The special governance of off-campus training institutions will be carried out in three stages, and a black-and-white list system of off-campus training institutions will be established at the same time.

It is estimated that the special treatment will be completed before the end of June 2065438+2008:

In the first stage, the overall deployment and investigation are carried out, and the primary and secondary schools comprehensively investigate and register each student's participation in off-campus training;

The second stage, centralized rectification, will be completed before the end of 20 18;

The third stage, special supervision and inspection, the establishment of black and white list system.

County-level education administrative departments take the lead in establishing a "white list", publishing a list of off-campus training institutions without bad behavior, establishing a "blacklist" and publishing a list of off-campus training institutions with security risks, unqualified and bad behavior.

The relevant administrative departments of the State Council jointly conduct spot checks on the work effectiveness of all provinces, autonomous regions, municipalities and counties, which are planned to be completed before the end of June 2065438+2009.
