3 the county party and government organs at all levels, enterprises and institutions held meetings and training, non contraindications and unvaccinated personnel shall not participate in principle.

4 all kinds of industrial and trade enterprises, self-employed households, stores along the street and other service industry directors or operators shall bear the main responsibility of the employees who should take over. For those who are not suitable to take over, the territorial and industrial departments should be included in the key population of epidemic prevention and control for service management.

5. Strictly implement the "four-party responsibility" of territories, industry authorities, business owners and individuals, and seriously investigate the responsibility for COVID-19 infection caused by COVID-19 vaccine.
