Briefly describe the steps of formulating personnel training and development strategy.
A: (1) Determine the overall goal and development strategy of personnel training. The overall goal of personnel training and development is determined according to the development strategic goal of the organization, the present situation and requirements of personnel training and development, and the existing ability and quality ability of personnel.

(2) Determine the sub-goals at all levels. After the overall goal of talent training and development strategy is determined, it needs to be decomposed into subsidiaries, departments and individuals.
