Legal Analysis: Those who meet the requirements stipulated in Document No.36 [2005] issued by the State Council can apply for vocational training subsidies from the labor and social security department after receiving vocational training in various vocational training institutions within 6 months. In line with the conditions stipulated in document No.36 [2005] of the State Council, each person can only enjoy a vocational training subsidy, and may not apply repeatedly. The application report of vocational training subsidy funds should be accompanied by my resident ID card and re-employment concession card or a copy of unemployment registration certificate or job registration certificate, a copy of relevant employment certificates such as labor contract, and an administrative bill (or tax invoice) issued by vocational training institutions. After being audited by the labor and social security department and reviewed by the financial department, the funds will be sent directly to the applicant.

On the premise of ensuring the effectiveness and safety of the use of vocational training subsidy funds, those who are unable to pay in advance shall be charged in the vocational training subsidy standard. All localities can take necessary measures to help. Training institutions undertaking assistance tasks may apply to the labor and social security department for training subsidies for the above-mentioned personnel. The specific measures and standards for vocational training subsidies shall be determined by the provincial finance and labor and social security departments.

Persons holding re-employment concession cards, registered unemployed persons in other towns and rural laborers who work in cities can participate in vocational training and enjoy one-time vocational training subsidies provided by the government. Vocational training subsidies generally take the form of personal reimbursement subsidies. If there are difficulties in life and they are unable to advance the reimbursable subsidies, they can take rescue measures. Training institutions undertaking assistance tasks may apply to the local labor and social security department for training subsidies for the above-mentioned personnel. Conditional places can also explore subsidies such as training vouchers to help. The standards and specific measures for vocational training subsidies shall be formulated by all provinces, autonomous regions and municipalities directly under the Central Government.
