To do a good job in the theoretical study of the central group of the party Committee (party group), we must ensure a sound learning system.

In order to consolidate the achievements of advanced education, the Work Plan of Strengthening and Improving Theoretical Learning of the Standing Committee of Hunan Provincial Party Committee (Hunan Office [2005] No.30) was issued, which stipulated the basic objectives, basic contents, basic forms and basic requirements of theoretical learning of the Standing Committee of the Provincial Party Committee, with emphasis on individual self-study (64 sets of books are designated) and concentrated learning (6 times a year, no less than 2 times each time).

According to the instructions of Secretary Chun Xian, the theoretical study of the Central Group of the Standing Committee of the Provincial Party Committee should not only adhere to the traditional and effective good practices, but also meet the needs of the development of the situation and the improvement and innovation of leadership work, and pay attention to improving the effectiveness. To this end, we made a special report to Secretary Chun Xian, and the suggestions approved by Secretary Chun Xian included the following three points:

1, adhere to the principle of "three guarantees". The first is to ensure the scope of study. According to the actual work in this province and the current situation of leading cadres, we can expand the scope of study and increase the content of study, but we can't reduce the scope of study and the content of study stipulated by the central government. That is, the Central Committee of the Party Committee mainly studies theories, focusing on a series of major theoretical innovations of Marxism, Mao Zedong Thought, Deng Xiaoping Theory, Theory of Three Represents and the CPC Central Committee with Hu Jintao as the general secretary, and combining modern scientific and technological knowledge, legal knowledge, market economy knowledge, historical knowledge, international knowledge, and other contents that should be studied. The second is to ensure the study time. The documents issued by the central government and the province repeatedly require the number of times and study time. The province can increase the number of times and extend the time according to the actual needs, but it cannot break the bottom line of six times a year, no less than two days each time, and no less than 12 days throughout the year. The third is to ensure the learning effect. The purpose of learning is to apply what you have learned, to really solve problems, to pay attention to strengthening rational thinking, to master positions, viewpoints and methods, and to seek practical results. Efforts should be made to improve the concept of governance, to achieve practical results in implementing Scientific Outlook on Development and building a harmonious socialist society, to improve the ability of governance, and to achieve practical results in implementing the essential requirements of building the party for the public and governing for the people.

2. Establish the "three basics" requirements. The first is to enhance attractiveness. 3. Improve in six aspects. In recent years, in the process of providing services for the theoretical learning center group of the Standing Committee of the Provincial Party Committee, our group has paid attention to following up theoretical innovation achievements, implementing various learning systems, improving service methods and continuously improving service level.

1, pay attention to the subsequent theoretical innovations. Every step forward in theoretical innovation, theoretical armed work will follow. The lecturers' group of the provincial party committee, as the functional organization and specialized team of the provincial party committee to organize and implement the education of Marxist theory and situation and policy for on-the-job cadres, and as the business department to provide centralized learning services and daily learning services for the theoretical learning center group of the Standing Committee of the provincial party committee, must pay attention to following up the latest theoretical achievements of Marxism in China.

First, keep up with the achievements of theoretical innovation, make good study arrangements and ensure the focus of study. Making a study plan and making a good study arrangement is the first link to do a good job in the study service of the Central Group of the Standing Committee of the Provincial Party Committee. Our experience is that the most important thing is to follow up the Party's theoretical innovation and grasp the Party's major policies. Since the 16th National Congress of the Communist Party of China, when we worked out the centralized study plan for the Central Group of the Standing Committee of the Provincial Party Committee, we insisted on focusing on the Party's innovative theory, and successively included the spirit of the 16th National Congress, Theory of Three Represents and Scientific Outlook on Development, building a harmonious socialist society, building the Party's ruling ability and advanced nature, building a new socialist countryside and building a resource-saving and environment-friendly society in the annual study plan. Ensure that the latest theoretical achievements of Marxism in China are the main content of their intensive study 4-6 times a year.

