The term "volunteers" as mentioned in these Regulations refers to individuals engaged in voluntary service activities.
The voluntary service organizations mentioned in these Regulations refer to non-profit social welfare organizations engaged in voluntary service. Article 4 Voluntary service shall follow the principles of voluntariness, free of charge, equality, honesty and legality, and shall not violate social morality or harm public interests or the legitimate rights and interests of others. Fifth guidance institutions for spiritual civilization construction at or above the county level shall be responsible for the overall planning, coordination, guidance, supervision and inspection of voluntary service within their respective administrative areas. Article 6 The people's governments at or above the county level shall incorporate voluntary service into the national economic and social development plan, formulate and improve the support and guarantee policies for voluntary service, reasonably arrange the funds needed for voluntary service, and guide and promote the development of voluntary service.
The civil affairs departments of the people's governments at or above the county level shall be responsible for the management of voluntary services within their respective administrative areas. Other relevant departments shall, within the scope of their respective duties, do a good job in voluntary service.
Township people's governments and sub-district offices shall encourage and support the development of voluntary service in the region and provide convenient conditions for voluntary service.
* * * Mass organizations such as the Communist Youth League, trade unions, women's federations and disabled persons' federations shall organize and guide volunteer service. Article 7 The civil affairs department of the provincial people's government shall establish a unified volunteer service information platform, which shall be interconnected with all levels of volunteer service information platforms, provide convenient conditions for volunteer registration, training exchange and volunteer service information release, and realize the docking of volunteers, volunteer service organizations, volunteer service projects and volunteer service needs. Article 8 The volunteer associations of provinces, cities (prefectures) and counties (cities, districts) shall be responsible for coordinating the volunteer service activities of various volunteer service organizations within their respective administrative areas, providing services for volunteers and volunteer service organizations, and safeguarding the legitimate rights and interests of volunteers and volunteer service organizations according to law. Article 9 The whole society should support voluntary service activities and respect the voluntary services provided by volunteers.
People's governments at all levels and their relevant departments should take various forms to carry out voluntary service propaganda, spread the culture of voluntary service, carry forward the spirit of volunteerism and improve the level of voluntary service.
Radio, television, newspapers, websites and other media should regularly carry out voluntary service publicity through news reports, special columns, public service advertisements and other forms. Chap II volunteers article 10 volunteer shall have corresponding capacity for civil conduct and knowledge, skills and physical conditions suitable for their volunteer service.
Minors, with the consent of their guardians or accompanied by their guardians, may participate in voluntary services suitable for their age, physical and mental condition, etc. Eleventh volunteers enjoy the following rights:
(a) Voluntary participation in or withdrawal from voluntary service organizations;
(two) voluntarily participate in voluntary service activities, have the right to refuse to participate in activities unrelated to voluntary service or beyond their ability;
(three) to obtain true and complete information about volunteer service;
(four) to receive the knowledge and skills training required for voluntary service;
(five) to obtain the necessary conditions and guarantees for engaging in voluntary service activities;
(six) require voluntary service organizations to issue their own proof of voluntary service;
(seven) to participate in voluntary service activities, in case of personal accident, get the corresponding assistance;
(eight) to supervise the voluntary service organizations and put forward opinions and suggestions;
(nine) other rights stipulated by laws, regulations and the articles of association of voluntary service organizations. Twelfth volunteers shall perform the following obligations:
(a) abide by the articles of association and management system of voluntary service organizations;
(2) Providing true and accurate personal information;
(three) to fulfill the commitment or agreement of voluntary service and complete the voluntary service activities;
(4) Respect the wishes, personality and personal privacy of volunteers;
(5) Other obligations stipulated by laws and regulations. Thirteenth volunteers can register themselves on the volunteer service information platform, or with their consent, their volunteer service organizations can register on their behalf and become registered volunteers. Chapter III Voluntary Service Organizations Article 14 Voluntary service organizations that meet the prescribed conditions shall be registered with the civil affairs departments of the people's governments at or above the county level according to law.
The civil affairs departments of the people's governments at or above the county level shall simplify the registration procedures, provide convenient services, and announce to the public the name, domicile, service scope, establishment, change and cancellation of legally registered voluntary service organizations.
Voluntary service organizations can rely on urban and rural communities, parks, squares, stations, airports and other service platforms to establish volunteer service sites. Fifteenth voluntary service organizations shall perform the following duties:
(a) to formulate a volunteer service plan and organize its implementation;
(two) the release of volunteer service information;
(three) responsible for the recruitment, registration, incentive and assessment of volunteers;
(four) to carry out volunteer service knowledge, skills training and safety education for volunteers;
(five) to provide necessary conditions and guarantees for volunteers and help solve practical difficulties related to volunteer service activities;
(six) to raise, manage and use voluntary service funds and materials according to law;
(seven) according to the requirements of volunteers, truthfully issue a certificate of volunteer service;
(eight) to organize the publicity, exchange and cooperation of voluntary service;
(nine) other duties as prescribed by laws, regulations and the articles of association of voluntary service organizations.
