Article 2 These Provisions shall apply to the professional and technical personnel of the whole city and their units. Article 3 Continuing education should serve the economic construction, be closely integrated with professional and technical work, and be organized and implemented in various channels, levels and forms according to the principle of paying attention to actual results. Chapter II Tasks Requirements Article 4 Continuing education shall train talents for the economic and scientific development of our city, study and study new theories, technologies and methods in international and domestic scientific and technological fields, and pay attention to pertinence and practicality. Fifth senior professional and technical personnel should learn and master the new knowledge related to their majors and the new trends of scientific and technological development at home and abroad, so as to keep their knowledge level in a leading position and play the role of academic leaders. Sixth intermediate professional and technical personnel should deepen the basic theoretical knowledge, broaden their knowledge, master the relevant knowledge and development trends of this major and related majors, and strive to improve their creativity and management level. Seventh junior professional and technical personnel should be familiar with the professional knowledge of their posts, master the basic knowledge of modern management, enhance their basic skills and improve their adaptability. Eighth new personnel engaged in professional and technical work, should carry out professional and technical knowledge and basic skills training, to meet the requirements of primary professional and technical posts. Article 9 The foreign language proficiency of professional and technical personnel at all levels shall meet the requirements stipulated in the regulations on professional and technical posts promulgated by the state. Chapter III Organization and Management Article 10 The municipal personnel department is in charge of the continuing education of professional and technical personnel in the whole city. Its main responsibilities are:

(a) to formulate plans and plans for continuing education in the city;

(2) Formulating relevant management systems and measures;

(three) to supervise and inspect the continuing education work of the departments (units) directly under the county and municipal government;

(four) to examine and approve the contents and plans of continuing education bases and various courses;

(five) printing, issuing and auditing the continuing education certificate. Eleventh district and county personnel departments in charge of the continuing education of professional and technical personnel in the district and county. Its duties are:

(a) to organize the implementation of continuing education tasks assigned by superiors;

(two) to formulate plans, plans and management measures for continuing education in this district and county;

(three) to supervise and inspect the continuing education work of county departments and units;

(four) responsible for the issuance, registration and audit of continuing education certificates in this district and county. Twelfth municipal departments responsible for the system (industry) management of continuing education. Chapter IV Time, Methods and Funds Article 13 The continuing education of professional and technical personnel is mainly part-time study, and junior professional and technical personnel participate in full-time study for no less than 15 days every year; Senior professional and technical personnel should participate in no less than 20 days of full-time study every year. Fourteenth methods of continuing education for professional and technical personnel:

(1) Holding professional training courses;

(two) to institutions of higher learning, scientific research units or technologically advanced enterprises and institutions for further study;

(3) Attending academic conferences and lectures;

(4) Going abroad for further study and investigation;

(five) self-study exam or participate in correspondence and television education;

Chapter V Examination, Assessment, Reward and Punishment Article 16 The examination for continuing education of professional and technical personnel shall be organized according to different levels of professional and technical positions.

The examination of senior and intermediate professional and technical personnel is organized by the municipal personnel department; The examination of professional and technical personnel below the junior level shall be organized by the municipal competent department and the district/county personnel department respectively. Seventeenth approved by the personnel departments at the city, district and county levels, the continuing education carried out by each unit in a planned and organized way can be converted into continuing education credits after passing the examination and examination, and recorded in the continuing education certificate. Twenty-first departments, units and individuals that have made remarkable achievements in the continuing education of professional and technical personnel shall be commended and rewarded by the municipal, district and county people's governments or personnel departments. Twenty-second professional and technical personnel do not participate in continuing education without justifiable reasons, and do not complete the required continuing education credits, and shall not be promoted (including examination promotion) or re-employed in professional and technical positions. Chapter VI Supplementary Provisions Article 23 Units and foreign-invested enterprises stationed in Zi at or above the provincial level may refer to these Provisions. Article 24 These Provisions shall come into force as of the date of promulgation.