The second is to set up learning topics in close connection with the actual situation of economic and social development, highlighting the usefulness of learning. How to set up a special topic for each study and how to achieve practical results is another important link for the Central Group of the Standing Committee of the Provincial Party Committee to do a good job in learning services. In recent years, we have made great efforts to explore new ways of "standardized service, institutionalized service and programmed service". (1) In the setting of learning topics, it is organically combined with the annual central work of the provincial party committee and the provincial government, and efforts are made to improve the pertinence of learning. The central task of the provincial party committee and government is to promote the sound and rapid economic and social development of the whole province, with different emphases every year, which should be fully considered when setting research topics. According to the key points of coordinated development in our province in 2006, when we set up special study, we arranged "building a new socialist countryside", "building a resource-saving and environment-friendly society", "deepening reform and opening up, perfecting the system and mechanism" and "implementing four aspects" to combine theoretical study with promoting the coordinated development of society. According to the focus of people's livelihood work in our province in 2007, special topics such as "improving social management", "building a harmonious culture" and "deepening the reform of education and medical system" were arranged to combine theoretical study with solving people's livelihood problems. (2) In terms of the requirements of the learning process, it should be unified with the major decision-making process of the provincial party committee and government, and strive to improve the effectiveness of learning. The ninth provincial party congress held in 2006 made a major strategic plan to speed up new industrialization and enrich the people and strengthen the province, and put forward that new industrialization is the first driving force to enrich the people and strengthen the province. In order to put this development strategy into practice, the Central Group of the Standing Committee of the Provincial Party Committee arranged a concentrated study for the first time this year, entitled "New Industrialization Theory and Hunan Practice". Through the study, the Central Committee members further improved their understanding of the issues of energy conservation and emission reduction, optimizing the economic environment and strengthening work responsibilities in promoting new industrialization in Hunan Province, and further clarified the work requirements of self-pressure, seeking truth from facts in layout and paying close attention to implementation.

The third is to pay attention to answering hot and difficult questions in theory and strengthen doubts and doubts. Therefore, in the process of learning service, it is emphasized that theoretical learning should serve the overall situation of the province's reform, development and stability, and that doubts and doubts should be solved in the learning process, and attention should be paid to answering theoretical hot and difficult problems facing reality. When giving tips and explanations in concentrated learning, try to make clear the theoretical difficulties and doubts, and answer the questions of the members of the central group at the learning site. For example, the overall development thinking of Hunan Province has become more and more clear and mature, from the strategy of opening to the outside world to the strategy of promoting industrialization, urbanization and agricultural industrialization, and then to the strategy of new industrialization. The gradual improvement of this development idea is the result of the study and research of the central group of the provincial party Committee. In this process, some members don't understand and have questions. Through many studies and discussions and expert explanations, everyone's thinking gradually became clear, and their understanding and actions gradually unified.

2. Pay attention to the implementation of various learning systems. To serve the theoretical study of the Central Group of the Standing Committee of the Provincial Party Committee, it is necessary to emphasize all aspects and run through the whole process. All-round service refers to providing standardized all-round service in organizational form, activity mode, learning process, attendance and filing. In promoting the construction of the learning system of the central group of the Standing Committee of the Provincial Party Committee; Full service refers to the transactional service for the Central Group of the Standing Committee of the Provincial Party Committee during the whole learning process. Taking the special research on "Building a Harmonious Socialist Society" as an example, our group has carefully edited the theoretical articles and viewpoints in this field, and issued the research materials and work reports on "Building a Harmonious Hunan" by the Propaganda Department of the Provincial Party Committee, the Provincial Development and Reform Commission, the Provincial Civil Affairs Department and other relevant departments, so that the members of the Central Group have a comprehensive grasp of building a harmonious society. (3) Write learning tips carefully. For example, in order to cooperate with the Central Group of the Standing Committee of the Provincial Party Committee in studying the Constitution, we wrote a study tip on the Basic Spirit of the Constitution of China and the Constitutional Amendment, which was originally intended as a written material for the members of the Central Group to refer to. (4) Carefully select experts to teach. Our group has always insisted that if we are sure to speak well, we will speak for ourselves. If we are not sure to speak well, we will invite high-level experts from outside to speak. The topics taught by our experts, such as "Understanding Scientific Outlook on Development" and "Building a Harmonious Socialist Society", have been well received. After repeated screening, invited experts hired Professor Liu Wei from Peking University to study the topic of "State-owned Enterprise Reform", Professor Qiao Songlou and Professor Jin Yinan from National Defense University to study the topics of "Army Reform" and "National Strategic Security", researcher Liu Fuyuan from National Development and Reform Commission to study the topic of "Eleventh Five-Year Plan", and researcher Chen Xiwen from the State Council Development Research Center to study the topic of "New Rural Construction", and held study reports respectively, except for members of the Central Group of the Standing Committee of the Provincial Party Committee. 3. Pay attention to improving service methods. Therefore, it is necessary to give full play to the expert wisdom and theoretical expertise of the lecturer group, and make efforts in how to provide theoretical information, how to strengthen theoretical argumentation, how to sum up experience in time, and improve service quality in improving service methods.

