Developing modern agriculture needs to cultivate new professional farmers. China is in a critical period of transformation from traditional agriculture to modern agriculture. A large number of advanced agricultural science and technology, efficient agricultural facilities and equipment, and modern management concepts are increasingly introduced into various fields of agricultural production, and high-quality professional farmers are urgently needed. However, in the long-term urban-rural dual structure, farmers are a group with low income and poor quality living in rural areas, and they are the "identity" and "appellation" of poverty, rather than a rich, dignified and secure occupation. In the process of industrialization and urbanization, farmers discovered overnight that "farmers" can go to cities to earn money, especially young farmers have completely given up farming in rural areas. Although they can't take root in cities, they will go back to the countryside to farm unless they are too old to work. In addition, college students who go out from the countryside, even those who graduated from agricultural colleges, are even more reluctant to return to work in the countryside. If we don't prepare early and deal with it in time, the countryside will be in an aging society for a long time, and the question of "who will plant the land in the future" is by no means alarmist. Therefore, we must plan ahead and really carry out a series of institutional arrangements and policy follow-up. On the one hand, we should guide outstanding talents into rural areas, on the other hand, we should vigorously develop farmers' education and training and cultivate new professional farmers.
For new professional farmers, we should increase policy support. There should be a strong signal to let them have dignity, gain income, diversify and plant good fields. It is necessary to guide the improvement of farmers' professionalism through large-scale planting subsidies, infrastructure investment and support for socialized services. We must change from subsidizing production to subsidizing "professional farmers" in policy, establish a "new professional farmer qualification system" in system, and scientifically set the qualification threshold for "new professional farmers".
Cultivating new professional farmers needs to vigorously develop farmers' education and training. New professional farmers need education and training, which can accelerate the growth of new professional farmers. To cultivate new professional farmers, we must carry out targeted education and training according to the needs of different levels. First, to meet the needs of agricultural production and farmers' science, technology and culture, focusing on agricultural practical technology, extensive popularization training was carried out. Make full use of radio, television, internet and other media means to edit new varieties, new technologies, new information, the party's policy of strengthening agriculture and enriching the people and the healthy entertainment culture that farmers love into media teaching resources and send them to thousands of households and fields; Organize experts, professors, agricultural extension workers and training teachers to integrate and simplify the key technologies of key farming hours and key production links, edit them into exquisite and easy-to-understand papers, and comprehensively use on-site training, centralized lectures, on-site guidance and field consultation to publicize and popularize advanced agricultural practical technologies, improve the overall quality of farmers, and continuously improve the knowledge and ability of professional farmers over time. Second, relying on farmers' training and agricultural projects, focusing on large-scale, intensive, specialized and standardized production technologies, as well as knowledge and skills in agricultural production, management and marketing. , to the young and middle-aged farmers and previous graduates free of charge to carry out systematic vocational skills training, so that they can obtain vocational skills appraisal certificate or green certificate. Carry out entrepreneurship training for farmers with a certain industrial base, high education level and entrepreneurial aspirations, and help them to enhance their entrepreneurial awareness, master entrepreneurial skills and improve their entrepreneurial ability through systematic technical guidance, policy support and follow-up services, and continuously develop and expand new professional farmers. Third, vigorously promote teachers to go to the countryside, take various forms such as running classes in villages, work-study programs, etc., change students from going to school to sending them to teach, and attract farmers who stay in rural areas, especially village cadres, brokers, large breeders and rural youth, to receive formal and systematic vocational education at their doorsteps.
