9. 1.2 When the transportation route from the production area to the general warehouse area passes through the external highway of the enterprise, the transportation route shall be jointly determined by the enterprise and the local traffic safety management department and shall not be changed at will.

9. 1.3 The transportation road from the production area to the general warehouse area shall be solid, with smooth road surface and stable slope, and necessary traffic signs shall be set up according to relevant state regulations.

9. 1.4 When transporting explosives on social roads, special transport vehicles that meet the requirements of the national safety technical standards for explosives transport vehicles should be used. When transporting civil explosives by ordinary cars in the factory and reservoir area, the exhaust pipe should be equipped with a fire cover and the bottom of the carriage should be padded.

9. 1.5 When installing a satellite positioning navigation terminal on a vehicle carrying an industrial electric detonator, the following requirements shall be met:

9. 1.5.2 When the ignition impulse of the transported industrial electric detonator is less than 2.0 A ms, the technical parameters and installation requirements of the satellite positioning and navigation terminal shall meet the requirements of 9. 1.5. 1 a and 9.1.5.1b. ..

9. 1.6 When using a battery car to transport civil explosives, the battery car shall meet the explosion-proof requirements; When using explosion-proof forklift to transport civil explosives, the fork bar should have safety measures to prevent sparks.

9. 1.7 When transporting industrial explosives by handcart, the mass of industrial explosives shall not exceed 300kg, and safety measures such as anti-skid and anti-friction sparks shall be taken during transportation; When transporting bulk industrial explosive powder by handcart, the compartment should be kept clean, and the charging height should not exceed the compartment height, and safety measures should be taken to prevent industrial explosive powder from falling off.

9. 1.8 When transporting primary explosive manually, there should be a dedicated road and keep the road clear; Conveyors and conveying tools should be clearly marked; Conveyor should keep a distance of more than 5m from others when walking.

9. 1.9 The speed of motor vehicles transporting civil explosives in the production area and general warehouse area should not exceed 15km/h, and the distance between cars should not be less than 50m.

9. 1. 10 Motorists who transport explosives for civilian use should not only obtain a formal driver's license recognized by the public security department, but also have a safe driving experience of 50 000km and more than three years, and can only take up their posts after being examined and approved by the enterprise security department.

9. 1. 1 1 Operators engaged in transporting, loading and unloading civil explosives should master the physical and chemical properties of the transported and loaded civil explosives and emergency measures. Work shoes with nails and work clothes prone to static electricity shall not be worn, and kindling shall not be brought into the loading and unloading area.

9. 1. 12 transport of explosives for civilian use shall be equipped with escorts, who shall carry relevant certificates that meet the requirements for examination and approval of administrative license with the vehicle, master the quantity, quality, specifications and loading of the escorted articles, and understand the main dangerous characteristics and safety protection knowledge of the escorted articles. Escort personnel should count the number of civil explosives escorted face to face with warehouse management personnel, and handle relevant handover procedures with the consignee when the consignee arrives.

9. 1. 13 Management personnel engaged in explosives transportation shall be trained and qualified before taking up their posts with certificates; Enterprises shall regularly carry out safety education and emergency training for civil explosives transportation management personnel; The quality of civil explosives transportation management personnel shall be audited once a year, and the unqualified personnel shall be adjusted in time.

9. 1. 14 The transportation of vehicles loaded with explosives in the factory and the reservoir area shall comply with the relevant national and local regulations.

9. 1. 15 The handling of explosives shall meet the following requirements:

A) Non-explosion-proof motor vehicles should not directly enter dangerous buildings or structures, and loading and unloading operations should be carried out at a distance of not less than 2.5m from dangerous buildings;

B) When explosive dust or flammable and explosive solvent volatilizes gas in dangerous buildings or structures, the loading and unloading of motor vehicles shall be carried out at a place not less than 5m away from the dangerous buildings;

C) The high platform used for loading and unloading civil explosives should have buffer facilities to prevent vehicles from colliding with the platform or take other effective measures;

D) handle explosives with care. No rolling or dragging. It is forbidden to beat the package with crowbars, hammers and other ironware.

E) When ordinary cars in the factory are loaded with explosives, the bottom of the car should be padded, and it is not allowed to be inverted or placed horizontally; The load shall not exceed the rated load; The height of the product packaging box beyond the carriage should not exceed one third of the height of the product packaging box; The loading height of detonator should be less than one third of the carriage; The carriage should be covered with tarpaulin and fastened. Only after ensuring that the packaging is fixed and reliable can the compartment fence be closed.

F) When the special transport vehicle is loaded with explosives, the loading quality shall not exceed the rated loading capacity; Packaging should be neat, and the appropriate stacking height should be determined according to the transportation volume; Adjust the stacking height of the package in time after unloading midway to prevent falling and impact from high places; Correct use of special binding belts and hooks in the car;

G) When loading explosives for civil use, drivers and passengers should check the packaging of explosives for civil use, and report and handle those that do not meet the packaging requirements and are damaged in time;

H) When different kinds of civil explosives are transported by the same vehicle (including the same ship, etc.). ), should comply with the relevant requirements of different types of civil explosives stored in the same inventory.

