What is the difference between the temporary pricing method and the traditional pricing method in Hunan?
The Interim Measures for the Valuation of Construction Projects in Hunan Province (hereinafter referred to as the Valuation Measures) has been promulgated and implemented by the Provincial Department of Construction with the document Xiang Jian Jia [2002] No.578, which requires that "the bill of quantities valuation in this valuation method is a turning point in the way of project cost, a concrete measure to deepen the reform of project cost management, and one of the fundamental measures to standardize the order of the construction market. Therefore, provincial, municipal and state engineering cost management stations are required to do a good job in the propaganda work of bill of quantities valuation and do a good job in technical training and technical disclosure of bill of quantities valuation. " In this year's annual work arrangement, the provincial engineering cost station regards the technical disclosure of bill of quantities valuation as a central task, and arranges the cost association and the valuation center to undertake this task. Our purpose is to make every engineering cost practitioner familiar with and master the pricing method, and skillfully prepare the bill of quantities and bidding fees in accordance with the unified provisions in the pricing method. In the process of disclosure learning, we will pay attention to operability, that is, focus on compiling examples, and let everyone master them comprehensively by doing more examples and explanations. In view of the fact that the pricing method was first compiled in our province for a short time, it is inevitable that there will be mistakes in this operation guide. Please correct me in time.

I. Overview of the compilation of valuation methods

Pricing methods include bill of quantities pricing and quota pricing. The contents of the valuation method include the list of measures and the project fee; Standard format of bill of quantities valuation; Standard format of quota pricing; Construction project cost composition and expense table; Construction and installation engineering classification standards, construction engineering bill of quantities items and measurement rules. Among them, the construction project bill of quantities items and measurement rules are the main components of bill of quantities valuation. Including architectural engineering, decoration engineering, installation engineering, municipal engineering and garden engineering, there are 38 chapters, 267 sections and 2039 items, and the names of each chapter are as follows:

The first construction project includes earthwork, foundation and pile foundation engineering, masonry engineering, concrete and reinforced concrete engineering, factory warehouse doors, special doors, wood structure engineering, metal structure engineering, roof and waterproof engineering, anti-corrosion, heat insulation and heat preservation engineering.

Secondary decoration projects include ground engineering, wall cylindrical engineering, ceiling engineering, door and window engineering, painting, coating, pasting engineering and other projects.

The third installation project includes mechanical equipment installation project, electrical equipment installation project, thermal equipment installation project, kiln masonry project, static equipment and process metal structure production and installation project, industrial pipeline project, fire protection project, water supply and drainage, heat supply, gas project, ventilation and air conditioning project, automatic control instrument installation project, ventilation equipment and wiring project, building intelligent system equipment installation project and long-distance pipeline project.

Article 4 Municipal engineering includes earthwork, road engineering, bridge and culvert revetment engineering, tunnel engineering, municipal pipe network engineering, subway engineering, reinforcement engineering and demolition engineering.

Fifth landscaping projects include greening projects, garden roads, garden bridges, rockery projects and garden landscape projects.

See the table below for the number of items in each chapter.
