Article 2 The object of application meets the basic conditions stipulated in the Implementation Measures of Shenzhen Municipality on Approving the Introduction of Integral Talents into Households, but does not meet the conditions for approving the introduction of talents. Non-Shenzhen household registration personnel under the age of 50 who have a certain degree of education, technical skill level and practical contribution apply for the introduction of households.

Article 3 Definition and Classification The term "talent points entering the household" as mentioned in these Detailed Rules means that when talents are introduced into our city, corresponding points are given according to the personal conditions of the applicant in combination with the needs of social and economic development, and an index system of points is established. In the annual quota arranged by the municipal development and reform department, the scores are sorted from high to low, and the procedures for talent introduction and household registration are examined and approved on the basis of merit.

Article 4 The principle of talents entering the household adheres to the principles of scientific fairness, classified policies, total amount control and competitive selection.

The talents with points can be divided into "academic talents with special skills" and "skilled talents". According to the different characteristics of talents, the integral standards are set respectively. According to the needs of the city's social and economic development, the annual plan for the introduction of various talents is determined respectively.

Article 5 Division of Duties The municipal development and reform department, the municipal human resources security department, the human resources departments of all districts, the municipal public security, health and wellness, education, scientific and technological innovation, market supervision, taxation and other relevant departments shall do relevant work in accordance with the responsibilities stipulated in the Regulations of Shenzhen Municipality on Household Registration Migration and the Implementation Measures of Shenzhen Municipality on Introducing and Integrating Talents.

Chapter II Index and Score of Integral Talents Entering Houses

Article 6 Integral indicators Integral indicators include basic indicators, plus points and minus points. The basic indicators mainly reflect the applicant's personal ability and technical level, the plus indicator mainly reflects the applicant's contribution, and the minus indicator is linked to honesty and law-abiding.

Article 7 Basic indicators and score basic indicators include three sub-indicators, such as ability level, age and time of paying social insurance in Shenzhen, and the score is accumulated according to each sub-indicator.

(1) ability level

The ability level * * * is divided into three integral elements: academic qualifications, professional titles and skills. Applicants voluntarily choose one of the elements to score according to their personal situation, and the three elements shall not be repeated or accumulated. (1) Applicants who have obtained academic degrees recognized by the state can score according to the following criteria:

(2) If there is only one doctoral degree or doctoral degree in China, the score is120;

(3) Those who have both a master's degree and a master's degree in China, or those who have studied abroad and obtained a master's degree, score 1 15;

(2) If the graduate school corresponding to the applicant's full-time education meets one of the following conditions, you can add 10 on the basis of the original score:

(1) At the same time, it has full-time corresponding academic qualifications and degrees in domestic ordinary universities, and the graduated universities belong to "double first-class" construction universities (including "first-class university construction universities" and "first-class discipline construction universities");

(2) Overseas universities that graduated from the top 150 of the global rankings published by TimesHigher Education or QS World University Rankings (only declare the latest rankings of the current year, and if they are not published in the current year, use the rankings of the previous year);

At the same time, it has full-time corresponding academic qualifications and degrees in domestic ordinary universities, and the graduated institutions belong to Shenzhen municipal universities.

Full-time undergraduate and full-time college degree refers to the full-time degree at the corresponding level obtained through domestic general higher education. Those who have obtained nationally recognized academic qualifications through the Sino-foreign cooperative education model will be given extra points according to the corresponding academic level of part-time education in China. Those who study abroad and obtain a bachelor's degree (regarded as junior college education) will be awarded a full-time junior college degree in ordinary universities.

2. Professional and technical titles

(1) with full and senior professional titles (including the professional titles and professional qualifications of professional and technical personnel in the national vocational qualification catalogue), score135;

(2) Having an associate senior professional title (including the professional titles and professional qualifications of professional and technical personnel in the national vocational qualification catalogue), with a score of125;

(3) Those with intermediate titles (including the titles and professional qualifications of professional and technical personnel in the national vocational qualification catalogue) and full-time junior college or full-time undergraduate degree or above in domestic ordinary universities have a score of 100;

(4) Those with intermediate titles (including the titles and professional qualifications of professional and technical personnel in the national vocational qualification catalogue) and part-time junior college or part-time undergraduate degree, add 80 points.

The professional qualifications of professional and technical personnel in the national vocational qualification catalogue include the original professional qualifications; Professional and technical personnel's professional qualifications are only marked as senior, and if they are not marked as senior, deputy senior or corresponding level, they will be scored according to the title of deputy senior.

3. Skill points

Applicants who have obtained the national vocational qualification certificate of skills (or the vocational skill grade certificate issued by enterprises and social training evaluation institutions filed by Shenzhen Human Resources and Social Security Bureau) or graduated from vocational colleges and technical colleges can get points. The specific criteria are as follows:

(1) with senior technician vocational qualification certificate (senior technician vocational skill level certificate), score125;

(2) If one of the following conditions is met, the score is 100: ① having a technician vocational qualification certificate (technician vocational skill level certificate), ② having a full-time vocational (technical) college diploma in Shenzhen; (3) Shenzhen technician (senior technician) graduated from junior college technician and preparatory technician class;

(3) If one of the following conditions is met, 70 points will be scored: ① having advanced vocational qualification certificate (technician vocational skill level certificate); (2) Graduated from a full-time junior college in a vocational (technical) college affiliated to Shenzhen; (3) A senior technician (senior technician) graduated from a college in Shenzhen.

