Provisions of Guiyang Municipality on Vocational Education (20 1 1 Revision)
Article 1 In order to implement the strategy of rejuvenating the city through science and education and promote the reform and development of vocational education, these Provisions are formulated in accordance with the provisions of the Vocational Education Law of People's Republic of China (PRC) and other relevant laws and regulations, combined with the actual situation of this Municipality. Article 2 These Provisions shall apply to all kinds of vocational school education and various forms of vocational training in this Municipality. Where laws and regulations provide otherwise, such provisions shall prevail. Article 3 People's governments at all levels shall strengthen leadership, overall coordination, supervision and evaluation of vocational education. Incorporate the development of vocational education into the national economic and social development plan, and establish a vocational education system in which vocational school education and vocational training are carried out simultaneously, and other education communicate with each other and develop in a coordinated way.

The education administrative departments of the people's governments at or above the county level shall be responsible for the overall planning, comprehensive coordination and macro-management of vocational education within their respective administrative areas, and supervise and inspect the implementation of vocational education laws and regulations. Article 4 Vocational education must adhere to the socialist orientation and cultivate professional and technical personnel, managers, skilled workers and other employees at all levels with professional ethics, professional skills, certain professional theoretical knowledge, strong practical work ability and adaptability to occupational changes. Article 5 The administrative departments of education, labor and social security and other relevant departments shall be responsible for relevant vocational education according to their duties:

(a) the administrative department of education is responsible for vocational education within the scope of academic education, jointly with relevant departments to formulate vocational education development plans and annual plans, manage, supervise and evaluate vocational schools and vocational training institutions, and guide the construction of backbone demonstration vocational schools;

(two) the administrative department of labor and social security is responsible for the implementation of the labor reserve system and vocational training, and manages, supervises and evaluates the technical schools, vocational and technical schools and vocational training institutions with non-academic education organized by enterprises;

(three) other administrative departments, industries, enterprises and institutions are responsible for the vocational training and assessment of on-the-job employees, and bear the vocational education expenses of on-the-job employees of their own units;

(four) the financial department is responsible for ensuring the financial funds for vocational education and participating in the management and supervision. Article 6 Units, individuals and other social forces are encouraged to establish or jointly establish vocational schools and vocational training institutions; Encourage overseas organizations and individuals to cooperate with this Municipality to set up vocational schools or vocational training institutions in accordance with relevant state regulations.

Vocational education should form a scale through merger, joint operation and transfer, protect existing educational resources and realize the sharing of educational resources. Article 7 The establishment, alteration and termination of a vocational school shall be carried out in accordance with the relevant provisions of the state. Article 8 The establishment, alteration and termination of vocational training institutions and secondary vocational and technical schools shall be examined and approved by the administrative departments of education, labor and social security according to their management authority. Article 9 Vocational education allows students to complete their studies in stages.

Students in ordinary middle schools can transfer to vocational schools; Students from vocational schools can transfer to ordinary middle schools.

Support and encourage vocational school students to participate in adult higher education self-study exams; Support and encourage graduates to take the entrance examination for higher vocational education. Tenth rural vocational education should be combined with the comprehensive development of local agriculture, technology promotion and farmers' poverty alleviation, and take various forms to run schools and train all kinds of applicable talents to serve agricultural industrialization. Eleventh people's governments at all levels should support the vocational education of ethnic minorities and disabled people in terms of funds, teachers, enrollment, infrastructure and equipment.

Vocational schools and vocational training institutions should recruit minority students, and schools with conditions can offer ethnic vocational classes.

Vocational schools for the blind and deaf should improve the conditions for running schools and develop vocational education for the disabled. Twelfth vocational school students, after the expiration of the school examination, by the administrative department of education or the administrative department of labor and social security after verification, issued an academic certificate; Students majoring in mechanics, who have passed the appraisal by professional skill appraisal institutions, shall be issued with professional qualification certificates by the administrative department of labor and social security; Students who receive vocational training shall pass the examination of vocational schools or vocational training institutions and be issued with training certificates in accordance with the regulations.

Education certificate, training certificate and vocational qualification certificate are the certificates for graduates from vocational schools and vocational training institutions to take part in the work and enjoy the corresponding treatment. Thirteenth teachers engaged in vocational education must have the required qualifications. Vocational schools and vocational training institutions shall arrange vocational education teachers for further study in a planned way.

Vocational schools and vocational training institutions employ professional and technical personnel, personnel with special skills and teachers from other educational institutions as part-time teachers, and the relevant units shall provide support and convenience.

Vocational schools and vocational training institutions shall implement the qualification evaluation system for teachers and other professional and technical positions, and the relevant departments shall give preferential treatment to double-qualified teachers in their work and life. Article 14 Education administrative departments and relevant departments shall strengthen the construction of vocational education science, teaching research and teaching materials, use modern teaching methods, inject advanced and applicable science and technology into teaching in time, strictly train skills, strengthen practical teaching links and practical ability training, and enhance students' adaptability.
