of residence according to law and participate in the management of relevant social affairs;
(seven) apply for mediation of disputes, legal aid and other legal services;
(eight) other basic public services stipulated by the state, province and city.
