Legal analysis: the conditions for receiving subsidies are: employees who have obtained primary (level 5), intermediate (level 4) and advanced (level 3) vocational qualification certificates or vocational skill level certificates, participated in unemployment insurance according to law, and paid unemployment insurance premiums continuously for 36 months (including deemed payment time) (they should be in the state of on-the-job insurance when receiving the certificates and applying for subsidies).
