"The liquidated damages required by the employer shall not exceed the training fee for the unfulfilled part of the service period."
"If the employer and the employee agree on the service period, it will not affect the improvement of the employee's remuneration during the service period."
In other words, the training fee, how much training you have received, is for them. It doesn't mean that you have to pay them a whole set of training fees as long as you listen to them for one minute. And you said that if their superiors want to give you a lecture, they need to issue a detailed cost assessment (with the official seal of the department).
And your salary is not affected by the "training fee", which means it should be paid to you normally!