9. 1. 16 Vehicles transporting explosives should clean their compartments before leaving or receiving them, and the cleaned powder and dregs should be stored in designated places and destroyed regularly.

9. 1. 17 Under severe weather conditions such as rainstorm and lightning, the products should not be put into storage or out of storage; When the visibility is less than 5m in bad weather, or the road slope is greater than 6%, and the visibility is less than 10m, vehicles transporting civil explosives should stop running.

9. 1. 18 When an enterprise that produces and sells explosives needs to entrust other units to transport explosives, it shall examine whether the transportation facilities and management of the carrier unit meet the relevant safety requirements for transporting explosives, and sign a transportation safety responsibility contract with the carrier unit.

9. 1. 19 When vehicles loaded with civil explosives are temporarily parked, personnel should avoid crowded areas and important facilities, and assign special personnel for supervision; When overhauling the vehicle, it is forbidden to carry out hot work on the vehicle with explosives and within 50m around the vehicle.

9.2 storage

9.2. 1 An enterprise that establishes a warehouse for civil explosives shall obtain a Production License for Civil Explosives or a Sales License for Civil Explosives.

9.2.2 The storage capacity of explosives at the production point of the enterprise shall meet the production needs, and the storage capacity of safety permission capacity (excluding on-site mixed explosives) and finished product master warehouse shall meet the following requirements:

A) industrial explosives and their explosive products:

1) When the safety permitted capacity is less than or equal to 10000t, the main warehouse inventory shall be not less than 3.0% of the safety permitted capacity and not less than 200t;;

2) When the safety permitted capacity is greater than 10000 tons and less than or equal to 20000 tons, the storage capacity of the main warehouse shall not be less than 2.5% of the safety permitted capacity and not less than 300 tons; ;

3) When the safety permitted capacity is more than 20,000 tons, the storage capacity of the main warehouse shall be not less than 2.0% of the safety permitted capacity and not less than 500 tons; ;

B) The storage capacity of the main warehouse of industrial detonator products shall not be less than10% of the safety permitted capacity;

C) The storage capacity of the finished product warehouse of industrial detonating cord shall not be less than 10% of the safety allowable capacity.

9.2.3 Enterprises should establish a strict inspection system for explosives in and out of the warehouse, set up warehouse administrators, and equip them with corresponding warehouse managers and sufficient security personnel. Security personnel should set up fixed sentry and mobile sentry, and equipped with necessary police equipment according to the provisions of the public security department.

9.2.4 Warehouse management personnel should know the safety performance of products stored in the warehouse, master the knowledge of fire prevention and explosion prevention, be familiar with various safety regulations of the warehouse, and hold relevant certificates after passing the training and examination.

9.2.5 Foreign personnel entering the civil explosives warehouse shall be approved by the enterprise security department and led by the warehouse management personnel on the premise of understanding the relevant management regulations of the warehouse.

9.2.6 The products returned after leaving the warehouse shall go through the acceptance formalities before entering the warehouse, and the unpacked products shall be put in another inventory.

9.2.7 All kinds of explosives should be stored separately in a special warehouse, and irrelevant items are strictly prohibited in the warehouse. The following types of explosives are allowed to be stored in the same inventory:

A) Simple explosives, industrial detonating cord, industrial explosives and their explosive products are allowed to be stored together;

B) The well-packed plastic detonating tube is allowed to be stored together with industrial detonators (including relays), simple explosives, industrial detonating cords, industrial explosives and their explosive products.

9.2.8 Waste products or new products without stability test shall be stored separately.

9.2.9 The warehouse for civil explosives shall be clean and well ventilated, and the products in the warehouse shall be neatly stacked, stable and clearly marked, so as to facilitate walking and handling. Specifically, the following requirements shall be met:

A) Products shall be piled up according to the production batch number, and civil explosives with different specifications shall be piled up in piles.

B) The transport corridor in the warehouse shall meet different modes of transport, and the minimum width shall not be less than1.2m; ; The width of pedestrian inspection passage, the width of counting passage, the distance between stacking edge and wall, and the distance between stacking shall comply with the provisions of GB 50089.

C) The total stacking height of finished boxes for stacking industrial explosives and cable-type initiating explosive devices should not be greater than1.8m; ; The total stacking height of finished boxes for stacking industrial detonators and other blasting equipment should not be greater than1.6m.

9.2. 10 It is forbidden to unpack in the explosives warehouse; When the product needs to be taken out, the product box should be moved to the designated place outside the protective fence of the warehouse under the supervision of the warehouse manager. Use a bottle opener that won't produce sparks.

9.2. 1 1 Reliable safety measures should be taken when maintaining the explosives warehouse. Minor repairs to doors and windows can be moved to outdoor designated places; The maintenance of the warehouse should be carried out after all the products in the warehouse are moved out and cleaned up.

9.2. 12 Warehouse shall be equipped with electronic safety monitoring devices according to the provisions of GA 837, and the monitoring devices shall be in good condition.