If the positions listed in the vocational qualification (vocational skill level) certificate obtained by the applicant have been listed in the Catalogue of Shorted Jobs in Shenzhen, you can add 10 on the basis of the original points. The Catalogue of Shorted Jobs (Occupations) in Shenzhen City was announced to the public by the municipal human resources and social security department.

(2) Age

If the applicant is over 50 years old, it will not be introduced; More than or equal to 45 years old and less than 50 years old, 0 point; Under the age of 45, each decrease of 1 year will increase by 0.5 points.

The applicant calculates the points based on the current talent introduction points as of the application deadline, and the upper limit of the maximum age points is 10.

(3) Time to pay social insurance in Shenzhen

Applicants working in this city shall pay social insurance (including industrial injury insurance, endowment insurance, medical insurance, unemployment insurance and maternity insurance) on a monthly basis in accordance with the relevant provisions of the state and this city. Each insurance product accumulates 0.05 points every 1 month, and the upper limit of social security points is 45 points.

Social security points are introduced into the household system by integral talents, and the social security data paid by them are directly read from the social security system and scored. The time to pay social insurance and the time to pay children's medical insurance are not counted.

Eighth bonus indicators and score bonus indicators include individual tax payment, invention patents, honor recognition, innovation and entrepreneurship, skill competition and other sub-indicators. Applicants who meet multiple sub-index conditions can accumulate extra points.

(1) individual tax payment

The accumulated personal income tax paid in the last three years (referring to the previous year of the current reporting year of talent introduction business, the previous three years, excluding the reporting year) is calculated at 654.38 yuan+00,000 yuan, and every increase of 654.38 yuan+00,000 yuan is 0.5 point. The tax payment calculation time shall be subject to the tax payment period.

After the applicant declares personal tax information, the municipal human resources security department will review it with the municipal tax department.

(2) Invention patents

If the applicant is the first inventor of the national invention patent, 30 points will be accumulated, not accumulated. The invention patent score shall be based on the inventor, and I will provide a copy of the patent register issued by the State Patent Office, and score after verification. Applicants who win the following awards will get points according to the award level:

Those who won the first prize in People's Republic of China (PRC) Vocational Skills Competition, National Class I and II Vocational Skills Competition and National Innovation and Entrepreneurship Competition will be rewarded with 50 points, 40 points for the second prize and 30 points for the third prize.

2. Those who won the first prize of Guangdong Vocational Skills Competition, Guangdong Class I Vocational Skills Competition and Guangdong Innovation and Entrepreneurship Competition won 40 points, 30 points for the second prize and 20 points for the third prize respectively.

3. Those who won the first prize of Guangdong Class II Vocational Skills Competition, China Shenzhen Innovation and Entrepreneurship Competition, Shenzhen Class I Vocational Skills Competition and Shenzhen Innovation and Entrepreneurship Competition won 30 points, 20 points for the second prize and 0/0 point for the third prize.

4. Those who won the first prize of the second-class vocational skill competition in Shenzhen will get 20 points for the second prize, 10, and 5 points for the third prize.

The above-mentioned award-winning time must be within the last five years (counting from the previous year of the reporting year, excluding the reporting year), and the relevant certificates or award-winning documents will be given extra points after verification; There are multiple awards, with the highest score, not cumulative.

Article 9 If the reduction index and score are included in the blacklist of joint punishment for national dishonesty or listed as the person who has been executed for dishonesty by the court at the time of declaration, the total score will be reduced by 200 points. Personal credit shall be subject to the personal credit results verified by Shenzhen Personal Credit Information System. If there are multiple types of integral reduction, the accumulated integral will be reduced.

If there is a record of compulsory detoxification or administrative compulsory measures or administrative punishment (approved by the Municipal Public Security Bureau) for drug abuse, the total score will be reduced by 300 points.

Tenth scoring rules are basic indicators and bonus indicators, which are determined according to the cumulative score of each individual sub-indicator. If the applicant has the circumstances listed in the reduction index, the integral score will be deducted according to the regulations.

Chapter III Handling Procedures

Article 12 The introduction of process integration talents shall follow the following procedures:

(1) application. Within the specified time, the applicant applies to the district human resources departments through the talent introduction system of our city in the form of individual application or unit application.

(2) acceptance. According to the number of indicators issued by the municipal development and reform department, the municipal human resources and social security departments rank the scores from high to low (if the scores are the same, they are ranked according to the social security scores, and those with higher social security scores are preferred), and the human resources departments of all districts accept qualified application materials.

(3) examination and approval. The human resources department of each district shall review the accepted materials and issue the audit results within 20 working days from the date of acceptance. In case of special circumstances that require further review, the time limit for review may be appropriately extended after approval, and the longest extension shall not exceed 30 working days.

(4) publicity. The municipal human resources and social security department announced the list of talents introduced in the city this year through the website, and the publicity period was 7 working days. Applicants who have not entered this year's list of points talents can apply for points talents again in the next reporting period, and they must meet the conditions for introducing points when applying again.

During the publicity period, if the applicant disagrees with the publicity results, he can apply to the human resources department of the business area for review and submit the corresponding review materials. The human resources department of each district will feed back the review results to the municipal human resources security department within 15 working days from the date of receiving the application materials for review.

(5) entering the household. If there is no objection after publicity or the objection is not established after examination, the human resources department of each district will issue the approval document for talent introduction, and the development and reform department will issue the household index according to the approval document. The applicant shall register with the public security department in registered permanent residence within the validity period with the household registration index information. Children who meet the immigration policy of this Municipality may go through immigration formalities at the same time.

(6) Other matters. The applicant's personnel file business adjustment work, according to the "Shenzhen talent introduction and household audit integration implementation measures" provisions.

Chapter IV Supplementary Provisions