The first is to provide theoretical information to inspire learning and thinking. Mastering information is the basis of making good decisions. The members of the Central Group of the Standing Committee of the Provincial Party Committee have a wide range of information sources because of their key positions. Generally speaking, they know much more information and channels than lecturers. Because of their working relationship, they pay great attention to political information, economic information, social dynamic information, legal information and other work-related information, but often pay insufficient attention to ideological and theoretical information. To this end, our group develops strengths and avoids weaknesses, strengthens information collection and collation around theoretical learning content, strengthens the integrity, systematicness and accuracy of relevant learning topic information, and provides thinking materials and viewpoints for the central group's learning and thinking. If this work is done well, the role of the lecturer group will be reflected. Since 2005, our group has compiled "Learning Reference for the Central Group" for each learning topic of the Central Group of the Provincial Party Committee. The content is divided into two parts: (1) theoretical article. That is, choose important leaders' speeches or authoritative expert articles published on domestic newspaper websites, and publish them in full or in part as needed; (2) Theoretical viewpoint. That is to say, in this central group study topic, the opinions and opinions of domestic authoritative experts on this theoretical topic are summarized. Half a month before each central group study, the learning reference materials of the central group will be distributed to the members of the central group in time. Because of its large amount of information and accurate theoretical interpretation, it is well received by the members of the Central Group of the Standing Committee of the Provincial Party Committee and the theoretical workers in the province.

The second is to strengthen theoretical argumentation and prepare lessons collectively. It is the basic function of the lecturer group to provide learning tips and theoretical explanations for the study of the central group. The members of the Central Group of the Standing Committee of the Provincial Party Committee have high positions, high levels and high requirements, which invisibly increases the pressure on our group to do a good job in learning services. It is not enough for a group of lecturers to only understand the theoretical principles of Marxism, but also to pay close attention to the new progress and new conclusions in the disciplines of economy, politics, culture, science and technology, law and history. In order to enhance the persuasiveness and attraction of theoretical explanation, on the one hand, our group pays attention to absorbing the new achievements of the development of social science and natural science and relaying the words of authoritative experts and famous experts, so that the members of the central group can increase their knowledge and broaden their horizons; On the other hand, our regiment integrates the investigation of major theoretical issues and social hot issues into its daily important work, often goes deep into the grassroots, investigates issues that leaders and the masses care about, comprehensively analyzes social hot issues, focuses and difficult issues, writes influential research reports, and lays a solid theoretical foundation. In theoretical explanation, we often have our own words and original opinions. At the same time, our group has always insisted on preparing lessons collectively and paid attention to giving full play to the collective wisdom of the whole group. Every time someone writes the learning experience and lecture notes, try to talk about it at the learning meeting of the central group of the group first, and the cadres of the whole group will discuss and put forward suggestions for revision collectively, or try to talk about it at the systematic lesson preparation meeting of the whole province's lecturer group. It often takes several rounds of revision and gradual improvement before it can be explained at the learning meeting of the Central Group of the Standing Committee of the Provincial Party Committee. Due to full preparation and accurate theoretical grasp, the learning tips and theoretical explanations made by our delegation at the learning meeting of the Central Group of the Standing Committee of the Provincial Party Committee will be unanimously affirmed and praised by the participants.

The third is to sum up experience in time and improve the work level. Constantly summarizing learning experience is an important way to improve the learning effect of the central group and the service level of the lecturer group. To this end, our group summarized the learning experience of the Central Group of the Standing Committee of the Provincial Party Committee into three forms: (1) documentary style. In order to standardize the study, our group and the Propaganda Department of the Provincial Party Committee successively wrote special reports to the Provincial Party Committee on the study system, study service, study files and study planning of the Central Group of the Standing Committee of the Provincial Party Committee. The General Office of the Provincial Party Committee forwarded these reports in time, which promoted the central groups of party committees at all levels in the province to better implement these systems. In order to maintain the continuity of the theoretical study of the central group after the change of the provincial party Committee, our group, together with the Propaganda Department of the provincial party Committee, summed up the theoretical study experience of the last and current provincial party committees, put forward further improvement measures, and reported them to the secretary of the provincial party Committee, who gave instructions: "Agree with the report", which also effectively promoted the theoretical study of the central group of party committees at all levels in the province.
