(3) Among the personnel specified in the main technical personnel staffing table, the unregistered personnel shall be the technical leaders who have at least presided over the special category medium-sized environmental engineering design projects applied for in item 1, and have intermediate or above technical titles.

Article 4 of the Measures for the Administration of Operation Qualification License of Environmental Pollution Control Facilities must apply for the Operation Qualification Certificate of Environmental Pollution Control Facilities (hereinafter referred to as the Qualification Certificate) in accordance with the provisions of these Measures, and engage in the operation activities of environmental pollution control facilities in accordance with the provisions of the Qualification Certificate.

Article 7 No qualification certificate is required for the treatment and disposal of pollutants generated by the unit or the operation of environmental pollution control facilities of the unit, but the following technical conditions shall be met to maintain the normal operation of the facilities:

If the above conditions are not met, it is impossible to ensure the stable and up-to-standard operation of the facilities, the unit with qualification certificate shall be entrusted to treat and dispose the pollutants generated by the unit or operate the environmental pollution control facilities of the unit.
